Настоящая статья посвящена оценке и пониманию Совета государственной обороны (СГО) по японской угрозе и обороне дальневосточных территорий. Многие исследования показывают, что после русско-японской войны в России, особенно в военных кругах, существовали опасения по поводу японской агрессии в отношении российских дальневосточных территорий, однако, тот факт, что основания для таких опасений исследовались слабо, приводил к недооцениванию серьёзности японской угрозы с военной точки зрения. После русско-японской войны военное положение дальневосточных территорий существенно ухудшилось. Российский тихоокеанский флот фактически перестал существовать, давая японской армии возможность осуществления десанта на берег Приморья. Расширение японского влияния на южную Маньчжурию угрожало тем, что Китайская восточная железная дорога (КВЖД), являвшаяся почти единственным путем сообщения между европейской частью России и её дальневосточными территориями, оказалась бы недоступна в случае новой войны с Японией. К тому же, оккупация Японией Кореи и Ляодунского полуостра привела к тому, что японская армия получила прочную базу для операций на азиатском материке Записки Приамурского генерал-губернатора П. Ф. Унтербергера, с одной стороны, полны расовых предрассудков, но, с другой стороны, ясно показывают, как ухудшение военного положения России в Восточной Азии влияло на понимание военными японской угрозы. В частности, Унтербергер отмечал, что для Японии было бы лучше начать новую войну с Россий как можно раньше. Cлабость России в Восточной Азии заключалась не в отсутствии потенциала российской армии, а в географических особенностях региона, в частности, в отсутствии безопасного пути сообщения. Поэтому, в долгосрочной перспективе, Россия, с созданием военной инфраструктуры, была бы способна господствовать над Японией в Восточной Азии. То есть, по мнению Унтербергера, у Японии имелся повод превентивно атаковать Россию. Кроме того, стремление японских военных кругов укрепить военные силы, ещё больше подкрепляло уверенность Унтербергера в агрессивных намерениях Японии. В начале 1906 г. СГО принялся за рассмотрение военного положения дальневосточных территорий. В СГО не считали новую войну с Японией приближающейся, но хорошо понимали отсутствие должной подготовки к ней и необходимость осуществления целого ряда военных мер, в том числе постройки Амурской железной дороги, создания Амурской речной флотилии, а также укрепления устья р. Амура и крепости Владивостока. Для подготовки ко «второй русско-японской войне», России был необходим значительный запас времени и денежных средств, следовательно, подготовка к войне вряд ли могла быть завершена в короткий срок. Однако, к концу 1906 г. в военных кругах России тревога в отношении японской агрессивной политики существенно повысилась. С военной точки зрения главным поводом для тревоги стала японская попытка выпуска внешних займов и «домогательство» Японии на право плавания по р. Сунгари. Российские военные предполагали, что одним из факторов, ограничивающих агрессию Японии, являлась нехватка денежных средств, поэтому, на их взгляд, реализация внешних займов должна была стимулировать амбиции Японии. А р. Сунгари, как приток р. Амура, имела военно-стратегическое значение для обороны дальневосточных территорий, и японское требование на право плавания по ней интерпретировалось как признак подготовки к новой войне. Таким образом, опасаясь возможности вспышки нового вооружённого конфликта, СГО запросил от Главного управления Генерального штаба (ГУГШ) составление плана войны с Японией. В феврале 1907 г. ГУГШ представило план войны в СГО, но, во время заседаний СГО, план позволил выявить безнадёжность проведения войны в Восточной Азии. Сначала в СГО считали Забайкальскую область единственно возможным в войне с Японией пунктом сосредоточения главных военных сил, переброшенных из европейской части России, но, в результате рассмотрения информации о ней в ГУГШ и СГО, Забайкальская область оказалась неподходящей. Дело в том, что между Забайкальской областью и возможным главным полем боя, Маньчжурией, лежал горный хребет - местность, где отсутствовали дороги и населённые пункты. Безусловно, в таком регионе невозможно было проводить подобную операцию, а без подкреплений из европейской части России война с Японией была бы безнадёжной. Между тем, Министр иностранных дел А. П. Извольский, принимая участие в заседаниях СГО по плану войны, настаивал на выгоде от сближения с Японией. Подавляющее большинство членов СГО признали целесообразность сближения с Японией, но это не означало, что они были в полной мере согласны с Министром иностранных дел. Особенно, с военной точки зрения, важность обороны западных границ и второстепенность Восточной Азии в общей картине внешней политики России не нейтрализовывали тяжёлое военное положение дальневосточных территорий. Поэтому даже после заключения первого русско-японского соглашения в июле 1907 г. СГО, учитывая возможность войны на два фронта, продолжал рассматривать меры по защите дальневосточных территорий, и часть из них, хотя и не все, были реализованы. Во времена Российской империи «вторая русско-японская война» не произошла. Но для военного руководства японская угроза не была необоснованной фантазией, поскольку это опасение, до известной степени, было основано на понимании неспособности проведения Россией войны в Восточной Азии, и на оценке политики Японии по отношению к России. Недооценка опасений японской угрозы в предшествующих исследованиях, едва ли способствовала пониманию русско-японских отношений перед первой мировой войной.

