Scientific research in archives has long existed on the veryedge of archival science. In that sense, archival science made a clear distinctionbetween the activities of archivists and purely scientific research in the archives. This paper aims to point to these inconsistencies and turn the direction of archival science in order to further improve this field of archival activity. Therefore, we triedto describe and compare the views of older and new archival science on this issueand point to further development directions.

REGISTAR UDRUŽENJA GRAĐANA 1945–1993. U NADLEŽNOSTI DRŽAVNOG ARHIVA U VUKOVARU

The paper outlines the historical development of registration and changesin jurisdiction over the functioning of citizens’ associations in Croatia between1945 and 1993. The latter was marked by the development of socialist socioeconomicrelations and their general impact on social and political life. Archival funds owned by the Vukovar State Archives bear witness to various developmental phases in the functioning of authorities, from the initial phase when the jurisdiction was held by bodies of internal affairs, followed by the moment it was transferredto the municipal bodies of general affairs during 1982, leading to to Croatian stateindependence and extensive reforms of the administrative structure in 1993. Assuch, they represent a valuable source for the study of our local history of civic andsocial life.

The theme of the paper is a “product” of one of the activities ofthe Historical Archives of Subotica, the regional center of archival activities in thenorthern part of the Republic of Serbia - that is, writing, preparing and publishingof journal called “Ex Pannonia”. In the previous, twenty-one issue of the magazine,the pages of the Subotica edition published works of different scope and quality,with different topics, either from archival or other sources. The author startsfrom the postulates that the protection of archival material is the most importantactivity of the profession in historical archives, and therefore, the significance of theexistence of a journal like this one, despite all the faults and objections.

The purpose of this paper is to address the problems that arisein relation to the financial documentation of the benefit of the employment of theemployees in the registers, whose archival material is located in the Historicalarchives of Užice, after the bankruptcy or liquidation of a company. After receivinga large amount of archival material from bankruptcy or liquidation companiesdue to the uninterrupted transition of economy to the Republic of Serbia, Užice’sHistorical Archives received an increased number of requests from the Pension andDisability Fund regarding the release of data for accelerated work experience ofemployees in these companies. Despite legal procedures for the preservation of this type of archival material, it has been less then adequately preserved in record offices and in the Pension and Disability Fund.

Digital Representation of Crochet Symbols Sets

This paper views problems related to the development of crochet software. It presents an approach for developing a software module representing crochet symbols for describing basic and advanced crochet stitches. The purpose is to develop a functionality that creates advanced crochet stitches made by combinations of basic ones. The module can be embedded in a crochet software to facilitate the process of crochet pattern design. The application is oriented to digital representation of crochet patterns, a part of old traditional costums and homemade textiles.

The National Library has decided to discontinue development of its own subject headings and to replace it with a new tool for a content description – The National Library Descriptors. According to the National Library’s concept, new design of a IR query language corresponds with changes in the bibliographic description. ISBD rules are supplemented by the elements of the RDA standard. The catalog is treated as a relational database based on the FRBR model, which fits into the network paradigm, and allows for a refine search with citation order. НЕКИ АСПЕКТИ ПРИВАТНОСТИ У САЈБЕРСПЕЈСУ

The privacy issue has always been the focal point of attention in different scientific areas. The problem is multidisciplinary and should therefore be treated and observed from different points of view. The emergence of digital technology has rendered the privacy problem increasingly current and significant. In this paper, the author discusses some aspects of privacy in cyberspace (virtual environment), dealing with its legal, technical and psychological aspects. Depending on the types of different services offered to users, there are two new forms of threat: the information collected on individuals through "visible" processing, or data collection without individuals knowing anything about it ("invisible processing"). Various items of user-information are collected 011-line in incoded form. This involves either habits observed in chat rooms or newsgroups, e-mail or directories, and e-commerce (including electronic payment). "Invisible processing" includes connection data or "log file", "traffic data" and "cookies." Protection of personal data in the cyberspace is one of the serious burning issues that must be resolved. Information privacy is a scarce commodity in cyberspace. The technical infrastructure of cyberspace makes it remarkably easy and cheap to collect substantial amounts of information identifiable to particular individuals. Privacy 011 the internet and in the cyberspace is in a fragile state. However, there is new hope for its resuscitation. Providing a web protecting the privacy of data and communication requires a unique combination of legal, policy, technical, and self- regulatory tools.

The research presents the analysis of webometric indicators and Webometrics ranking methodology, especially the Ranking Web of Repositories, from the perspective of the further development of IR SUMPh taking into account world best practices. There are some recommendations on the development of IR in order to participate in this ranking.

Particular attention is paid to rare editions, bibliophile books that are of interest in content and rarity, being published in the years 1868 - 1955.

