The article analyzes the trends of decentralization and deregulation of modern higher education in the process of preparing future teachers to educational work. It is noted that the current trends of the development of the higher education system in Ukraine are the improving of the higher education management through decentralization, deregulation, public involvement and changes in the financing mechanisms; widening of autonomy and the increased accountability of higher education institutions; improving the quality of educational services. It is argued that in the context of these reforms the education managers’ training becomes extremely important, because it is a manager on whom the prosperity, profitability, growth and market position of an institution primarily depends. The readiness of the future manager of education to innovative educational activities is characterized.

The text brings closer the career (vocational) guidance issues in the context of the vocational education specificity. Liquid modernity, with multi directional changes occurring at a great speed, and growing requirements of the competitive labor market have become fertile soil for the growth of all sorts of guidance services, i.e. activities that concern the entire human life and treat individuals in a holistic way. Being one of them, the career guidance has traveled a long way undergoing a paradigmatic change of its objectives and tasks and of other aspects, i.e. how a relation with a client starts or what methods are applied. Vocational school students are one of those groups where career structuring is in demand. Being a weak link in Poland’s education system before the economic and political system transformations of 1989, after this date the group actually has started drifting,losing to the growing educational aspirations and the boom of secondary education that opened the door to increasingly popular higher education. Current efforts to restore vocational education need to be coupled with career guidance services that are provided professionally to the present and future vocational school students. Assumptions of these career guidance activities do not seem to differ basically from the general assumptions applied in the holistic guidance, which does not mean that a search for methods suited to this group of young people should be discontinued.

ÜNİVERSİTE ÖĞRENCİLERİNİN MESLEKİ KİŞİLİK TİPLERİ

The aim of this study is to determine the levels and sorting of vocational personality types of university students regarding their sex and faculties. The population of this study consists of 251 university students (104 male (%41,4) and 147 female (%58,6)) who were studying at four-year and upper faculties during 2016-2017 academic year. Stratified sampling method was used to determine the working group of the study. “Vocational Personality Types Inventory” was used for data collection. Arithmetic mean of the collected data was determined for each subdimension of vocational personality types inventory regarding faculty and sex variables. Then vocational personality types of students were presented in graphics. As a result of the study, the first three occupational personality types of girls were sorted as social, artist and traditional. When the sorting of occupational personality types of students was investigated in regard to faculties, the social type was the uppermost occupational personality type for all faculties.

Structure of Vocational Interests in Macedonia and Croatia – Evaluation of the Spherical Model

The goal of the current paper was to explore the construct validity of the spherical and the hexagonal models of vocational interests by exploring the extent to which these models fit the data obtained on samples of Macedonian and Croatian university students. Croatian and Macedonian versions of the Personal Globe Inventory (PGI) were administered to a sample of 1367 student of various faculties in Croatia and Macedonia (737 participants from the Republic of Macedonia and 630 from Croatia). Results showed that the spherical and hexagonal models fit the data better than chance, and that these models explain substantial proportions of variance of vocational interest measures. Exploration of the factor structure of the obtained measures of vocational interest on the studied samples showed that the obtained structure generally corresponds to theoretical propositions. The obtained dimensions correspond to the latent space defined by Prediger’s dimensions and the dimensions of Prestige of the spherical model.

STUDY ON THE COUNSELING AND ORIENTATION OF STUDENTS FROM THE POLYTECHNIC UNIVERSITY OF BUCHAREST FOR THE TEACHING PROFESSION

Career counseling is an extremely demanding and current issue of education sciences that focuses not only on pursuing a career path by a subject in terms of personality but also by socioeconomic conditions and offerings, but especially focuses on maturing the individual in the professional field chosen in order to achieve the performance and the achievement of the specific professional standards. In higher education, the need for counseling presents a reality, but also a necessity. I think a strategy to promote higher education counseling services will have the desired effect if we have the target population (students) at the heart of our concerns.

ADVANCED LEVEL VOCATIONAL TRAINING STUDENTS’ SELF ASSESSMENT

This paper is intended to clarify the phenomenon that lower achieving students tend to evaluate their own academic performance less accurately than those who do better in their studies. Previous studies have found that lower performers generally overestimate while higher performers underestimate their performance. The current study analyses self-assessment behaviour and efficiency among Hungarian higher vocational education students. We found that the lowest level of higher education students typically overestimate their performance. Our results strengthen the empirical evidences from previous studies that showed that higher-achieving students evaluate their performance more accurately than their lower achieving fellows. Furthermore we found that higher-achieving students tend to over-assess their examination results to a lesser degree than low-achieving students. We also analysed the difference between the two genders. Compared to female students, males tend to overestimate their own performance.