This article examines a series of celebrations dedicated to the 25th anniversary of Konstantin Bal’mont’s literary career. Its major focus is the event that took place on March 11, 1912 in the hall of the Saint Petersburg Governorate zemstvo. The article gives an overview of the details of the event’s organization, its participants, and reflections on the event in the press, emphasizing the fact that Bal’mont’s anniversary became one of the very few reasons that Saint Petersburg artists would unite. It culminates with a previously unpublished draft of the speech by Nikolai Nedobrovo delivered on the occasion.

This text explores, providing some details, three different topics. First of all, it identifies the three major priorities listed by the eight authors of the Programme (called Prospect, in the first issue of România Militar`/ Military Romania, published in 1864). Then, the paper attempts to evaluate the way in which the programme proved to be both relevant and perennial. The final part of the article presents the professional experience of the author (a person working for entirely civilian institutions, but also a person with major professional interests in the field of strategic studies, geopolitics and military history, strongly relying on the realist paradigm in International Relations) in connection to the ongoing evolution of the professional military journal Gândirea Militar` Româneasc`/ Romanian Military Thinking.

In 1904, in the United States of America, it was established one of the first national structures having radio communications regulatory responsibilities, Roosevelt Board, as a federal institution. It resolved all the problems related to radio communications, providing the coastal radio service that received any call from the vessels offshore. In 1906, in Berlin, 27 countries, including Romania, signed the first fundamental documents regulating radio communications – International Radio Telegraph Convention, Final Protocol and Service Regulations, as an annex to the Convention.

Vene mereväe ohvitserkonnale oli aurulaevade ajastu peamiseks taktikaliseks õpikuks 1863. aastal ilmunud analüüs „Uued aurulaevade taktika põhimõtted“, mis põhines admiral Grigori Butakovi mälestustel ja Krimmi sõja kogemustel. Samas ei arutletud kõrgemas sõjalises juhtkonnas mereväe strateegiliste väljavaadete üle. Kuigi üksikud väejuhid mõistsid, et laevastik on vajalik selleks, et kaitsta jalaväelaste tegevust Lääne- ja Musta mere rannikul, siis üldiselt suhtuti mereväkke pessimistlikult ning Krimmi sõja tulemusena hävines ka Musta mere laevastik. Meresõjalise mõtte seisukohalt hakati sajandi lõpus eeskuju võtma Alfred Mahani ja Philip Colombi avamere koolkonna kontseptsioonidest, mis esialgu kattusid Vene impeeriumi ekspansionistlike välispoliitiliste ambitsioonidega Kaug-Idas. Mõlema teoreetiku teosed tõlgiti vene keelde juba aastatel 1894–1895. Nende autorite uurimused innustasid andekamaid Vene ohvitsere pöörama rohkem tähelepanu mereväe strateegilistele aspektidele, mis viis selleni, et 1895. aastal hakati mereväeakadeemia meresõja osakonnas esimest korda õpetama 6–8-kuulistel struktureeritud kursustel mereväe strateegiat, taktikat ning ajalugu.

