Czechs on the Leading Edge in Dealing with COVID-19

Czechia has become a pioneer twice over in the fight against COVID-19 in the EU. It was among the first European countries to introduce restrictions and one of the first to lift them. Incidence remains the highest among the Visegrad Group countries, however the Czechs have quickly flattened the disease curve. This contributed to the decision to end the state of emergency on 17 May. Problems with extending the emergency period have exposed the limits of the minority government. The current fiscal policy of Prime Minister Andrej Babiš indicates his fears about the political consequences of the coming economic recession.

Czechy stały się podwójnym pionierem w walce z pandemią COVID-19 w UE. Są bowiem w gronie pierwszych państw europejskich, które wprowadziły obostrzenia, oraz tych, które zaczęły je znosić. Skala zachorowań pozostaje tam największa w Grupie Wyszehradzkiej, jednak szybko udało się spłaszczyć ich krzywą. Przyczyniło się to do decyzji, by 17 maja zakończyć stan wyjątkowy. Problemy z jego przedłużeniem obnażyły limity funkcjonowania rządu mniejszościowego, a bieżąca polityka fiskalna gabinetu premiera Andreja Babiša wskazuje na jego obawy o polityczne skutki nadchodzącej recesji gospodarczej.

Following an increase of COVID-19 cases in Africa, France wants to present itself as the main advocate of a humanitarian aid plan and the broadly discussed proposal of mass debt relief for the continent. In its political dimension, the move highlights the international role of France and the EU. It can also contribute to decreasing the dependence of African states on China. If it succeeds, President Emmanuel Macron can go forward with his initiative to reform the global governance system, especially the UN, and to emphasize the importance of the EU’s Southern Neighbourhood Policy.

Prezydent Emmanuel Macron może wykorzystać ewentualny sukces inicjatywy do postulowania reformy systemu globalnego zarządzania – zwłaszcza ONZ – oraz nadania większego znaczenia polityce południowego sąsiedztwa UE.

The Impact of the COVID-19 Pandemic on Greek Policy

The number of people infected by the coronavirus (SARS-CoV-2) in Greece is relatively small because of early and tough actions taken by the government, but the situation may change with increased migration from Turkey, a country with high incidence of COVID-19. At the same time, the government’s ability to fight the economic crisis stemming from the pandemic is limited due to Greece’s huge public debt. However, the current situation is a chance to implement its demands for eurozone reform, changes in EU migration policy, and relations between the EU and Turkey.

Jednocześnie wysoki dług publiczny ogranicza możliwości rządu w walce z kryzysem gospodarczym. Obecna sytuacja stwarza jednak szansę na realizację greckich postulatów w zakresie reformy strefy euro, unijnej polityki migracyjnej oraz relacji UE–Turcja.

Revision of British Policy on Halting COVID-19

The policy of the United Kingdom government regarding the threat of the coronavirus (SARS-CoV-2) initially focused on protecting the economy and shortening the course of the pandemic in Britain at the price of a high spread rate. By mid-March, however, there was a fundamental revision of the strategy and the introduction of obligatory social distancing. It resulted from the risk of overwhelming the National Health Service (NHS). In late March, members of the government also became infected. The election of a new Labour Party leader, the scale of the pandemic, and high mortality rate from coronavirus infections herald a dispute over the strategy and future economic policy.

Zwrot w brytyjskiej polityce zwalczania pandemii COVID-19

Polityka brytyjskiego rządu wobec zagrożenia wirusem SARS-CoV-2 początkowo skupiała się na ochronie obrotu gospodarczego i skracaniu przebiegu epidemii za cenę pogodzenia się z wysoką dynamiką zachorowań. W połowie marca nastąpiła jednak zasadnicza rewizja strategii na rzecz obowiązkowego dystansowania społecznego. Wynikała ona z ryzyka systemowego przeciążenia publicznej służby zdrowia (NHS). W kolejnych dniach doszło też do zarażeń członków rządu. Wybór nowego lidera Partii Pracy, skala zachorowań i wysoki wskaźnik śmiertelności zapowiadają spór o strategię zakończenia obecnych restrykcji i nową politykę gospodarczą.

Japan and the COVID-19 Pandemic

Japan was the first country outside of China to identify a COVID-19 case on its soil. Initially, in fear of the economic consequences, the government did not impose restrictions. However, a state of emergency was introduced on 7 April, although only in the most affected prefectures. On 16 April, Prime Minister Abe Shinzō extended the state of emergency to cover the whole country. The anticipated recession, a decline in industry and tourism revenues, and postponement of the Olympic Games will hurt the Japanese economy. This may limit the government’s ability to carry out planned reforms and hinder the deepening of economic relations, including with the European Union.

Japonia była pierwszym państwem poza Chinami, w którym stwierdzono przypadki COVID-19. Początkowo, w obawie przed skutkami gospodarczymi, rząd nie zdecydował o nałożeniu obostrzeń. 7 kwietnia wprowadzono stan wyjątkowy tylko w prefekturach najbardziej dotkniętych pandemią, natomiast 16 kwietnia już na obszarze całego państwa. Przewidywana recesja, spadek dochodów z przemysłu i turystyki oraz przesunięcie igrzysk olimpijskich odbiją się negatywnie na japońskiej gospodarce. Może to ograniczyć zdolność rządu do przeprowadzenia planowanych reform oraz utrudnić pogłębianie stosunków gospodarczych m.in. z Unią Europejską.

It has been strengthened by the image of Angela Merkel as a leader experienced in combating previous crises, as well as support from the opposition. A stable political situation in Germany is important from the perspective of the forthcoming German presidency of the EU Council, which will focus on organising medical assistance for the Member States most affected by the pandemic and creating a plan for the economic recovery of the EU.

Prime Minister Pedro Sánchez has launched a national rescue plan and is calling on the EU to establish a “Marshall Plan” for the eurozone. The new variants of SARS-CoV-2 and the development of the vaccination process in the EU are changing the rules of travel within the territory of the Community. New guidelines on this matter adopted by the Council of the EU in January focus not so much on the country of departure of the traveller as on his/her personal health situation. This more individualised approach is to make it possible to dispense with additional ad hoc travel restrictions imposed by Member States. At the same time, it promotes vaccination, recognising it as essential in fighting the pandemic.

Digitisation in Romania accelerates during the pandemic

Romania stands out as having one of the EU’s least developed systems of online public services, which contrasts with its extensive telecommunications infrastructure offering very fast and cheap access to the network. This is due both to the policy of the governments, which until 2019 did not show much interest in the digitisation process of the country or failed to propose a comprehensive programme for its implementation, and to the resistance of the public, who were distrustful of the e-government solutions offered. However, the outbreak of the COVID-19 pandemic led to a breakthrough: on one hand, it spurred the authorities to introduce legal changes and deploy new technological solutions that had hitherto been postponed, and on the other, it forced Romanian society to use public digital services.