Attitude and Self-Efficacy of Students with Motor Impairments Regarding Touch Input Technology

We address in this work the role touch interfaces could play in reducing the inequalities motor disabled students confront with. To this end, we conduct a between subjects experiment, involving students with motor disability and able bodied participants, investigating both the attitude and the self-efficacy with respect to the utilisation of touch technology in the everyday life. We rely on the well-established relationship between attitude, self-efficacy, and actual performance in order to explore strategies for increasing the actual performances through psychological means. The statistical analysis indicates significant differences between subjects with motor impairments and able bodied participants in the case of both attitude and self-efficacy. We connect these outcomes with strategies for reducing the inequalities for the students with motor disabilities in the context of educational activities.

Entrepreneurial education - exploring teachers’ creativity in 11 countries

Creativity is considered as one of the main entrepreneurial skills next to leadership and risk taking. Teachers as role models are becoming more aware of the changes needed within themselves and their classrooms and precisely their perception of importance of creativity and innovativeness (C&I) in teaching is the focus of this research. The views of teachers (N=149) from 11 countries (Germany, UK, Croatia, Bosnia and Herzegovina, Serbia, Slovenia, Portugal, Ireland, France, Spain and Albania) are researched and compared.The theoretical background of the paper explains the connection between creativity and entrepreneurial education and provides a sound rationale for reinforcing and emphasizing creativity as a needed entrepreneurial skill in both teachers and students. The findings of this paper will hopefully encourage teachers to participate in teacher training in C&I and can help raise teachers’ awareness of the obstacles to C&I in classrooms across Europe.

SINIF ÖĞRETMENLERİNİN MESLEKİ YENİLİKÇİLİK EĞİLİMLERİ ÖLÇEĞİ: GELİŞTİRİLMESİ, GEÇERLİLİĞİ VE GÜVENİLİRLİĞİ

The summary of this study is to develop a current and operative scale which has the application features on specifying a class teachers' vocational inventiveness tendency. On the improving stage of the scale, After the amendments in line with experts' suggestions, the scale was implemented on 497 class teachers from Istanbul, Ankara, Antalya, Sanliurfa, Izmir, Erzurum and Trabzon. In this way a 5 point scale which consists of 52 clauses is developed. To specify the validity of the scale an exploratory factor analysis was made. The exploratory factor analysis results show that, the scale has three factors that explains the scales 40,011% 's total variance. Furthermore the scales reliability coefficient (Cronbach Alfa) is also estimated as 0,919.

At the end of 2015 The Sejm of the Republic of Poland passed a law on the Integrated Qualification System. The Act of 22 December 2015 on IQS introduced solutions and opportunities for integrating all qualifications obtained within formal and non-formal education, ensuring the quality of granted qualifications, confirming competences acquired outside the education and higher education systems. The question is: there is a need to introduce market-based qualifications in the field of health and safety at work considering new developments and opportunities to acquire professional qualifications. Market qualifications could be applied for by people interested in working in the area of a given qualification, who would show a separate part or all of the learning outcomes required for a given qualification. The article presents the idea of the Integrated Qualification System and the report from the research on the demand for market qualifications. The survey was conducted in the environment that is most relevant to health and safety at work - employers, OSH specialists and entities operating on the market in this area.

Proces arteterapie a jej vplyv na dieťa s rodičom so psychickým ochorením

Main objective of the paper is the analysis of a process of art-therapy asa therapeutic method that was implmented in a child of a parent with mental disorder. Based on selective encoding, the author identifies in the paper three categories, which are further elaborated in the hypotheses. The author points out to a child client whose holistic development might be further developed through the use of art-terapeutical techniques. In presented paper, the author offers description of the qualitative method of research conducted in the case study of a child whose parent is suffering from a serious mental disorder. Based on the narrative interview and the problem-oriented interview, the author offers convictions on suitability of use of art-factorial activities in a child experiencing and perceiving the unfavorable situation in the family.

ENHANCING LEARNING OUTCOME OF BUSINESS SIMULATION GAMES VIA PROCESS FEEDBACK

From the establishment of business simulation games in the ‘50s, there were several reports which concluded how many business faculties were using simulation games in at least one course. Studies made in the ‘60s found that in the United States of America the usage of business simulations is above 90% in business schools. In a comprehensive study, Wellington et al (2010) examined 160 studies. Those studies measured the effect of simulations on the tests' results written at the end of school-year by pupils. Based on these measurements they found that in 46.9% of the cases simulation-based lectures were more effective than traditional forms of teaching. 16.9% of the studies said that traditional ones were more effective and in 36.3% of the cases, there was no significant difference in the results perceived. In the background of the different results, there can be various effects. Based on Goosen (2002) the main factor is how the simulation is implemented in the lecture (Gold, 2015). This emphasizes the importance of giving feedbacks.Educational business simulations are usually designed to enhance learning outcome and skill development in case of managerial and entrepreneurial skills. Skill development is usually measured with surveys; there is a lack of methods for measuring players’ thinking with in-game evaluations. The aim of the study is to explore the possibilities of constructing a method to measure rationality with in-game evaluating methods to help teachers be able to give better and more useful feedbacks to enhance learning outcome of business simulation games.