Merejõudude juhataja Hermann Salza mainis juba 1926. aastal meresõjanduse käsiraamatu eessõnas: „Mind rõõmustaks väga, kui seda raamatut ka maaväe ringkondades loetakse sest Eesti on mereriik ja vabadussõda on meile mere tähtsust paremini näitanud kui minu raamat seda teha suudab.“ Juba Eesti Vabadussõja alguses mõistis kõrgem sõjaline juhtkond merenduse tähtsust väikeriigi kaitsmise kontekstis. Hermann Salza (1885–1946) oli üks väheseid Vene mereakadeemia haridusega mereväelasi Eestis. Merejõudude Staabi ülema ja juhatajana ning sõjanõukogu ja kaitseministeeriumi nõukogu liikmena sai ta ka reaalselt mereväe arengut mõjutada. Peale selle tegutses ta pedagoogina: enne II maailmasõda sõjakooli lõpetanud mereväeohvitseride neljast lennust õppis kolm suuremal või vähemal määral tema käe all. Lisaks haris ta kindralstaabi ohvitseride kursustel ja Kõrgemas Sõjakoolis meresõja valdkonnas teiste väeliikide vanemohvitsere. Seega on Salza paratamatult mõjutanud mitte ainult Eesti mereväe arengut, vaid ka sõjalist mõtlemist. Kuivõrd tema ideed, mis mõjuvad kohati üllatavalt tänapäevasena, õpilastele üle kandusid, väärib omaette uurimist, aga see jääb esialgu vaatluse alt välja.

Peab tõdema, et Kaitseväe Akadeemia ajaloost tunneme üldjuhul silmapaistvaid ning kõrge positsiooniga isikuid, valdavalt Kaitseväe Ühendatud Õppeasutuste või Sõjakooli endiseid ülemaid, kuid sedagi peaasjalikult nende sõjaväelise karjääri ja lahinguliste teenete tõttu Vabadussõjas. Vähem on tähelepanu pälvinud need persoonid, kes kujundasid õppeasutuste sisulist tegevust – erinevate distsipliinide õpetamise juhid, õppejõud, kelle mõtted, teadmised ja oskused lõid sisu toona antud haridusele ning suunasid (teadus)arendustegevust.

The scouting movement, which emerged in England at the beginning of the 20th century, spread rapidly since it had an educational content that could meet the need for the participation of all the people in the war, while the European countries were moving towards a showdown, and it started to be implemented in the Ottoman Empire in a short time. Scouting represent a movement that takes the child/young person who has not reached the age of military service through educational processes such as organized movement, leadership, courage, survival and it can create young people who are free from mental and physical shyness and have the ability to control their fears and emotions. Its practice in the Ottoman Empire would initially begin as a part of schooling, and when it was comprehended that its understanding of education was strong enough to establish the sufficient infrastructure for the youth policies of the period, it would continue under the direct control of the state. In this state-controlled movement, scouting was first practiced with its own existence, but soon it will become a part of wider projects and even face the danger of being dissolved in these projects. The defeat in the First World War will also be the defeat of the youth policies in the Ottoman Empire, and the Turkish scouting will try to get rid of the shadow of the occupation states and the scout groups of the minorities while trying to return to its old formation in this environment. However, despite everything, Turkish scouting was able to stand up until 1923 and a scout group emerged ready to welcome the Republic. This text examines all these processes and the pains of the establishment period of scouting. Because the basis of the development in the republican years was prepared in the last period of the Ottoman Empire in almost all aspects.

Cezar Bolliac, poet, archaeologist, journalist, one of the leaders of the Revolution from 1848 in Wallachia, was a close friend of Al. I. Cuza, remaining loyal to him even after February 11, 1866. On the occasion of the centenary of his birth (1813-1913), the General Press Association from Romania organized a cultural Gala in the Athenaeum Hall in Bucharest. The audience was given a special issue of the newspaper „The Trumpet of the Carpathians” (a limited edition, published on December 23rd, 1913). „Paul Păltănea” History Museum of Galați owns a copy of that issue.

