The right of access to public information is one of the fundamental constitutional civil rights in the Polish legal system. Its rules on practical implementation regulate the law of access to public information. With the increase of civic awareness among citizens there also follows a growth in applications for access to public information. This has caused a range of problems and doubts in interpretation, which local government bodies have to contend with when dealing with submitted applications. In this article the author presents the most common problems which local government bodies must face in practice.

Archivy is regarded as an auxiliary science of History with the highest degree of impact over academic research, due to the fact that the historical records in the Archives preserve the majority of information the historians rely on. The appraisal and selection of the documentary material are archival activities helping to identify the past and present records preserved for future reference. In this prospect, the archivists are appealed to find the proper solutions to the various challenges in managing historical records and choosing those relevant for future research. The role of the archivy in current postmodern society is a challenge for academic community and, especially, for the archivists, the latter having to find new formulations for old concepts, to transform a profession rooted in nineteenth-century positivism and to adapt it to the post-modern, computerized world of the 21st century. In the core of the new paradigm of current archivy is the shift from the perspective of records as static physical objects towards their understanding as dynamic virtual concepts, the shift form records as passive by-products of human and administrative activity to records as active agents in shaping the memory of the world, broadly speaking, and particularly of the organisations. This shift requires also for the archivists to regard themselves not as much as passive guardians of a heritage, but as active factors in shaping collective memory. In other words, the theoretical archival discourse is moving from the notion of archives as product to that of archives as process, from structure to function, from record to the context of its creation and preservation, from what is kept after primary use to the active and aware construction of archiving the social memory. The archivist is called, in these circumstances, to risky balance between pressing needs of agencies to get rid of “useless records” and the need of researchers for historical sources. Can the archives specialist to achieve such a goal? Can it be clearly determined the fate of records, some destroyed and some preserved for good? Eventually, is it the archivist decision that preserved records are disclosed for access or not? In order to answer—in a Solomonic way somehow—to these questions, it must be ponder who is interested in records, how the State and various organisations use the information contained and, not least, the position of the archivist in society. In this regard, the selection of records gets, in our opinion, the highest importance in the impact over historical research and not only, due to the fact that the future researcher will only have access to those records classified as belonging to National Archival Heritage (in Romanian case), attribute granted today with the intent of making some records interesting for future historiography. The backgrounds of the church administrationand its history, strongly interweaved with ethnic affairs, are briefly laid out.Secondly, the author describes the current structure of the archive, in general thenature of fonds, records and collections in a repository of ca. 2.7 km shelving spacewithin a former orphanage. The article comments on the general storage situation and keyaspects of archival management, such as building features, risk management, andacclimatisation.Thirdly, the article stresses particularly all relevant procedures and currentresults of registration of archival documents between 2001-2010, according toprovenance, collection type, and texture of the data. The author evaluates especiallyaspects of strict registration rules, the performance of old and recently introducedsoftware (Midosa XML), and adds conservational remarks. He argues that the coreproblems of today’s archival management in Sibiu are less about money than sensibilityfor conservation issues and awareness for well-structured indexation-rules like ISAD (G)and ISAAR to successfully attract future Online-users.Summing up the analysis, the article specifies tasks to respond to thosechallenges and sketches future perspectives of the Sibiu church archive.

Unsere Arbeit versucht das Objekt der archivistischen Pädagogik zu definieren und aufzuzeigen, wie sie in den europäischen Staaten gehandhabt wird, wobei besonders das deutsche Vorbild verfolgt wird. In der rumänischen Archivpraxis fehlt die archivistische Pädagogik als besonderes und institutionalisiertes Fach, aber einige Aspekte davon können wir auch im rumänischen Archivwesen finden. Unsere Arbeit versucht dem rumänischen Leser die einzelnen Zweige der archivistischen Pädagogik vorzustellen und verständlich zu machen, so wie sie in Westeuropa praktiziert wird. So werden beschrieben Führungen durch das Archiv, der Tag der offenen Türen des Archivs oder die Veranstaltung von Ausstellungen mit erzieherischen Absichten. Als ein besonderer Unterpunkt wird das Profil des Archivpädagogen vorgestellt, mit seinen Aufgaben, mit seiner Bedeutung und mit den Grenzen seiner Aufgaben. Ein anderer Abschnitt behandelt die Praktiken der archivistischen Pädagogik, so wie sie mit ihren Eigenheiten in einigen europäischen Ländern ausgeübt wird, und zwar in Frankreich, Großbritannien, der Schweiz, in Holland, Belgien und Lettland. Viel Raum wird den deutschen Erfahrungen in der archivistischen Pädagogik gewidmet, und zwar wie die jungen Schüler durch die Archive in lokalgeschichtliche Forschungen eingebunden werden können. Der zweite Teil der Arbeit enthält die Ergebnisse einer Befragung, die der Verfasser mit einem Fragebogen erzielt hat, den er unter Lyzeumsschülern und Studenten verteilt hat. Die Fragen waren folgende: 1. Was ist das Archiv? 2. Was wird im Archiv aufbewahrt? 3. Hast Du schon einmal ein Archiv besucht? Wenn ja, bei welcher Gelegenheit? 4. Durch welche Informationsquellen hast Du Kenntnisse über das Archiv bezogen? 5. Schildert, so weit ihr könnt, eine wahre oder authentische Begebenheit über ein Archiv. An Hand dieser fünf Fragen bzw. der Antworten darauf wurde versucht, die Kenntnisse und die Einstellung der rumänischen lernenden Jugend betreffend die Archive zu bewerten.