Portuguese Sign Language Acquisition in Pre‑School Children with Hearing Impairment in Northern Portugal: an Exploratory Study

This exploratory study aims to analyse the oral vocabulary and/or sign language in children with different types and degrees of hearing impairment (HL) in order to understand what primary language is chosen by these children. For such independent variables will be considered: age, gender, the type and degree of HL. An assessment tool, the Semantic Naming Battery (SNB) was developed to assess language. The SNB consists of 100 words and corresponding pictures existing within the two categories (nouns and verbs),with the aim of assessing the acquisition of the lexicon and the choice of first language, Portuguese Language (PL) or the Portuguese Sign Language (PSL). This choice will be made after the children have been exposed to both languages (PL and PSL). The dependent variables considered will be the battery raw results. The sample consisted of ten pre‑school children, aged between four and five years’ old who attend an inclusive pre‑schoolof reference for children with HL, in Northern Portugal. The results of this study indicate that: a) children with moderate HL spontaneously named 80 % and children with severe HL named 79 % of the vocabulary, using the PL and PSL simultaneously, it was also verified that when using only one language, children with moderate HL use oral language and severe HL use sign language; b) there are statistically significant differences in the acquisition of new signs or the development of oral language according to the language they use less, after a year in pre‑school; c) the type and degree of HL influence the choice of the child regarding their first language, specifically, children with moderate HL use more often PL and children with severe HL use PSL; and d) in relation to acquisition of new signs or new words, there was a progressive increase in the performance of children with moderate and severe HL, showing a decrease in the use of cues (visual, semantic and/or phonological) provided to children if they have difficulties in naming the target word.

THE DIGITAL NECESSITY IN MARKETING EDUCATION TO THE MILLENNIAL GENERATION

Professional Training of Border Guards in Ukraine: Challenges and Opportunities Related to Emerging Security Threats

Professional training of border guards is closely connected with Ukraine’s national development, its stability and economic prosperity. Due to emerging security threats, the training of future border guards in Ukraine has recently undergone radical changes including the reconsideration of professional competence. According to its reviewed profile, professional competence of border guards means integral unity of knowledge, skills, personal qualities, and values that help them perform their professional duties. Professional competence of border guards is the desired result of their training. The content of professional training for border guards is therefore an important aspect. Changes in the tasks facing the border agency has caused significant rethinking of training content for border guards, resulting in new subjects, sections, modules and topics. As information has to be transferred effectively to trainees, a range of teaching techniques was innovated in order to achieve the pedagogical intention. The innovative techniques include simulation technologies, horizontal learning, innovative lectures, training courses, information and communication technologies, interactive technologies, as well as game-based and project-based learning. These techniques are proven to be more effective in comparison to traditional methods. Despite some unresolved issues, the system of professional training for border guards in Ukraine has shown outstanding results. Further development and improvement will lead to the formation of professional competence of border guards at the desired high level.

Tanügyirányítás és struktúraváltás a hazai szakképzésben 2010 után

The article presents the main changes in the last decade and a half of VET policy and VET administration. It deals with theories and efforts of how VET should reflect the labour demand of economy, and mentions some underlying motives. Referring to the needs of the economy, vocational training programs have been radically transformed in several steps. The change of government and political system in 2010 also represents a sharp boundary in VET administration. The key point of change is that politics also defines the priorities of vocational education and training, and there is practically no independent vocational training policy since the mid-2000s. This reduces the changes of a systemic renewal of VET in Hungary that is currently being focus of the ministerial policy, and is formulated in a new concept.

Employment Policies for People with Disabilities in Kosovo

The purpose of the paper is to understand the employment policies related to people with disabilities in Kosovo. Two main methods are used in the paper, first, the method of analysing statistical and administrative data on the situation of persons with disabilities in the labour market, and analysing budget expenditures for disability schemes in Kosovo, and, second, the method of analysing institutional strategies, action plans, and primary and secondary legislation governing the employment of persons with disabilities. The main conclusions of the paper are: (i) Kosovo does not have official statistics regarding the number of persons with disabilities in general, and their situation in the labour market; (ii) expenditure from Kosovo's budget for financing disability schemes has steadily increased in the last three years; (iii) Kosovo has prepared and adopted an advanced legal framework that promotes vocational training, vocational retraining and employment of people with disabilities; iv) Kosovo does not have a strategic document (strategy or action plan) that defines the vision and long-term goal of increasing the employment of persons with disabilities.

CURRENT SITUATION OF THE PROFESSIONAL TRAINING SYSTEM AT THE LEVEL OF ROMANIA

Vocational education and training systems are in the midst of changes and transitions to the knowledge-based economy and society and therefore their continuous adaptation is required. The relevance of vocational education and training (VET) for the labor market remains a challenge, but the new initiatives aim to improve the situation. In Europe, the economic and social developments of the last decade have shown the increasing need for a European dimension of vocational education and training. Moreover, the transition to a knowledge-based economy, capable of sustainable economic growth, with more and better jobs, with a higher degree of social cohesion, creates new challenges in the field of human resources development.
