Only a small part of the vocabulary of Göktürk and Uyghur languages is reflected in old written Turkish monuments, especially in the Göktürk inscription. There are many ideas with the idea that the Göktürk writings are very small in the dictionary and are too small for this. The texts of the Göktürk writings contain about 4,000 words and it is said that the texts of the old Uighur inscriptions are large according to the volume and even the most comprehensive works of art are included. For this reason, it is true that the old Uighur literary language has been well preserved until today. The vocabulary of ancient Turkish writing is so rich that it can be mentioned as an auxiliary material to study the dictionary structure of modern Turkish languages, as well as an independent language dictionary. Folk words and expressions form the basis of the vocabulary of old Turkish inscriptions. Most of the words used in old Turkish languages are preserved and used in modern Turkish. In some of the old Turkish words, the phonetic content remains the same, but is semantically expressed. In some, both its meaning and phonetic structure remained the same, while some words were used in ancient inscriptions, they were archaic for contemporary Turkish languages. In other words, there are words that do not leave marks in modern Turkish languages.

Turkey is at an important point in regard to energy transmission although its resources in terms of natural gas reserve are scarce and it becomes an important energy transition country in recent years because an important part of natural gas reserves in the World is located in geography around Turkey. Analyses are conducted primarily for the development of world’s natural gas trade and then, the chronological development of Turkey’s natural gas market, the strategy required to be implemented while evaluating the data obtained as a result of these analyses, is established in this article. It is tried to create suggestions about what should be done in order to create a proper natural gas pipeline strategy and to be successful starting from the opinion regarding that Turkey may provide an affordable price policy with the existing and developing trade centers with the abolition of commercial or technical obstacles before the mutual flow of natural gas with Europe.

The historical process around modernization being experienced by Turkey has led to various transformations in the structures of religious orders and communities that are social realities. Alongside the community system that disintegrated by transition from the Ottoman social structure to the modern nation-state, religious orders today started to be visible with a new community identity in the public sphere on an urban scale and from the periphery to the center. While the nature of the relationship that has been established between the state and religious communities in Turkey varies depending on the conjunctional structure of the period, this mainly originates from the borders between the two institutions becoming ambiguous and emergence of a broad sphere where this situation is open to exploitation. This study discusses the relationship between the state and religious communities within the modernization journey of Turkey and proposes recommendations towards restructuring of the aforementioned relationship.

The study group of this research which aimed to compare the parenting attitudes of parents living in Turkey and abroad who have preschool children is consisted of 132 parents including 114 mothers and 18 fathers. Family Information Form and Parental Attitude Scale (PAS) A- Form were used for data collection. At the end of this research; It was concluded that parents living in Turkey consider themselves more democratic than those ones living abroad. It was determined that parental attitudes were not affected by the gender of children and the age of parents; it was affected by education levels and working status of parents.

Iğdır has been a complete agriculture, livestock and trade center from past to present due to the features and richness offered by the geographical environment. This situation continues today and field crops cultivation is very common. With the effects of low annual rainfall (252 mm), favorable temperature conditions and widespread and easy irrigation, industrial crops such as cotton and sugar beet are widespread, and today, the most important source of income is “apricot” and “apple” cultivation. In order to increase production and income in Iğdır, fruit gardens, especially apricot and apple, need to be improved in terms of quality and yield. Producers should get acquainted with technical knowledge, seed, tree species, production, irrigation, fertilization, pruning, spraying types and methods, price setting and sales - market issues through cooperatives that are the key of real agricultural development.

The purpose of this study is to determine where the settlement islands in the area come from. Observation in place, questionnaire and interview methods were in the study. The central district of Ardahan is in the Erzurum-Kars of the Eartern Anatolia Region. Naming the palaces by having been affected from physical geography factors, shows that people and environment are affected from each other. From 1952 until the year 1978 to about 12.000 settling time in Turkey it was also changed name. Renamed villages are not appropriate to population. Specially older and middle aged is preferences to the old name of villages.

