Smještajni kapaciteti Arhiva TK – stanje i mogućnosti

One of the basic preconditions for the successful conduct of archival activity is the provision of appropriate accommodations. The existence of an adequate work and storage space assumption is able to archive services. If we analyze the structures which house the archives in Bosnia and Herzegovina, it is noticeable that none of archive does not conduct its business in the relevant work and storage space. What are the accommodation Archive Tuzla Canton and how they affect the archives activities in this institution are important questions that will be presented in the paper. In addition, we will try to show what the possibilitiesprovided by the Archives to address this important issue, and whether those in this difficult social environment actually exist.

Depo prostor „Vrbanjuša“ adaptacija i stavljanje u funkciju

The Historical archive in Sarajevo possesses 658 archive funds and collections. Most of the funds, precisely 287 funds, have been stored in the archive depot ‘Vrbanjuša’. The building where the ‘Vrbanjuša’ depot is located was built in 1912 and was totally inadequate to be used as archive depot. The building was allocated to be used by the archive in 1990, and it has been under reconstruction since 2005. The aim of the reconstruction is to adapt the building to be used as an archive depot in an adequate manner. Up to date 21 rooms have been fully reconstructed and adapted. Purchase and installation of the modern archiving equipment have been done in parallel with the reconstruction, so 8 out of 21 rooms have been equipped with the mobile archiving cabinets, i.e. as many rooms as the condition of the building itself permits. In this way the material of 8284 m has been ensured for proper archiving.I can freely state that the ‘Vrbanjuša’ depot of the Historical archive in Sarajevo is currently the best equipped archiving depot in Bosnia and Herzegovina.

The archival records of the Republic of Serbian Krajina are kept in the Croatian Memorial and Documentation Centre of the Homeland War and in the several regional state archives in the Republic of Croatia – the State Archives in Zadar, the Collection Office of the Zadar State Archives in Šibenik, in the State Archives in Slavonski Brod and its department in Požega and in the Collection Office of the Sisak State Archives in Petrinja. In the first part of the paper I will concentrate on the presentation and the description of the records that are kept in the Croatian Memorial and Documentation Centre of the Homeland War and in the second part I will offer short review of the records kept in the regional state archives.

Big Data -Tools and Technologies

Big Data has become one of the hottest research areas today. Research suggests that analyzing Big Data can benefit businesses, scientific research and the public sector as well as development in every sphere. The need is to develop systems that can explore this potential to the maximum, without forgetting the challenges associated with its analysis, structure, scale, timeliness and privacy. Enterprise systems used to be the primary sources of data, but today many additional sources are contributing to the data pool, for instance sensors, social networking sites, online communities, web pages, email, images, documents, videos and music. The data captured is unstructured as opposed to the structured world of the past. Companies are facing the challenge of processing huge chunks of data, and have found that none of the existing centralized architectures can efficiently handle this huge volume of data. There has been a transformation in the data-processing systems architecture, moving from the centralized architecture to the distributed architecture. Hence, new technologies and distributed architectures are being created to harness this data. Several solutions to the Big Data problem have emerged which includes the Map Reduce environment created by Google, which is now available open-source in Hadoop. Hadoop’s distributed processing, Map Reduce algorithms and overall architecture are a major step towards achieving the promised benefits of Big Data. This paper presents a survey of various tools and technologies discussed in research and are being used to process Big Data. It also identifies the areas where further work is to be done. It is expected that identification of these problems would help researchers find solutions and help the industry make their implementation possible.

VALORIZACIJA ARHIVSKE GRAĐE U SLOVENIJI

Evaluation of the material is a system of procedures through which the professional expertise of the content determines the significance of each document or record, all with the basic aim that the minimum documents retain optimum information. However, evaluation results must be aware that absolute principles and that there is no question of valuation. Therefore, for the evaluation of material, regardless of the objective or the method, a better theoretical and practical knowledge of different professional archival principles and criteria is needed. Macro and micro evaluation results are not based on function, and functional evaluation with use of the principles and criteria of evaluation, is the basis of modern methodology of evaluation and selection of archival material from the documentary material, unlike some older, but often used methods of valuation of the content, the types of materials and other principles, which have mainly relied on subjective assessments of individual archivists. So, for any evaluation of archival and documentary material objective, expert-based criteria is necessary, since it will allow optimal records keeping of original data and information on events, phenomena, people, etc., within a certain time and space, with respect to their significance for the history, culture and science in general, and other administrative, official, public, business and personal needs of legal and other parties.