The article is dedicated to the study of the peculiarities of the discussion of historiographical concepts and socio-political initiatives of M. Hrushevsky in French scientific literature and journalism of the first third of the 20th century. The process of the Ukrainian historian establishing relations with French intellectuals (A. Mazon, P. Bouillet, J. Pelissier, etc.) and his purposeful work on popularizing the scientific achievements of Ukrainian studies in the French language have been reconstructed. The result was numerous reviews of the works of the Ukrainian historian on the pages of “Le Monde Slave”, “Revue des Études Slaves” and “Les Annales des nationalités”. The article has summarized that discovering the previously unknown East Slavic nation thanks to the works and periodicals of M. Hrushevsky, his French colleagues unanimously wrote about the scientist as a wake-up call for his compatriots and a tireless popularizer of Ukrainian cultural heritage among the Western European intelligentsia. In general, the analyzed French Hrushevsky studies became an important component of the Ukrainian-French intellectual dialogue of the first third of the 20th century.

The paper investigates the objectives and strategies of Slovenian political groups during the period spanning from the December 1 Act of 1918 to the elections for the Constituent Assembly in November 1920. Despite shared external political goals among the Slovenian parties and their common ambition to participate in government on the domestic front, this period witnessed numerous internal divisions. Within the Slovenian National Party (Slovenska ljudska stranka – SLS), a rift emerged between critics of Greater Serbian policies and opportunists aiming for a post-election coalition with Serbian radicals (Narodna radikalna stranka). Despite the ambition of both preserving the status of the strongest Slovenian political option and using the coalition potential for government participation, which offered a better perspective for achieving foreign policy objectives, the party successfully preserved its organizational integrity. Simultaneously, the Slovenian liberals, who welcomed the Kingdom of SCS with enthusiasm unlike the majority of conservatives, experienced fragmentation into several parties. This was fuelled by the expectation that Slovenian inclusion in the South Slavic state would create more manoeuvring room in Slovenian territory for Yugoslav unitary political forces. Consequently, some liberals sought to capture the marginal segments of the electorate traditionally aligned with the conservatives. The average Slovenian voter, however, showed a reluctance towards unitarism, and the best electoral result was achieved by the liberal faction emphasizing Slovenian autonomy during the pre-election period. The social democratic pole achieved a relatively good result, even as it experienced internal division. Reformists directed their criticism at their Slovenian political competitors, while communists adopted a more radical approach towards Serbia. They criticized the SLS only implicitly and even absorbed segments of its pre-war program, penetrating its electorate without major direct conflict.

In 1910, in the city of Ruse, Hafız Mehmed Efendi’s fifteen-year-old daughter, Emine Safvetî, was kidnapped by Yordan Stefanov (Jordan Stefanov), a 45-year-old Christian, and the girl was forced to convert to Christianity. The little girl later married the said person. This incident attracted the reaction of Muslims living in Ruse. The court handed Emine over to her family because she was a child. However, as a result of the provocations of the Macedonian Bulgarian committee members, the little girl was kidnapped from the police station. As a result of the events that followed, bloody clashes took place between security forces and Bulgarian demonstrators. Meanwhile, the incident was politicized and turned into a political struggle between opposition parties and the ruling Democrats. During these events, the Turks in Ruse had a hard time. In this article, the causes and consequences of the event called the Rusçuk Vakası (Incident) in the Ottoman literature will be discussed in the context of the Turks in Bulgaria and the government-opposition conflict. Our main sources are Ottoman Archive documents and Ottoman newspapers. In addition, other types of research were also used.

The mythology of the foreign interference into the Russian civil war goes to the heart of the memory politics in Putin’s Russia today, most recently in connection with the invasion in Ukraine. In a bid to unite the country against perceived threats from the NATO alliance, the Russian leadership engages Soviet narratives going back to the Allied intervention into North Russia in 1918-1920, as a deterrent against association with the West. During Soviet times multiple memorials were created in the North to the victims of intervention in support of this narrative. Central to it was the Mudyug ‘concentration camp’ museum, established to demonstrate the atrocities of the intervention forces. Following the collapse of the Soviet Union this museum was branded as propaganda and eventually got decommissioned. Yet after Russia’s annexation of Crimea in 2014 and subsequent war with Ukraine, the old intervention narratives saw a comeback. Backed by the state, the local memory activists in Arkhangelsk in North Russia took to restoring the Mudyug camp museum as a forepost of patriotic tourism in the region.
