Judicial hegemony or juristocracy can be defined as the use of caste within the state to reach the strategic objectives of the judges and prosecutors who are the members of illicit organization. This study aims to explore and analyze the organizational structure of the terrorist organization, which is called PDY, and understand how this terrorist organization terrorized the judicial structure in Turkey. Based on the theoretical framework of elitism and bureaucratic elitism, the study also aims to analyze the relationship between PYD terrorist organization and judicial system by using the case study as a method of data collection method.

The essay questions the recent wave of authors claiming that Foucault became ‘seduced’ by neoliberal thought and ended up endorsing it. It does so by a thorough examination of two books that makes the claim, but with radically different explanations for the fact that Foucault engaged himself with neoliberalism. By analyzing the textual ‘evidence’ of the proponents of the ‘seduction theses’ the essay shows that its premises are rather flawed. Firstly, the lack of normative denunciations in Foucault’s writing on neoliberalism cannot be taken as an endorsement, but as integral to a specific way of conducting ‘non-normative critique (Hansen 2016). Secondly, Foucault’s supposedly anti-statist position is questionable when one reads his lectures carefully. In fact, Foucault’s explicitly distanced himself an “inflationary” critique of the state, identifiable on the extreme left as well as in neoliberal thought.

THE END OF POLITICS: DECONSTRUCTION, DECLINE AND ALTERNATIVE OF THE STATE

The paper represents theoretical investigation into the phenomenon of decline of the state. It addresses three basic and mutually connected investigation areas, introduced in deconstruction of the state, decline of the state and alternative of the state. Primarily, theories of the origin of the state are exposed, where the state’s essence is located; its function – identified and the role it has been playing – observed. In following, the decline represented as a process of transfer – with the state as its main subject, is interpreted through different prisms, particularly the one of federalism, postmodernism, decentralization and libertarianism. The specific focus is laid on the process of decline of the state, following the libertarian theoretical framework. The process is determined by the decrease of the state’s functions, occurring in certain period of time. Accordingly, the process is analyzed and divided into four phases, each of them identified with a certain type of state, with an exception. Ultimately, the alternative of the state is emerging as last phase and final outcome of the process of decline of the state, while introducing a new era, the one of no politics.

MEDIA REPRESENTATION OF THE PROTESTS AGAINST THE G20 2017 SUMMIT. AN ANALYSIS OF THE GERMAN MEDIA

In 2017 Germany has had the presidency of the G20 and organised the annual summit between the 7th to the 8th of July. The chosen location for this event was Hamburg, and it was disputed because of the high difficulties to secure the city accordingly to the security requirements. Police from all around Germany were positioned in Hamburg for the days of the summit to protect the city from the rioters. The first protests that took place were rather peaceful and without major crimes, however starting with the „Welcome to Hell“ demonstration on Thursday, the 6th of July, rioters began throwing glass bottles, burning down cars and aggressing the police. But this is only one side of the truth. Peaceful protestors were also aggressed by the police . In this article we intend to analyse if the ethical reporting standards were respected by the German media, in their coverage of the G20 summit protests.

The article is focused on the postmodern paradigm and its uses in research on European international relations. It shows how postmodernism is understood in philosophy and how it can be adopted by political science methodology. Although, All aspects – positive and negative – as each paradigm postmodernizm can’t be used to every kind of analysis. As a result of European philosophy and based on the European background, the postmodern paradigm seems to be the most suitable for European state research. That’s why the suggestion included in the text is described in the context of this kind of issue.

INSTITUTIONAL TRUST IN THE CASE OF CROATIAN REGIONS

Institutions and institutional trust can be marked as important determinants of (regional) growth and development in contemporary literature. Aim of this paper is to analyse institutional trust in two Croatian counties and to compare those results with earlier theoretical findings. The methodology consists of in-depth interviews made by survey of counsellors or some of leading functions in two Croatian counties. The results are mostly in accordance with earlier theory findings of institutional trust for Croatian level, i.e. the highest level of institutional trust was related with traditional values, for instance in family, while in some institutions trust varied and had a gap in level of respondents trust, depending of their own experience, for instance in self-government and educational system. At very low level of institutional trust were for instance, political parties and Government. As singled out, some of the main obstacles in achieving high levels of institutional trust were corruption, inconsistency in decision-making and enforcement, noncompliance, slow and complicated procedures, non-transparency, politization. Trust in institutions according to the results, impacts reduction and regulation of uncertainty in the economy. These results could be very worth and a certain guide for policy makers and their future decision-making.