It's necessary to approach this theme according to a plan. It needs to be an object of descusion in the highes expert circules. With specialized and responsable work, it will come to valid archieve's standards for production of any kind informational resources. Further democratisation of culture and scientific needs, makes us responsable to collect archieve material, to keep and use correctly. The successful work and the development of Archieve is condicioned with the solution of located and work space, and the greatter number of specialized employers on a job like arranging and manipulating with material.

PRISTUP DO GRAĐE – SLOBODNO ZAKONODAVSTVO I PROPISI

The level of openness and public access to archives differs from one country to another and depends from the national traditions that proceed from different historical experiences and legal concepts. The freedom of information and access to archives are traditionally no subject of the legislation. The demands for access to archives in a brother sense increased in the last decade and initiated the legislation in many countries. That made the access to information and consequently the access to archives a matter of public interest and public legislation. Unexpected consequence of increased rights of access to archives is inevitable conflict between the principle of open access to the information and the protection of personal rights. In many cases open access to archives means also the violation of the private sphere of an individual. The question of personal data protection represents for archives the great challenge of balancing between those demanding information and those obliged to their protection. This balance must be provided in daily practice as well as it has to be legally defined. Not with standing it has to be emphasized that unrestricted access to archives is not possible. Many archives created in the modern society relate to private life of individuals, like medical condition, personal and family position, professional education etc. Therefore access has to be restricted. However there is no unified restriction since the concept of privacy is not universally defined.

ARHIVSKO ZAKONODAVSTVO NA NIVOU BOSNE I HERCEGOVINE

With the entry into force of the Law on Archival Material and the Archive of Bosnia and Herzegovina, the 1987 Law on Archival Activity of BiH has ceased to be valid. The new law, in spite of the fact that it covered the basic areas and spheres of archival activity, also contains certain deficiencies. First and foremost, the law is not fully adapted to the time it was created and intended. The disadvantages of the Law are professional and technical. Professional disadvantages are contained in the fact that the Law did not cover all the very important vocational chapters. Among other things, the issue of materials on new information holders has not been addressed at all, nor is it in any way a busy attitude or rules offered to solve this problem. Also, the issues of technical and technological protection of materials (microfilm, scanning, etc.) are not covered at all. The law does not cover the problem of war production of registry materials and its protection, which is of great significance for the reconstruction of our close past due to the time and circumstances in which it was created. There is also nothing to say about the need for conservation and restoration of archival material. The provisions of the Law did not deal with the field of ordering and archiving in the archives. In addition, the law does not provide answers to many areas of archival profession: the issue of training of staff and their professional training and the pursuit of vocational qualifications, then issues of cultural promotion activities, issues of use by foreign citizens, etc. Some of the identified shortcomings in the law can be replaced by the adoption of the foreseen subordinate legislation. However, the Law on Archival Material and the Archive of Bosnia and Herzegovina should have been much more content and systematic, which would create the possibility of more adequate resolution of many professional issues at the level of Bosnia and Herzegovina and its administrative part.

The Archive of Sarajevo Canton does everything to create the conditions for the normal performance of all segments of the archival activity, as well as for archival and register material valuations. First and foremost, these efforts relate to downloading archive material from the registry, because without the protection of the material, no validation rule can be applied. At the same time, the Archives is making efforts to re-evaluate the archival content of existing funds, taking into account the practical solutions and needs of citizens and users of archival material. However, this could only be one of the criteria of evaluation that would have to be applied to the wider space as an experience of the Historical Archive of Sarajevo.

The application of methods of social network analysis in bibliometrics and webometrics. Measures and tools

The author describes in the article the use of social network analysis (SNA) methods in the field of bibliometrics and webometrics. Although the beginnings of the application of these methods in various fields took place several years ago, their adoption in bibliometrics and webometrics still has not achieved popularity. While in foreign publications attempts have been made to use SNA methods, e.g. for the analysis of co-authorship networks, the results of Polish national bibliometric studies boil down mainly to tabular forms. The first part of the article briefly introduces the reader to the world of SNA issues. Next, the author proposes possible interpretations of SNA measures in bibliometric applications. The article concludes with an example of the practical application of selected SNA measures used for data from the national bibliographic database, CYTBIN. The proposed visualizations make it possible to discover relationships in the data analysed which would be difficult, if not impossible, to be noticed in a traditional tabular forms.

