The harmonisation of national legislation framework, including the issues related to environmental protection, with the European standards in this field of concern, represents a primary important desideratum regarding Romania’s endorsement to European Community structures. From this point of view the knowledge and understanding of action programmes in the field of environmental protection in the European Community is a major imperative for all organisations, bodies and individuals carrying out activities in this field. Within this context, the paper aims to reach the following objectives: presentation of a synthetically analysis of the first t action programmes in the field of environmental protection issued in the European Community; to emphasise the relevant aspects and trends for Romania’s endorsement process to the European Community, comprised in the 6th action programme entitled “Environment 2010: our future, our choice”.

SISTEME CELULARE DE FIXARE A SOLURILOR PREDISPUSE LA DEGRADARE

In Romania there are large land surfaces that are depreciated or predisposed to depreciation due to mining activity from underground or open pit. A solution regarding the technology for land depreciation controlling and preventing, in plus to the methods used at the present, can be „Stabilization cell systems”, that can be used for the settlement of slopes disposed to surface or depth erosion, but also that can be used in building of roads, railroads and hydro-technical systematizing works. In stabilizing natural and man-made channels, the Cellular Confinement Systems may be applied in a single or stacked configuration. This versatility allows the system to adapt treatments, the inherent flexibility, combined with a variety of single yet effective anchoring techniques, enables the use of both vegetated and hard-armor materials even on long, steep slopes. This paper describes the design considerations and site conditions that make Cellular. Confinement Systems a cost effective solution to typical channal/slope stabilization problems.

ENVIRONMENTAL MANAGEMENT PLAN

The evolution of the concept of landscape to incorporate components like cultural and socio-economic factors, in addition to the natural and aesthetic features, influenced the perception of landscape as a resource. On the other hand, the relationships between territorial features as well as the understanding of their temporal dynamics determine the significance of these features for the quality of a landscape and, consequently, for its conservation. This implies that all components ± natural and physical, but also cultural and visual upon which landscape quality is assessed is to be considered and studied globally. Natural resources and cultural heritage, however, are usually considered independently when developing protected areas management plans. Here, we present a methodology, which allows the interrelated analysis of landscape factors such as geology, geomorphology, pedology, flora and vegetation cover as well as the cultural and visual characters. Using the concepts of biophysical sensitivity and visual quality, we evaluated the relevance of these various factors for the determination of the state of equilibrium/degradation of a landscape, and hence for its conservation value.
