Mapping Anticorruption Enforcement Instruments

While the enforcement of anticorruption policies has been prioritised by international and national governments, the tools for evaluating this enforcement have not been developed. The main reason for this underdevelopment is that corruption is measured and policies evaluated only at the societal level, while the level of actual corrupt transactions - the public institution - is rarely analysed. This paper outlines the conceptual justification for rethinking the focus of anticorruption monitoring, maps the corruption measurement and monitoring landscape and sketches a new instrument designed to serve a better targeted policy evaluation - Monitoring Anticorruption Policy Implementation (MACPI).

Child Trafficking Among Vulnerable Roma Communities: Results of Country Studies in 7 EU Member States

The current publication presents a study on child trafficking conducted in seven EU member states: Austria, Bulgaria, Greece, Hungary, Italy, Romania and Slovakia. The study looks at three specific forms of trafficking in persons: child trafficking for begging, for pickpocketing and for sexual exploitation of boys and the way they manifest themselves among Roma communities.The findings of the study are based on analysis of policy documents and existing statistical data, as well focus groups and in-depth interviews with key stakeholders. The fieldwork conducted in four of the countries, traditionally regarded as origin countries of trafficking victims, relied on participatory research methods. The active involvement of Roma organisations in the research aimed to gain a deeper understanding of the risk factors involved, bring knowledge back to the communities and support Roma experts’ involvement in counter-trafficking policy and mechanisms.The report examines the profiles of victims and discusses the vulnerability factors that make the Roma minority a particular group at risk. The study provides empirical knowledge on the mechanisms of recruitment and exploitation of victims in order to inform identification efforts and counter-trafficking responses. Particular attention is devoted to the policy and measures for assistance of victims. In this field, the report identifies specific gaps in assistance and the way they affect Roma victims in particular, and suggests how child victim assistance could be improved.

We live in a dialogical world, where models – either active or latent – establish the configuration of our identity constructs and of our intellectual framework. It is hence impossible to clarify, within the limits of one colloquium, the entire spectrum of issues entailed by this complex topic, which already gathers together a myriad of interpretations under its umbrella. While excluding the mythicizing attitude on the French cultural model, we can clearly state that its spirit, along with the Greek and Roman ones, is immanent to the European and universal cultural landscape, thus contributing to the coherence of their forms. The three volumes of scientific research in the series of Identity constructions. Echoes of the French cultural model in a European and universal context are illustrative of this fact. At its first edition, this colloquium hopefully inaugurates a wonderful and long-lasting tradition. The papers presented during this event will reach the interested audience via these volumes that have benefitted in time from new contributions, which directly or indirectly reflect the impact of the driving models. Our purpose was to provide plenty of exposure space to all the contributors who were interested in this topic. This publication aims to promote an interdisciplinary approach of certain issues that are in the contact zone between linguistics and literature, and beyond, via multiple perspectives in various national, multilingual and international contexts. Structured in three volumes, Literature, Literature & cultural Studies; Linguistics & Teaching Methodology, the series aims to be a means of cultural contact, academic dialogue, open to not necessarily convergent ideas.

Przy czym zawołanie to odnosi się nie tylko do punk rocka, lecz także subkultur młodzieżowych jako takich. Książka Lutostańskiego była dla mnie podróżą sentymentalną, przywołującą z pamięci to i owo. W kulturze, która zwykła traktować to, co zdarzyło się przed pięciu laty, jak zamierzchłą, paleolityczną niemal przeszłość, jest to cenne i znaczące. Po prostu.