This paper will adduce, consider and study the reasons that led to the adoption of the new Law on archival materials and archives. It will represent significant changes that have occurred recently in the environment in which the archives work and which have prompted the formation of new provisions in the law, regulating the way of creation, storage, usage and long-term preservation of arcival materilas. The development of information and communication technology has announced a need to adequately protect the electronic archival materials, ensure its permanent preservation and usability and determine the conditions for its digitalization. The aim of the paper is to find out which innovations have entered into the new law, which are the differences compared to the 1997 law and which facts and circumstances have induce them.

Съвременни методи за определяне динамиката на цитиранията в научните публикации

This article presents some of the modern methods of citation research in scientific publications, objects of the scientific disciplines infometrics, bibliometrics, sciencemetrics, cybermetrics and webmetrics. Alternative systems for formal scientific activity evaluation effectiveness are explained, like the infometric indicators “impact factor”, “index of citation”, “h-index”, “g-index”, and “i-index”. Clarified is also the way of their calculation. Some of the searching platform databases measuring citation in scientific texts are presented, like “Web of Knowledge”, “Scopus” and “Google Scholar”. Reviewed is the question about the importance of electronic archive creation – with the results of universities’ scientific and research activity, as a way of popularisation of their scientific production.

Za i protiv otvorenog pristupa akademskim djelima u kontekstu savremenog istraživačko-izdavačkog procesa

Ever since the accelerated introduction of information technologies and Internet services there have been many initiatives to, under certain conditions, make all the published, printed and digital, works fully accessible to all the people, and, especially, to members of research and academic/scientific community all over the world. Principles of Open Access Policy gained many supporters in the last twenty years, but, also, a number of opponents, who, within reason, point out to abuses by so-called predatory academic publishers and ever-present commercial aspects within the frameworks of binding legal and other documents both at the local and international levels that have not been yet agreed upon. The paper presents a short historical review about the development of academic publishing from 17th to late 20th century, and a significantly changed current environment that tries to overcome numerous legal and other types of dilemmas related to research and interrelated publishing activities. It is highly dynamic process that caused many changes in terms of approach and evaluation of academic writing; whereas the issues of authorship and publishing rights have been re-defined. Different kinds and modes of (self-)archiving and publishing of final types of academic publications, as well as their subsequent dissemination to interested users without limitations have been duly explained. Certain advantages under the open access policy have been pointed out, but also some negative aspects that such initiatives are about to be faced with in a near future, until the agreement on standards in this area will have been reached in the course of 21st century that might attain a comprehensive regulations on the global level.

Projekt BiblioLab Sveučilišne knjižnice Rijeka – Podružnice Kampus

With the development of digital technologies and information tools, the role of modern University librar¬ies and Libraries within the University in conducting information literacy education has become indispens¬able among the student and teaching population. Libraries in accordance with user needs and interests are developing educational content and conducting information literacy workshops. Quantitative methods of evaluating scholars based on bibliometric analysis in citation databases, as well as evaluating and ranking Universities on world rankings, are topics that have not bypassed the business of University and higher edu-cation libraries and as such need to be adapted and included in the information literacy education program. The aim of this paper is to illustrate with the example of the BiblioLab project of Campus division of the University Library of Rijeka, how a University or higher education library can participate in supporting the use of digital content and modern information tools, in order to increase scientific productivity, visibility and impact of scientific work, scientists and institutions. In addition to a brief description of the workshops, the paper will outline the reasons for selecting topics and the realization of each individual workshop.

Crowdsourcing – Energija mnoštva

Crowdsourcing is a new approach in the work, and refers to the active participation of users in designing content on the Internet. Social network users are creators, and are able to upload their sources and infor-mation online. By integrating the creative energy of online library communities, they improve the quality of data sources (e.g. text or cataloguing updates), resulting in more accurate search and enabling value to be added to data (e.g. by inserting comments, tags, ratings, reviews). By the venture Crowdsourcing Serbia: The National Wisdom for Better Libraries of the Ministry of Culture and Information, the volunteers base is expanding by collaboration on the project, as well as the scope of project work by adding a plural noun module. All interested parties can participate in the development of the National Grammar Digital Dictionary of the Serbian language in an open acess and use the results of its production so far at: http://lab.unilib.rs/.
