The European Union is an unprecedented institution in the world, and therefore the general budget of the European Union is a specific budget, different from the national public budgets or the budgets of different organizations. This article studies the peculiarities of the European Union general budget, its essence and role in the economic governance, as well as the position of this budget in European financial system. The article is based on a complex analysis of the revenues and expenditures of the general budget of the European Union and of the interconnections between the general budget and the budgets of the Member States, in order to ensure the sustainability of public finances in the European Union at present.

Karl Popper lamented the prevalence of dogmatic argument in philosophy and commended the kind of critical argument that is found in the sciences. David Miller criticises the uncritical nature of so-called critical thinking because of its attachment to dogmatic arguments. I expound and clarify Popper’s distinction between critical and dogmatic arguments and the background to it. I criticise some errors in Miller’s discussion. I reaffirm the need for philosophers to eschew dogmatic arguments in favour of critical ones.

How Can Plato Be Relevant for Contemporary Medicine?

Until recently, Aristotle’s notion of φρόνησις dominated the conversation regarding the merits ancient philosophy might have for contemporary bioethics. On the other hand, the platonic approach of medicine was severely underappreciated by specialists in ancient philosophy. In this paper we argue that some of Plato’s teachings can be relevant for contemporary medicine. Specifically, we show that the Dialogues provide a special understanding about approaching the relationship between part and whole when dealing with individual patients and communities. Secondly, we argue that the contemporary notion of autonomy might get clearer if we use Plato’s distinction between appearance and good. The paper concludes that root philosophical definitions that doctors and patients need might be inspired by Plato, and that the medical profession as a community of peers might play a role in balancing political definitions as well as individual ones with respect to the very core of medical practice.

The pedagogical programme of the History Museum in Turda, had a great evolution in 2019, by providing 11 interactive workshops to students, in order to improve their talents, extracurricular work and to develop their skills in several domains. Our “Easter egg painting” programme stands for continuing the tradition by meetings between artisans and public, through the interactive workshops, not just as demonstration. In the seven editions, there were organized around 30 workshops, with more than 500 participants, students and adults from Turda, Cluj-Napoca and surrounding areas, activity which was very much appreciated. The purpose of this workshop is to convey the correct value of the egg painting activity to a large and diverse public, so that they perceive it as important as the pottery and glass painting. Our workshops go through all the stages of the egg painting, decorating with the archaic techniques of successive color baths, protecting with bee wax, decorated with vegetal, zoomorphic, solar and more. The colors used are also limited to the traditional ones, monochrome or polychrome–red, white, yellow and black. Via this workshop, made in the old times at the countryside, the museum has direct implication in the preservation of traditional handcraft, loaded with symbolism.

The present research paper aims to analyze in a qualitative manner the main and specific causes of school dropout in young Roma (including age, culture,economical status - poverty, social discrimination, and infrastructure). Our purpose is to explore the phenomenon of school drop-out or early school-leaving as well as to identify its reasons among disadvantaged youth aged 14–22, who failed to complete lower and/or upper secondary education, including the young people who dropped school to raise a family. In addition, the research includes three interviews with successful young Roma that are at postgraduate level (faculty, master, and PhD) in order to analyze the educational success in a comparative manner.

The following article is a presentation of two principles on which society operates and how they balance. The roots of these principles are found in the Judeo-Christian theology and have established fundamental relations between God and man, springing from His character and attributes. Therefore, for this reason, the first approach will be a theological one, followed by a sociological one with implications in macro-society and micro-society. The founding concept provides a balance for these principles that have determined the functioning in normal parameters, or not, of every society, of any type and any time.

Moral integrity is a necessity for anyone engaged in public service, because it gives credibility to public discourse and creates a special bond of trust with those who have placed their hope in those who have a vocation to lead. Moral integrity is the factual expression of a moral axiology that has its foundation only in faith. Ethical systems cannot offer this, because they are the creation of man, are therefore autonomous, and represent the temporal interests of some ideologies or philosophies. While moral systems are of theonomes, and their principles spring from Revelation. We need moral integrity, honest leaders who can take on the challenges of contemporaneity and overcome them!

The ethical status of the writer, of the artsman, is a topic that has given rise to countless debates in the world of writing. Can artsmen be faithful only to pure art, to the „autonomy of aesthetics”, or do they have to take into account the recourse to ethical truth—through writing? Only a few writers thought that ethics, moral integrity, mattered in their literary endeavour.„The ideology of literary purism” (Mircea Cărtărescu), of modernism origins, tended to isolate literature from life, from everyday life. Paul Goma might be the only contemporary Romanian writer who brought into the spotlight the ethical component, arguing that the writers’ duty is to put themselves at the service of the truth. Through hardships, Paul Goma din not survive due to culture, but due to the truth.

In the context of today’s society, intellectual property rights are an important source of economic benefits. When the infringement of these rights is done with regard to products or substances that also potentially endanger the environment and human health, research on these infringements becomes imperatively necessary. This paper highlights the dual effect of infringing intellectual property rights in the field of pesticides (both in economic and environmental terms and on human health) and it draws attention to the need for multidisciplinary research to raise awareness among potential producers and users of such products.

One of the major environmental problems is pollution. General regulations and approaches concern the control of pollution of environmental factors (air, water, soil) or areas of major interest such as sustainable development, waste, green energy, e.g., which have the secondary effect of preventing and / or reducing environmental pollution. The current legislative framework on environmental protection takes into account, in addition to protecting the environment, as a general interest of national, European and international level, and the protection of human health. Studies from human health specialists show that one of the current challenges for human health protection is indoor air pollution. This type of air pollution exceeds both the occupational safety and health regulations and the specific air protection regulations. This study takes into account European - level legislation on environmental and air protection in particular and highlights the need for a coordinated approach and the establishment of a minimum legal framework on indoor air pollution.

The present paper is dealing with the possibility offered by a Roman imperial coin hoard to discover, on one hand, the constant feature of human nature to make mistakes during working activity, and on the other hand, the fact that any new hoard may come up with new coin types or variants. The hoard Potaissa III (in Roman Dacia; nowadays, Turda, Romania) brought up various peculiar coins, that are discussed in detail here, that reveal: tricky monetary policy; engraving mistakes; engraver’s skill; new coin types; new coin type variants and post-minting human behaviour upon the coin.

What can be exposed by detailing and deepening human values, what constitutes morality, ethical sense and the criteria by which a man can keep a balance in his social life, in his family and in his environment is conditioned by the religious boundary that separates what is considered to be moral and immoral. Religious freedom is conditioned by certain patterns by which man can appropriate certain actions that he commits, this conditioning creates some barriers to the free expression of the human entity by exposing what is considered acceptable both by the church and by the society that is so influenced by different religious trends. It is religion that unites people, that urges them to charitable actions, to create an environment in which society can function normally, in which peace and fairness are guided by actions based on solidarity, which is a far greater motivational impetus than that which government institutions impose to maintain peace and order. A man’s moral qualities can only be attained in subtle ways that touch his conscience and the path to peace and love and from these two things a man can become an outstanding person in society, a role model and a man who sees the limit in everything around him.