Czy z perspektywy gospodarki lokalnej bądź regionalnej inwestowanie w funkcje edukacyjne, na przykład w szkolnictwo wyższe, może przynieść bezpośrednie korzyści ekonomiczne? Naruszanie norm sprawiedliwości zazwyczaj napotyka sprzeciw, który może przerodzić się w napięcia społeczne. Przedstawione w tej książce wyniki analiz dotyczą preferowanych przez ludzi norm sprawiedliwej dystrybucji zarobków. Normy te wywierają pewien wpływ na postawy jednostek. Przykładowo, im bardziej nierówności zarobków odbiegają – zdaniem ludzi – od norm sprawiedliwości społecznej, tym bardziej skłonni jesteśmy negatywnie oceniać funkcjonowanie demokracji i rządu.Jedno z najistotniejszych stwierdzeń, jakie znajdziemy w książce, dotyczy pożądanego kształtu zróżnicowania zarobków. Na najwyższe zasługują – według opinii publicznej – przedstawiciele wielkiego biznesu, politycy, a następnie specjaliści w zawodach inteligenckich, najgorsze uposażenie powinno przypadać niższym urzędnikom, robotnikom i sprzedawcom sklepowym. Prawidłowości te utrzymują się od lat osiemdziesiątych zeszłego wieku i – jak wynikałoby z przedstawionych tu analiz międzykrajowych – występują one w różnych społeczeństwach, niezależnie od stopnia rozwoju ekonomicznego, ustroju politycznego i rodzaju kultury. Choć wizja ta łączy się z przekonaniem, że nierówności powinno się zmniejszyć, istniejąca hierarchia zarobków cieszy się poparciem ogółu. Wyobrażenia na temat „sprawiedliwego” poziomu dochodów raczej stabilizują niż naruszają porządek społeczny.

Książka Christopha Sowady jest pierwszą na polskim rynku, która ukazuje problemy funkcjonowania i zmian systemu zdrowotnego w pełni jego teoretycznej i praktycznej złożoności. Jednocześnie pozbawia złudzeń co do tego, że istnieje jedno remedium i możliwe są szybkie i zasadnicze przeobrażenia tego systemu. (…) Szczególnie wartościowe w tej pracy jest to, że ogólne rozważania na temat łączenia rynku i państwa (public – private mix) w systemie zdrowotnym są konfrontowane z doświadczeniami wieloletniego reformowania tych systemów w trzech krajach, które świadomie wybrały poszukiwanie odpowiednich proporcji w działaniu zróżnicowanych mechanizmów: Szwajcarii, Niemiec i Holandii. The manual is dedicated to the most frequently asked questions about corruption and aims at supporting anticorruption education. Despite the fact that many of the definitions in the manual are debatable and subject to opposing opinions, the publication unites the predominant viewpoints of the experts, the Bulgarian legislature, the current European standards and the essence of the domestic and international publications on this topic. The hundred answers to those questions are classified in five sections: Definitions, Laws and corruption, Corruption in the public life, Corruption in Bulgaria, Counteracting corruption. The manual could be used as a resource material for trainings and lectures on anticorruption topics in the secondary schools and universities and will aide the teaching of elective courses on anticorruption introduced by the Ministry of Education and Science in the fall of 2004 in the Bulgarian secondary schools. The manual could be also useful for trainings and seminars for civil servants working at public institutions, which try to implement ethical codices of conduct and to improve transparency in public services provision to citizens.

Ocenianie wspierające w budowaniu jakości praktyki edukacyjnej szkoły

The monography is devoted to school assessment in supporting pupils' development and orienting educational activities to properly use pupils' abilities and potential, which remains a determinant of the quality of the school's educational practice.The theoretical and empirical study is addressed to teachers and students of pedagogical faculties and readers who perceive supporting pupils' educational development and the quality of school's educational practice as important and worth a reflection. The theoretical part of the study discussed the concept of quality in the context of school's educational practice, as well as an the concept of school assessment and the process of evaluating pupils' achievements (taking into account various assessment models present in modern educational systems). The author explains the fundamental issues related to the supportive assessment of pupils' educational achievements and the role of supportive assessment in building up the school's educational practice quality.The empirical part of the study presents the author's concept of quantitative research and an analysis of the obtained results concerning the assessment process, which in the context of the model assumptions of supportive assessment are present in school’s educational practice. The issues mentioned above were extended by comparative methodological studies (comparison of the research results in schools where the quality of the implemented educational practice is varied). The study also describes the discrepancies in the realization of the supportive assessment model diversified by different subjects of school education.

Kobiecość i męskość w popkulturze z perspektywy młodych dorosłych. Studium jakościowe

This book explores the issue of models of femininity and masculinity shaped by popular culture in the context of their attractiveness to young adults. In this case, the notion of sexualisation referred to is understood as intense popularisation of discourse on sex and sexuality in the media as well as erotic presentation of female and male bodies in public space. The study presents data collected in the course of individual interviews with young adults. The presented conclusions are an attempt to diagnose the preferences of femininity and masculinity as well as differences in terms of emotional, cognitive and behavioral consequences resulting from the identification of the respondents with specific patterns.

