The elections to the European Parliament showed that smaller parties in the Bundestag, mainly the Die Linke (The Left) and the liberal Free Democratic Party (FDP), are threatened with increasing marginalisation at the federal level. Growing competition from other groupings has made it increasingly difficult for them to attract new voters. In an extreme scenario, they may not cross the electoral threshold in future parliamentary elections.

Rosnąca konkurencja ze strony pozostałych ugrupowań sprawiła, że coraz trudniej będzie im pozyskać nowych wyborców. W skrajnym scenariuszu mogą one nie przekroczyć progu wyborczego w wyborach parlamentarnych.

This year, Germany participated for the second time in a Three Seas Initiative (TSI) summit as an observer. Its participation is motivated by the desire to strengthen cooperation with Central European countries and reduce divisions in the EU. It also aims to limit U.S. economic ambitions in the region, with TSI a potential key vehicle for them. Germany’s efforts to gain membership should be seen as a foreign policy goal. Its success could contribute to influencing infrastructure priorities in Central Europe, if implemented under the TSI.

W 2019 r. Niemcy po raz drugi uczestniczyły w szczycie Inicjatywy Trójmorza (Three Seas Initiative, TSI) w roli obserwatora. Ich udział jest motywowany chęcią wzmocnienia współpracy z państwami Europy Środkowej na rzecz niwelowania podziałów w UE. Służy także ograniczeniu ambicji gospodarczych USA w regionie, których realizację miałoby ułatwiać Trójmorze. Zabiegi o członkostwo należy postrzegać jako jeden z celów niemieckiej polityki zagranicznej. Jego osiągnięcie mogłoby wpływać na przedsięwzięcia infrastrukturalne w Europie Środkowej, jeśli byłyby realizowane w ramach TSI.

China’s Economy Amid the Trade Dispute with the U.S.

The trade dispute with the U.S., which has been going on for over a year, as well as global and internal factors are contributing to a slowdown in China’s economy, in part by reducing export profits. To counter this situation, the Chinese authorities introduced a stimulus package and halt some economic reforms. Although China’s economy is overall stable, the protracted dispute with the U.S. may exacerbate negative internal processes and further slow growth. This will affect the global economy, which in turn could lead to a decline in exports for companies from the EU. At the same time, China may be willing to widen its market to some investors.

Trwający od ponad roku spór handlowy z USA, a także czynniki globalne i wewnętrzne, przyczyniają się do spowolnienia w gospodarce ChRL, m.in. zmniejszenia zysków z eksportu. W tej sytuacji chińskie władze zdecydowały się na wprowadzenie pakietu stymulacyjnego i wstrzymanie części reform. Choć gospodarka Chin jest stabilna, przedłużający się spór z USA może zaostrzyć zachodzące w niej negatywne zjawiska i dodatkowo osłabić tempo wzrostu. Odbije się to na gospodarce światowej, co dla firm z UE może oznaczać np. spadek eksportu. Jednocześnie może wzrosnąć gotowość Chin do szerszego otwarcia rynku dla inwestorów.

The growth of ethnic nationalism has become a major challenge for reformist Prime Minister Abiy Ahmed. Continuation of the current trend risks halting the democratisation of the public sphere, economic integration of the Horn of Africa, and a failure of EU policies towards the region.

On 2 July, the European Council (EC) nominated the Spanish socialist Josep Borrell for the position of EU High Representative for Foreign Affairs and Security Policy (HR). If he takes office, he will continue the agenda of his predecessor Federica Mogherini. Nonetheless, he will focus more on cooperation with the Maghreb and Latin America countries, and will be more open to restrictive policy towards Russia. However, the most important challenges will be to improve the efficiency of European diplomacy and HR’s cooperation with Member States.

Podstawę węgiersko-rosyjskich stosunków gospodarczych stanowi energetyka. Zacieśnienie przez Węgry relacji politycznych z Rosją po 2010 r. nie wiązało się z istotnym wzrostem dwustronnych obrotów handlowych i inwestycji ani ze zwiększeniem rosyjskich wpływów poza sektorem energetycznym. Unijne sankcje gospodarcze nałożone na Rosję oraz wprowadzenie przez nią kontrsankcji w 2014 r. spowodowały wyraźny spadek węgierskiego eksportu do Rosji. Nie przyniosło to jednak znaczących strat dla gospodarki Węgier.

On 28 June, the EU and Mercosur concluded negotiations that have lasted intermittently for two decades on an Association Agreement (AA). For the EU, the accord brings a chance to compete more effectively in Latin America with China and the U.S. For Mercosur, it may boost a revival of economic integration and reforms in the bloc’s member states. However, the deal has raised concerns among some EU farmers over the potential of a negative impact of opening the Union’s market. To ecology groups, some of the document’s provisions increase the threat to the environment and climate policy. Protests by these groups could hinder the agreement’s ratification process.

28 czerwca br. Unia Europejska i Mercosur zakończyły trwające z przerwami od dwóch dekad negocjacje umowy stowarzyszeniowej. Dla UE porozumienie stanowi szansę na skuteczniejsze konkurowanie w Ameryce Łacińskiej z Chinami i USA, a dla Mercosuru – impuls do ożywienia integracji gospodarczej i reform w państwach członkowskich. Umowa wzbudza jednak obawy części unijnych rolników o negatywne skutki otwarcia rynku. Z kolei ekolodzy postrzegają ją jako zagrożenie dla środowiska i realizacji polityki klimatycznej. Protesty tych grup mogą utrudnić ratyfikację dokumentu.

Since Xi Jinping took power, China has strengthened its control over Hong Kong and Macau, special administrative regions. They are governed based on the principle of “one country, two systems”, which implies the maintenance of social-economic solutions different from China’s. The citizen protests in Hong Kong against an extradition agreement signal the rise of objections to China’s limiting this principle. China’s authorities argue that the principle will also be used after unification with Taiwan, a major goal. The Chinese policy, though, violates key EU democratic standards and hinders the work of European companies with operations mainly in Hong Kong.

Zmiany w chińskiej zasadzie „jedno państwo, dwa systemy”

Po objęciu rządów przez Xi Jinpinga ChRL zwiększa kontrolę nad specjalnymi regionami administracyjnymi, czyli Hongkongiem i Makau. Funkcjonują one w oparciu o zasadę „jedno państwo, dwa systemy”, co zakłada utrzymanie odmiennych niż chińskie rozwiązań społeczno-gospodarczych. Obecne protesty mieszkańców Hongkongu przeciw ustawie ekstradycyjnej to przejaw rosnącego sprzeciwu wobec ograniczania tej zasady przez Chiny. ChRL twierdzi, że wykorzysta ją także przy zjednoczeniu z Tajwanem, co jest jej celem. Polityka Chin narusza ważne dla UE standardy demokratyczne i utrudnia funkcjonowanie firm europejskich przede wszystkim w Hongkongu.

Suppliers of selected materials from other countries, including European ones, can benefit from this.
