Summary/Abstract: This study is part of the BISS project: "Human capital in Belarus: sources of competitiveness and modernization". The purpose of the work is to approach an objective assessment of the quality of the Belarusian higher education system in an international perspective on the basis of a number of comparative indicators and indicators and, accordingly, to assess the quality of human capital reproduced by the national educational system. Based on this work and other works of the "human capital" series, BISS plans to prepare a policy paper with direct recommendations to the government. This overview paper considers such comparative indicators as: a) indicators of education, including by levels of the education system and specializations, b) architecture of the education system, c) costs of education, d) level of internationalization of education, including the export of educational services and the balance of student mobility.