The paper describes the conception for Intelligent Measurement Systems (IMS) and Virtual Instruments (VI) and now already wide used in practice. Intelligent Measurement Systems (IMS) are created on the base of the computerizing techniques and in the process of measuring they use preliminary and current information as well as knowledge about the measurement saved in the system. Virtual Instruments (VI) are a natural evolution of computer - based measurement systems and a consequence of the increasing of the computer hardware power and the new technique of programming. Very often used program environments are: Lab VIEW, DIA dem, Lab Window, but firms, correspondingly National Instruments and so on.The means of environment are: graphic programming by graphical language G with functional blocks and VI, and so on.

In this work is presented a new concept of smart integration of elements in production systems, including suppliers, customers and production units, through Internet, web-access and wireless technology, called e-manufacturing. Integration problems are defined in the prevailing production systems and the need to create a model of production systems to new technologies and web-based applications for resource planning, enterprise (ERP), enabling integration between customers, systems, e-commerce providers, PLM and CAD to manufacturing process through Internet-based company structure. Are studied modern integration processes in industrial enterprises based on certain information technology and basic tools for the realization of production. Some are basic requirements for successful implementation of this industry in the new production philosophy.

The main aim of paper is to identify the growth pattern in the international competitiveness literature, its core publications and key research domains on the basis of bibliometric data from the years 1945–2015. Citation data is collected from the ISI Web of Science Website, Scopus and Google Scholar, and analysed using HistCite, Pajek and VOSviewer software. Bibliometric indicators, network citation, key-route path methods and term co-occurrence methods are used. The results show that the theory of international competitiveness starts not from neoclassical theories of international trade, but from models of competition, even though competitiveness is mostly measured using trade/export performance. Krugman’s work on imperfect competitive markets and increasing returns of scale plays a most important role in knowledge diffusion on international competitiveness. The scientific development of analyzed concept is connected with six topics: trade performance, technology, liberalization, environmental regulations, location and productivity. These results give us a background for conducting practical analyses of international competitiveness, especially ones using synthetic indices.

The new original methods of statistical information processing are used in astrometry and space exploration for many years. It was turned out that these methods have universal character and can be successfully applied in various spheres and it was showed by testing these methods, which were conducted by the department of mathematical modeling of IUEH for 15 years. After testing all these methods were combined in the new “Nonclassical theory of errors measurement” (NTEM) published in 2015. The objective of research: To acquaint the specialists in the fi eld of statistical information mathematical processing and analysis with the objects and opportunities of NTEM and its fundamental regulations because knowledge and usage of which are the most important in our time. As the result signifi cance of the NTEM procedures in the complex of methods that make up the data mining. Methods: The statistical methods which demonstrate adequacy of the methods used by us in practice of observation are considered in the “Nonclassical Theory of Errors Measurement”. Conclusion: NTEM is the new, important and effective tool in the fi eld of mining large amounts of statistical data, particularly in mathematical modeling, its diagnosis and processing of samples, the volume of which n/500.

Results: Research archival collections that are owned and their introduction to the scientifi c revolution came today to the level of their representation in the Internet environment. After all, no one would argue that today of information - the driving force of society. After all, access to information and the ability to get it – the priority aspects of the study. Communication – a necessary precondition for the functioning and development of social systems, since it allows to accumulate and transmit social experience, provides a link between people, division of labor, the organization of joint activities broadcast culture. An important place in society takes documentary communication.

The subject of the article are new methods of reading promotion that are carried outside of the library, in the urban space, but often by librarians or in cooperation with them. The aim is to make a systematic review of the new forms of promotion, such as: street art, flash mob, performance, field games and more. Special attention is paid to the concept of ambient advertising, citing examples of its use in the promotion of films and video games, and presenting the potential for its promotion of reading. The method of analysis and criticism of literature, as well as analysis of web pages, was made. Papers published in top librarian journals, in Polish and English, between 2010–2015, were taken into account. Supplementary analysis of the network resources was made considering the largest Polish and foreign public libraries websites and li-brarians blogs. As a result, new methods of reading promotion in public space were discussed and typology was created according to established criteria.

This article attempts to discuss the evolution of the theoretical basis of bibliotherapy and the possibility of its practical applications in the activities of prevention, treatment, education and socialization of readers. Its attractiveness, and at the same time difficulty of description, is connected with its interdisciplinary nature which smoothly combines study of literature, bibliology, psychology, pedagogy, sociology, philosophy, history, anthropology, and even medical sciences. This melting pot of so differentiated, yet similar issues is joined by their affiliation to humanistic reflection, and thus becomes a set of flexible tools useful in the process of strengthening the physical and mental condition of customers.

The main purpose of this article is to describe issues related to his-tory, the circumstances of the formation and the functioning of the Chinese typewriter. The study omitted the issues related to the development of Chi-nese writing, because the issues in this area (in contrast to the Chinese typewriters) are generally available in sinology textbooks, scientific or popular books. The study contains information on the two Chinese typewriters: Machines created by Hou–Kun Chow and Lin Yutang. The information in the article were taken from the patent documents and English–language publications.

Łęczyca is a city with rich historical traditions, located in the central part of Poland, in the Lodz voivodeship. The city and the land łęczycka do not have a dictionary of the most important figures associated with the region. The authors undertook elaboration of a biographical dictionary of land łęczycka, which will include biographies of persons, various associations with the city and the region. In the glossary will be presented only the deceased person. An important element of this research project is attention to memory and preservation of cultural heritage ‘little fatherland’, which for many is the land of Łęc-zyca.
