The author examines different conceptions and criticizes, that whole-day-school , schoolranking and overtime work of teachers alone would not already solve the problems. He explains, that certain aspects - as relation of age and learning age, structural factors, teacher-jobs, and investment in education - are not yet or not enough discussed. Instead of it an discussion about contents and autonomy of education has to be started.
