European integration is not just a goal of the foreign policy of the Republic of Moldova, but also a natural aspiration of an European nation to join the European family and the signing of the Association Agreement between Moldova and the European Union is an important step in achieving this goal. The Republic of Moldova has developed and continues to promote rigorous reforms in the area of public finance management. In this article we have analyzed the main reforms and achievements in the field of public finance management in the Republic of Moldova, their importance by reference to good European practices, but also the need to continue them in the context of signing the Association Agreement. The authors argue that until now, the public finance management reform had been focused mainly on the planning and execution phases of National Public Budget, nonetheless the main problems lay in poor budgetary reporting and control. Corruption and fraud are the main risk areas for all the promoted reforms. The conclusion of this paper is that the most urgent actions that should be undertaken consist in improving public procurement procedures, enhancing the internal control, financial inspection and external audit. Only in such a way trustful relation with EU could be created and this is particularly important as it could permit to absorb more European funds to invest in the economic and social development in our country.

In this study, the author puts forward certain considerations regarding the institution of the will deemed as a source of information. The structure and the content of this study reveal the comments on the legislative historical benchmarks in the matter of will and on the will provided in the Civil Code, considering, for the purpose of the above-mentioned, the doctrine developed by certain famous names in the matter of law (G. Filitti, N. Iorga, D. Rotaru, Liviu Stănciulescu, Gabriel Boroi). Finally, the author puts forward brief considerations regarding the role and the importance of the institution of will.

Emotional stress appearing after dental care is the most destructive set of feelings, thoughts and images caused by pain. It is likely that “the easiest way to obtain a negative autonomous reaction is to visit a dentist or dento-alveolar surgeon”. It does not require more than a short visit in the dentist’s waiting room to “trigger” one’s fear and anxiety. The study aims to develop a set of assessment criteria for the emotional profile of a patient who has to undergo the outpatient oral surgery. The goal of the clinical investigation of anxiety versus pain is to identify emotional reactions; it uses verbal and non-verbal methods of assessment, scales and questionnaires. Both the importance and the aim of behavioral assessment are used to provide reasonable surgery and anesthesia recommendations for the patient that would not exceed patient’s functional reserves and prevent an unforeseen medical accident.

This paper analyzes the interpretation of the Moldavian Autonomous Soviet Socialist Republic in the Romanian historiography of the 1920s – 1940s, as well as in contemporary academic and publicistic literature of Moldova. Special attention has been paid to the problem of how the concept of Transdniestria as a part of the Romanian ethnic territory developed. Furthermore, the understanding of the USSR policy concerning this region by Romanian historians has been investigated. It has been found that today’s Romanian historians rely mainly on the image of the Moldavian ASSR that developed in the historiography of interwar Romania. They have controversial opinions on the Moldavian autonomy. On the one hand, its establishment lived up to the expectations of the residents in this region. On the other hand, they turned out to be placed under the alien power. Romanian authors consider Transdniester Moldovans as an integral part of the Romanian nation, believing that the Soviet experiments in the sphere of culture were meant to distance Moldovans from their Romanian origin. In the political perspective, the Moldavian autonomy is perceived as a platform for spread of communism in the Balkan area, primarily in Romania.

The study aims to depict and evaluate the terms from the relation Individual-Person-Citizen, starting from the determinant role of the Person in the religious consciousness of the European Recent Man (Patapievici, 2001). We also intend to analyse his capacity and availability in assuming and concretising the religious vocation in a globalising post-modern world. From this perspective, the New Europe does not yet have a well-defined identity. We will analyse, from the Christian moral anthropology, the starting point of this historical process of the identity, convergence, integration and unification of the European Union. We will highlight, in this context, the capacity of the Person – a concept promoted by the Cappadocian Fathers – in the process of overcoming the conflict Individual-Citizen, which generated in time a series of conflicts on the audience and on the social moral prestige of the Christian faith and religious practice. Our approach will start from a Christian theological horizon of messianic eschatological expectancy, by assuming an analytical perspective generously offered by Orthodoxy.

When discussing the issues of human relations and behaviour in society, I visualize a society that is guided by rules or rules, which, once violated, trigger the legal responsibility of the individual. In addition, there are moral concepts that are not related to the law, for example ethics, which deals with the study of moral principles. The topic of this article addresses the autonomy and responsibility of the researcher in research on human subject, starting from historical cases in the ethics development – Nuremberg Code or Tuskegee Study. An important aspect to know about research on human subjects is the "Nuremberg Code", which raised the issue of the extraordinary abuses of Nazi doctors who were doing experiments on prisoners, without their will. These scientific experiments were called "crimes against humanity" and were tried at the Nuremberg Tribune. Consequently, for good moral conduct, this code was adopted, which introduced consent, the right of the person to withdraw without being sanctioned regardless of the time of the experiment and the risk-benefit analysis. Therefore, the rules that are in force today regarding research on human subjects reflect the reaction of an international community on those immoral medical experiments.

The public integrity warning appeared more than 30 years ago in America and the western states, having the fundamental role of protecting the existing ethical and moral values at the level of public and private institutions. Although in the literature, the integrity warning , has been defined as a person who discloses to the public or the authorities immoral or illegal activities carried out in a government department, a public or private organization, or a company, through this paper, we intend to emphasize that the activity of the whistleblower contributes directly to the promotion at the institutional level of professional ethics and observance of procedural rules in the behavior of each individual at the level of each institution, respectively its direct involvement in the supervision and concordant support of internal procedures and activity in accordance with the applicable legislative and normative framework; moreover ensuring that this regulatory framework is respected and complied with.

The management systems developed by the standardization organizations at international or regional level, have as a general principle the expression of freedom of will regarding their implementation within an organization. The current importance of environmental protection is capable of causing changes in the application of this principle. A special feature is established in the legislation of the European Union, and consequently in the national one, regarding the environmental management systems. This feature, which is the object of the present study, consists in the gradual transformation of freedom of will into legislative imposition, regarding the implementation of such a management system.

In this paper I have made a brief analysis of the cause of impunity provided by Article 273 (3) Criminal Code in the case of the crime of false testimony. According to this nonpenalty clause, the witness shall not be punishable if they withdraw their testimony, in criminal cases, before the defendant’s detention or arrest, or before the commencement of the criminal action or in other cases before a decision or another solution is given, following the false testimony given. The offense of false testimony consists in the act of a witness who, in a criminal, civil or other proceeding in which witnesses are heard, gives false statements, or does not tell everything they know regarding the essential acts or circumstances in relation to which they are heard The crime of false testimony has raised certain legal issues in the judicial practice. Moreover, in connection with this crime, an appeal was admitted in the interest of the law in connection with the relationship between this crime and the offense of favoring the perpetrator, by which it was established that this crime cannot be retained in formal competition with the crime of favoring the perpetrator. At the same time, a preliminary ruling was given on the quality of active subject of the offense of false testimony of the whistleblower who benefits from the non-penalty clause provided for in Article 290 (3) of the Criminal Code in the case of the crime of bribery. Considering certain points of view expressed in the doctrine regarding the cases in which non-penalty clauses of this crime may intervene in criminal cases, as well as the specificity of other proceedings in which witnesses are heard, I have proposed an analysis of this non-penalty clause from the perspective of the situations in which it can be invoked and the particular situation imposed by the succession procedure in cases where it is necessary to hear witnesses.