There are numerous definitions of knowledge from Plato to contemporary scientists from different disciplines related to their specific context. Information science defines knowledge by establishing a hierarchy of knowledge through the relation of data-information-knowledge-wisdom or the knowledge pyramid. As knowledge is the most important resource for the economic development of modern society versus traditional resources such as land, work and capital, the wealth of a country lies in the knowledge of its inhabitants, or what is called human capital. The concept of knowledge management has been developed in the business world in order to improve the generation, adoption and application of knowledge. Various scientific disciplines are concerned with the study of this concept, including economics, philosophy and epistemology, computer science, sociology and social psychology. Nevertheless, knowledge management does not have a single definition. The hierarchy of data-information-knowledge-wisdom is also important in managing knowledge and its conceptualization. There are a multitude of different knowledge management systems in practice. Michael Earl explored them and made a typology of knowledge management schools called Earl’s Knowledge Management Taxonomy. Although it was published in 2001, Earl’s Taxonomy of Knowledge Management Schools is still the basis for researching different approaches to managing knowledge and reviewing future trends in the field and still it is the most sought after work in the area of knowledge management (Girard & Ribiere, 2016, pp. 182). Taking into consideration this fact, the aim of the paper is to present this taxonomy and characteristics of particular knowledge management schools as a way of monitoring the future development of the discipline.

Standardizacija za informacijsku i bibliotečku djelatnost u BiH

This paper gives an overview of the state of standardization in the field of information and library activities in Bosnia and Herzegovina, through the work of two technical committees of the Institute for Standardization of B&H. Informatization of the society, as described in the strategic documents from the previous decade, was realized not thanks to, but despite the support of the state. The complex political and difficult social situation in Bosnia and Herzegovina did not represent obstacles to have the number of Internet users above the global average. On an example about academic and research networks, it has been shown that we are lagging behind in the speed of Internet links, which are among the lowest in the region. IT industry, as a promising business sector, makes efforts and exerts pressure on the state to do more in the development of this activity, primarily in the education sector. Finally, a critical overview of the concept of Big Data and its application in scientific data, which make up a narrowly specialized part of the library activity, and the role of standardization in the field, is presented.

In the era of domination of digital technology and modern communication networks, the Internet is the most common place for sharing and using content protected by copyright and related rights. Consequently, copyright infringements are most common in the digital environment, for which reason it is necessary to adjust the concept of protection of copyright and related rights to new circumstances. Access to content and its sharing are possible thanks to third parties, intermediaries, whose role can be essential in detecting and sanctioning copyright and related rights infringements on the Internet. The questions of contribution to the infringement and responsibility of internet intermediaries for the infringement may also be raised. Within the framework of the forthcoming reform of copyright in the European Union, a new regime has been proposed on the liability of Internet intermediaries for copyright infringement. The recent case law of the European Court of Justice is in favor of the proposed amendments, specifying the conditions and criteria under which Internet intermediaries infringe the copyright or, to be more specific, infringe the authorization of communication to the public. The paper analyzes the novelties in the regime of liability of Internet intermediaries for copyright and related rights infringements.

Background. By the 2020 mark, The European Union should have a functional Digital Single Market. One of the policies sustaining the efforts in such endeavour is building a European Data Economy (European Commission 2017a). The aim is to build a common European data space a transformative space even for the information science specialists. Objectives. The study is investigative in nature aiming to extract the traits out of the trends leading to a possible specialisation having a broad scope in searching possible career paths for librarians in data science.Results. A graphical explanatory framework indicating requirements, skills and competencies needed by the librarians to achieve new cross-disciplinary engagements with patrons and the research environment.Methods. Because this study is put in the context of Open Science, and particularly addressing the European Union space, the late developments reflected in the policies and initiatives were taken under scrutiny coupled with relevant European Commission project deliverables. Other studies concentrating on the new roles of the librarians pertaining to data librarian were consulted, and also the body of information gathered around the Open Science Cloud. To couple existing studies’ conclusions with the demand in the librarianship, a body of job listings were investigated to find common traits data librarian job descriptions are exposing. To complete a picture, some training facilities were taken into the mix.Debate. Out of many possible roles envisaged for the librarians, there are a few which trigger some focus on the future skills needed to be acquired. These possible scenarios involve data management planning guidance, data stewardship and curation, and data visualisation. Some or all of them might lead to a deep transformation of the librarianship as a craft we were used to up to the Open Science rising tide. The article invites all the information specialists to look into what are the needs to shape up or even to rehash the careers of library and information science specialists.

PROSTORNI KAPACITETI ARHIVA UNSKO-SANSKOG KANTONA (stanje, potrebe i mogućnosti)

Accommodation space is a basic condition for the work and existence of each archive, and the precondition for adequate protection of archive material. This paper will present the status of Una- Sana Canton archives as well as the accommodation capacities available to the Una - Sana Canton archive. Requests for taking larger amounts of archive material are evident but the possibilities of Una - Sana Archives cantons to respond to the current, need to take up and set up archive material are minimal, because the adaptation of the existing objects has resulted in the amount (surface) but not on the quality of the objects.

TEHNIČKE KARAKTERISTIKE - IZGRADNJA ZGRADE KANTONALNOG ARHIVA TRAVNIK

In this paper, the author analyzes the technical characteristics of the Travnik Cantonal Archives building. Construction of the building began in 2008 and is still ongoing. The construction itself is divided into several stages and the construction project itself is technically complicated. The paper will pay special attention to the technical characteristics of the facility, the types and quantities of consumed material used in the construction, the standards we applied at the very beginning of the construction and which follow all subsequent works. The building should be in accordance with the standards of building a modern and functional building with all the accompanying contents, which would finally provide archival material with optimal conditions of storage and handling.