Use of Social Media for Political Purposes: The Case of Diyarbakir

The use of social media, which has turned into a different area of communication with the developments in technology, creates a participatory, free and democratic space according to some approaches, and can turn into an easily controlled surveillance and pressure area according to some approaches. The main point in these different approaches is whether social media creates an alternative space that increases the opportunities for political participation, provides freedom of expression to opposing views and contributes to the advancement of democracy. In this study, individuals' political preferences and identities of social media political-based use of the axis, effect, inhibiting factors of the use of social media what is happening has been aimed to examine regarding the current discussions in Turkey, in Diyarbakir where ethnic identity is the focus and in this sense having an identity opposing to the widespread political say. Questionnaire technique was used as data collection tool in the study. The survey was conducted face-to-face to 618 people with the method of “random sampling”. Survey forms of 540 social media users out of 618 people were included in the evaluation. The data obtained from the field study were analysed by using descriptive statistical techniques. In terms of the level of political participation, the percentages of the participants towards the behaviours of political participation in the axis of both political identities and political preferences were found to be relatively different from each other.

Circulation, Conditions, Claims: Examining the Politics of Historical Memory in Eastern Europe

Across Eastern Europe how the past is remembered has become a crucial factor for understanding present-day political developments within and between states. In this introduction, we first present the articles that form part of this special section through a discussion of the various methods used by the authors to demonstrate the potential ways into studying collective memory. We then define the regional characteristics of Eastern Europe’s mnemonic politics and the reasons for their oftentimes conflictual character. Thereafter we consider three thematic arenas that situate the individual contributions to this special section within the wider scholarly debate. First, we examine the institutional and structural conditions that shape the circulation of memory and lead to conflictive constellations of remembering; second, we discuss how different regime types and cultural rules influence the framing of historical episodes, paying attention to supranational integration and the role of technological change; third, we consider the different types of actors that shape the present recall of the past, including political elites, social movements, and society at large. We conclude by identifying several promising avenues for further research.

ROMANIAN RESEARCH ON CHINA'S FOREIGN AND SECURITY POLICY

Explaining and predicting China's international and security policies is a relatively recent concern of Romanian researchers, dating only to the beginning of our millennium. The research effort is assumed by the editorial programs of the big publishing houses, and by the editorial policies of the scientific journals. A balance sheet shows us that the results are not enough and are not integrated. China's growing presence in our geopolitical region, supported especially by the "One Road, One Belt" program, requires a deepening of knowledge of Chinese interests and style of action in international relations. This research will substantiate a correct collaboration, for the benefit of both states and people.

Managing the Policy Process: from Legitimacy to Effectiveness and Back

The article assumes that the search for legitimacy (politics) and the demand for public governance efficiency and effectiveness (policies) are closely intertwined and cannot be separated either structurally or substantively. The legitimacy of policies is not simply a consequence of the legitimacy of political power, but is created by bringing stakeholders together in the process of policy making and implementing. Therefor policy needs to be managed in order to restrict unpredictability when formulating and implementing collective choices. We argue that the policy initiator should act as policy manager binding the whole process from the idea to the results.

Using smart people to build smarter:

Smart cities have been heralded as new powerhouses of economic growth and their capacity to fill this promise strongly depends on how attractive they are to highly skilled people. In fact, talented professionals can be regarded as their precondition and the fuel of innovation. In this article, we try to articulate how outstanding smart cities have managed to consolidate and retain a highly skilled graduate workforce. To this end, we analyse recent institutional developments in the cities with smart ambitions that achieve the highest smartness scores and compare them to parallel developments in those that obtain the lowest scores or no score across four countries: Belgium, Denmark, the Netherlands and Poland. Taking from theories of economics of agglomeration and urban economics, and following a careful review of the relevant literature, we first highlight reasons that draw highly skilled workers to a smart city before identifying the cities which have proven most able to capitalise on them. In line with existing theories, this article finds that cities which enjoy greater administrative autonomy tend to successfully use this leeway to implement pro-growth policies and amplify them via a regulatory setting that itself encourages business development. Hence, our conclusion provides recommendations towards a pathway of reforms for smart cities willing to authorise more comprehensive policies in order to boost their attractiveness as locations of employment and reach their stated objectives.

