The author points out to the disproportion between the economic globalization and the lack of abstract thinking mentality to face the emerging new political and ethical problems, still considered in the terms of national sovereignty and territorial proximity. The space we could control by force is much wider than the space we feel responsible for. The possibilities for international intervention into the national affairs to defend abstract ethical categories should be institutionalized.

An important part of the Lovech countrymen organization`s activities was the efforts to save and to spread the history and the memory about the native town and its region. Lovech cultural-charity organization in Sofia achieves this aim by two ways - the traditional one - by the annual festival named "vecherinka" and by the publication and distribution of seven serial books "Lovech and Lovech` region" printed from 1929 to 1938. This kind of publication is quite rare for its time. It contains varied materials scientific and popular studies, documents` excerpt of newspapers, folklore about the people and event that had happened in the town, memoirs. In these papers I treat the problems about organization of the edition and the first volume that contains memoirs and give the patterns for the next books. The publication of "Lovech and Lovech`s region" is a result of the persistence and the resourcefulness of Scientific committee and the support of the Lovech` townspeople. In preparation, publication and distribution of the books Scientific committee collaborates at first with the Lovech brain workers and later with wider circles of the towns people. The intellectuals give the models of memoirs which the well educated and than not so well educated people became to follow. Giving up the strict thematically differentiation of the volumes give possibilities to evolve the first given models to save the local historical memory. The idea about "Memorial fund" was very successful. This way Scientific committee has consolidated the traditional Bulgarian cultural adjustments to the Europeans ones and achieved financial support for the edition and involved wider circles of the Lovech` society in writing memoirs and saving the oral history of the native region.

This is a historical overview of the destinations preferred by builders (dungueri) coming from the central part of the Balkan Peninsula. By the year 1878 the major routes lead to both Istanbul as the capital of the Ottoman Empire and the autonomous Serbia and Wallachia. After the Liberation of Bulgaria its newly proclaimed capital Sofia turns into an attractive centre for all the earners (pechalbari) from the regions of Trun (Bulagria), Pirot and Vranje/Crna trava (Serbia) as well as from Macedonia. The paper traces their participation in national-liberation uprisings such as the one in Trun (Shopsko vastanie) in 1877. It draws the attention to some of the specific features of earners’ life in Sofia and to the impact of those earners on the economic development of the regions where they come from.

With the forming as an auto identifying person the human needs his own putting in the “coordinating system of the society”. Thus the jubilee appears where “saints” participate but in the center of the festivity is the one who celebrates it. In the Christian society this is expressed more distinctively. The human begins to celebrate his name-day, formally devoted to a historical person. The new society called the modern society at the end of the 19-th century and the beginning of the 20-th, searches in the frame of its institualization new forms for reproving its earth presence and its “inheritance”, here must be put the next three most important questions: 1. The human and the anniversary-aspiration after social auto identifying (in the frame of the more low institutional layers - family, friend society, neighbors- he celebrate s his birthday). 2.The political society and the need of those who have the power of anniversaries-outer and inner direction. 3.”Cultural” anniversaries-between the social and political space. The survey of these three questions will lead to the following conclusion; the anniversary as a social(cultural-historical) fact is a product foremost of the new time. This determines its characteristics-it carries the all signs of the concrete historical “counting of the hours” and is sense and active loading with its typical and particular characteristics.

Volim taj citat, kao što volim mnoga zapažanja slikara o vlastitim delima, jer mi pojašnjava jedan aspekat stvaranja koji me angažuje kao spisateljicu. Nagoveštava da je onaj unutrašnji deo razvoja jednog pisca (deo koji je istovremeno odvojen i neodvojiv od zanata) povezan ne samo s nekakvim čisto lokalnim ili lokalizovanim setom podsticaja nego i sa sećanjem: slikar može da preslika ili reinterpretira kamen – njegove linije, ravni i krive – ali tog kamena koji izaziva neko dešavanje među decom slikar mora da se seti, jer ga više nema. Dok sedi pred blokom za skiciranje, seća se kako je ta scena izgledala, ali najvažnije je što se seća specifičnog miljea koji prati tu scenu. Zajedno s tim kamenom i raštrkanom decom obitava čitava jedna galaksija osećanja i utisaka – a njene kretnje i sadržaj isprva mogu da deluju nasumični, pa i nekoherentni. Stoga što nam toliko toga u javnom i naučnom životu zabranjuje da uzmemo zaozbiljno milje zakopanih podsticaja, često je izuzetno teško tragati istovremeno za podsticajem i njegovom galaksijom, te prepoznati njihovu vrednost kad se pojave. Sećanje je za mene uvek sveže, uprkos činjenici da predmeta sećanja više nema, da je prošao.

THE RULE OF LAW IN ALBANIA’S INTEGRATION PROCESS
