Od vzniku SR v roku 1993 prevládol v súvislosti s prioritami zahraničnej politiky široký vnútorný konsenzus. Parlamentné strany, z ktorých odvtedy pozostávali vlády SR, si vo svojich vládnych programoch predsavzali stať sa partnerom vyspelých demokratických krajín a čo najskôr dosiahnuť členstvo v rozhodujúcich integračných štruktúrach západného sveta – Severoatlantickej aliancii a Európskej únii.1 V roku 1997 však boli prijaté dve dôležité rozhodnutia – v júli na madridskom samite o rozšírení NATO a v decembri na luxemburskom samite o spôsobe ďalšieho rozšírenia Únie. Slovensko sa neocitlo medzi kandidátmi na členstvo ani v jednom prípade. V roku 1997 sa skončila prvá etapa zahraničnej politiky SR. Skončila sa fiaskom z hľadiska plnenia úloh, ktorými slovenskú diplomaciu poverovali vlády a občania SR.

A number of organizations and institutions during five years take a part in regulating Balkans conflict, between them: EU, UN, OSCE, etc. The author analyzes basic stages in the process of negotiations, especially the Carrington’s plan, Vance-Owen peace plan, conferences in London and Dayton. The author focused special attention on the attitude of Serbs in these negotiations. The conclusion is that the representatives of the negotiation institutions did not were objective and were biased to the detriment of Serbs? interests. Results of Balkans crisis were strengthens of the power in regulation of conflicts, and leading role at applying a force have NATO and USA.

I am glad that today for the third time based on an initiative of the Slovak Institute for International Studies the Evaluation Conference focused on foreign policy of the Slovak Republic is being held. I appreciate that a space for opinion presentation is given alongside the Government and the Parliament representatives to the parliamentary opposition, representatives of non-governmental organisations and think tanks. I believe the field of foreign policy based on national interests gives room for building wider political and social consensus. Today's Evaluation Conference is the last one during the election period of this cabinet so it gives us a possibility not only to look back to the past year but also to wider recapitulation of what the Slovak Republic has reached in an international domain since the parliamentary elections in 1998.

On a threshold of a new century and a new millennium in the North Atlantic space the theme of concluding integration of Central European and some East European countries into two big international communities - The Atlantic Alliance and European Union becomes still more and more urgent. They are, of course, communities of different character and namely orientation. But they are interconnected by fundamental principles of values expressed usually by words as freedom, democracy and free market, and agreeing conclusions in evaluating tragic historical experiences of the 20th century.