The development and evolution of the information society, framed in the ample process of globalization, brings with it a series of vulnerabilities, risks, and threats, which have repercussions on public perception. Managing the information flow, especially in crisis or conflict situations, has become a real challenge. The mechanisms by which the negative effects can be diminished, at the informational level, are directly related to the educational aspect, by creating an information culture. Information literacy and media literacy are tools that can act as shields against the infodemic. Our research aims to analyze the process of building and developing in Ukraine the conceptual and practical framework for implementing media literacy.

Political communication is the process of exchanging political messages between political actors and citizens thanks to the available communication channels. The first scientific research appeared before World War II in Anglo‑Saxon countries. The development took place in the late 1960s. The leading topics are: political actors and their activities (election campaigns, political marketing, public relations, advertising), voters, mass and social media. The research dedicated to political communication in Poland began in the 1990s at the universities, mainly in Katowice, Krakow, Lublin, Poznan, Warsaw and Wroclaw.

Analiza sieci społecznych jako metoda badawcza w polskich studiach nad komunikowaniem politycznym

New opportunities for creating and exchanging messages between political actors, the media and the audience/voters are to some extent the effect of the dynamically developing technological sphere. The advent of online media (including social media) has changed politics. At the same time, political communication is also changing. On the one hand, this is an inspiration and, on the other hand, a challenge for the scientific exploration of this research area. The interdisciplinarity of media science, which includes the study of political communication, prompts researchers to look for new research tools, especially in the field of data collection, analysis and visualisation. This leads to the incorporation of previously non-specific methods into the field of media studies. The aim of the article is to present social network analysis (SNA) as a method popular in American and European research, although still rarely present in Polish analyses of political communication. The article presents the characteristics of the method, its main indicators and the current state of research in Poland.

Ideologiczne, polityczne i filozoficzne podstawy polityki naukowej i przemysłowej niemieckiej partii Zielonych w latach 80. i 90. XX w.: przypadek „miękkiej chemii” (sanfte Chemie)

Sanfte Chemie, or soft chemistry, is a scientific and philosophical concept developed in the 1980s under the auspices of the German Green Party (Die Grünen). Its purpose was to thoroughly reconstruct not only the chemical industry but also chemistry as a science in the spirit of environmentalism. Soft chemistry followers wanted to forge a new scientific method and criticized what they called a Baconian-Cartesian paradigm in the philosophy of science. Even though the sanfte Chemie project ceased to be endorsed by the Green Party in the 1990s because of its radicalism, the history of epistemological foundations, on which the soft chemistry was built, gives us a privileged insight into a vision of chemical sciences as advocated by early proponents of sustainability and pioneers of environmental movements.The article analyses sources of sanfte Chemie, highlighting plurality and complexity of scientific, philosophical, political and ideological traditions that served as its basis. The study of the eco-critical narratives on empirical sciences allows us to better understand subsequent political choices concerning science, industry and the environment in Germany. In particular, the article shows that the tradition on which sanfte Chemie was built, gives it the advantage over later concepts, such as green chemistry, that lack philosophical depth.The purpose of the article is to question the relation between the philosophy of science and the practice of science and ponder whether different chemistry is possible at all.

Model infiltracji Jeżowa a zajęcie Krymu przez Federację Rosyjską

The author analysed the scale of betrayal among the officers and officials of the Ukrainian state during the annexation of Crimea by the Russian Federation in 2014. The main research problem was an attempt to explain the anomaly in the activities of the special services in the form of recruiting 1,400 officers of the Ukrainian SBU to the Russian FSB. In an attempt to explain this phenomenon in the practice of secret services, the author used the theory of offensive intelligence and counter-intelligence created and developed in the USSR from the early 1920s, as well as the findings of cognitive psychology regarding the phenomenon of projection as the main mechanism for explaining the behavior of other people. Thanks to the synthesis of psychology and the analysis of the theoretical achievements of the Soviet secret services, the author put forward a hypothesis about the mass recruitment of the SBU officers in the Crimea long before the annexation. According to the author, the main mechanisms of mass recruitment of agents in order to control the opponent’s organisation were broadly understood corruption and cronyism characteristic to the post-Soviet area.