We present to the scientific public the Proceedings “Legal gaps and the completeness of law”, which is the result of the scientific conference held for the twelfth time on the oc￾casion of the Day of the Faculty of Law. At the conference held in October 2023, 206 authors and co-authors, from three continents and 23 countries (Russia, Greece, China, Italy, Hungary, Spain, Cuba, Mexico, Turkey, Bulgaria, Romania, Georgia, Moldova, Cyprus, the Netherlands, Denmark, Sweden, Serbia, North Macedonia, Croatia, Slovenia, Montenegro and Bosnia and Herzegovina with authors from the Republika Srpska and the Federation of Bosnia and Herzegovina), presented 162 reports in Serbian, Russian, English, Italian, Spanish that is, in their native languages. This was the largest conference held in the field of law in Southeast Europe, as well as one of the largest, perhaps the largest one, in Europe in 2023. The co-organizers of the scientific conference were the International Union of Lawyers, the European Public Law Organization, the Institute for Comparative Law, the Insti￾tute for Criminological and Sociological Research and the Serbian Association for Criminal Law Theory and Practice. The Proceedings contain over 2,400 pages in five volumes with 111 works by 146 authors and co-authors from 19 countries (Russia, Greece, Italy, Hungary, Spain, Cuba, Mexico, Turkey, Bulgaria, Romania, Georgia, Moldova, Cyprus, Sweden, Serbia, North Macedonia, Croatia, Montenegro and Bosnia and Herzegovina with authors from Republika Srpska and the Federation of BiH). A third of the papers were pub￾lished in world languages (English, Russian and Italian). The scientific conference held on the occasion of the Day of the Faculty of Law is categorized and classified by the Ministry of Scientific and Technological Development and Higher Education of the Republika Srpska as an international scientific conference of the special importance of the first category and is one of the three best classified and categorized scientific meetings from all scientific areas in the state. The authors dealt with various issues of legal theory and practice, in all legal disciplines. Their goal was to independently and critically analyze legal principles and institutes, to subject legal theory and positive law to criticism, and to make a scientific contribution to the development of legal theory and the improvement of legal systems. The multimethodological approach, which adorns not only the collection as a whole, but also individual papers, made it possible for the scientific analysis to be versatile and rich, and the achieved scientific results significant for the improvement of legal sciences. We believe that students of legal sciences will find enough good scientific analyses, intriguing positions and starting points for new scientific analyses. We also hope that public office holders and legal practitioners will find answers to numerous questions that have arisen in their political and legal practice, and that these answers will become the basis for reflection and adoption of new positive legal solutions. In this way, this collection will fulfill its purpose. It will represent a contribution to the development of legal sciences, especially in difficult social and political circumstances, in which numerous challenges and difficult-to-solve theoretical and practical questions arise before the practitioners of legal sciences.

O čemu govorimo kad govorimo o putovanju : prilog kritici teleologije obrazovanja

Travel, often understood as a synonym for moving towards a certain goal, has many forms and meanings. It differs from transport because it implies a certain degree of freedom and the opportunity to change the perspective, which can also affect the passenger. Julian Barnes and Paul Fussell point out that travel can be fruitful, but also limited in its potential, depending on motivation and approach. Throughout history, travel has been key to discovering and redefining space, but it has also often served as a means of colonial domination, as written by Tzvetan Todorov, who discusses different types of travelers. From assimilators and profiteers, through tourists and impressionists, to exiles and allegorists, they all approach the encounter with other cultures in different ways, often reflecting their own interests, prejudices or needs. While some trips are motivated by exploring the unknown, others are reduced to satisfying clichés and consumerist logic. Regardless of the differences, every trip carries the potential to encounter something new, but also the risk of superficiality or instrumentalization of other cultures.

O čemu govorimo kada govorimo o filantropiji

In this book, the history of the use of the term philanthropy and its contemporary understanding are presented, why someone starts philanthropic activities or why they join them, and a framework for understanding the social phenomenon of philanthropy is given. The author offers her own conception of this term and refutes the usual narrow understanding of philanthropy, which is equated with charitable contributions or the work of philanthropic organizations, and shows that it is necessary to take into account many forms of philanthropy.