The purpose of this study is to determine the population development in the field. Observation in place, questionnaire and interview methods were in the study. The central district of Ardahan is in the Erzurum-Kars of the Eastern Anatolia Region. Central District of Ardahan with average altitude has 62 villages and 7 neighborhoods with extensions. The working site is 1465 square kilometers and the lands with morphological plato structure are generally hubbly. Ardaha which was in the city status from the establishment of the republic to 1926, became a district of Kars with the province law dated 1926. According to the 2018 Turkish Statistical data, the district has a population of 42.226 and there are 28.5 people per kilometer square. As a result, a consideration that will be carried out as a part of geographical planning for rural development will lead the way for field expansion. Especially rural development as state policy will improve as a result of geographical researches like this. This will be ensured with more modern agriculture, husbandry and tourism.

Kazakh newspapers which published in the 1913-1918 years of the XX century have a very important place in terms of simple public announcement of the situations and sadness of the Kazakh people against the Soviet regime. In general, not only Kazakh people but also some of our cognate from abroad subscribed to these newspapers to learn the news. One of the most important issues in Kazakh newspapers was the issue of performing the Haj of Kazakh people and going to Haj. Based on this information, we can say that our ancestors were not atheist, they served the religion of Islam, and they embraced the religion a century ago. Because almost every issue of Kazakh newspapers included titles such as “Kazakh children being educated in madrasas”, “The easiest way to go to Haj”, “Way of Haj”, “Letter of Pilgrims” and “Letter of Madinah”. Based on these, we can say that Islam has a very important place among Kazakh people.

The behavioral economy that emerged as a result of the criticisms directed to the classical economic theory explains that people cannot always be rational in their decisions; states that psychological, social and individual factors are also effective on decisions and even lead to mistakes in decisions. In this study; framing effect, sunk cost fallacy and mental accounting on the decisions about healthcare services, were investigated. The data obtained through a questionnaire applied to 726 participants in Istanbul, were analyzed in the SPSS 24.0 program. According to the results of the study; it was determined that gender, age, number of children, educational status and monthly household income, behavioral economics caused significant difference in healthcare decisions.

There have been radical changes in the public administration understanding with the transfer from classical public administration to new public administration. These changes demonstrated its effect in administrative law as well as in every field of public administration. Transparency and accountability are one of the most significant changes in the new public administration understanding. Furthermore, it can be stated that the independent audit has a similar function in the classical public administration. However, transparency and accountability concepts are employed in the literature regarding the administrative law, and independent audit is utilized more often. These are very close concepts in principle but there are some little differences. These differences become more specific especially in practice, and they cause quite serious criticism in some implementations. In this study, transparency and accountability in terms of administrative law have been addressed within the framework of independent audit. This study firstly evaluates the concepts of transparency and accountability separately in terms of administrative law and deals with them within the framework of new public administration. Then, the relationship between these two concepts and independent audit is put forth. According the study results, transparency and accountability are a necessity of the new public administration and concepts which are more developed than independent audit. Furthermore, transparency and accountability act as the independent audit of the administrative law in the new public administration to some extent according to the study results.

Although the Turks, who accepted Islam a few centuries before coming to Anatolia, certainly adopt the religion of Islam, they could not fully adopt all the aspects of Islam in practice. It was observed that there were some problems in the practices because of the fact that the Turks came to Anatolia as “veteran”, that the resettlement could not be provided suddenly, and that there were very few who had knowledge and equipment about the Islamic religion. This situation caused the Turks to continue their old beliefs, customs, and traditions intensely in their social lives. In the sources about the things that the Turks experienced in the first periods when they accepted Islam, it was seen such expressions as “long-bearded Persian calls for dawn prayer”. From this information, it is understood that the man, who could perform as imam and muezzin, did not come out among themselves in Oghuzs even in the XIV century and that the muezzin who recited the azan were “Persian”. On the other hand, it was obvious that the Turkmen had some behaviors that may contradict the state order and affect the social life negatively, and these behaviours would not be welcomed by the administrators. As a result, due to these negative attitudes taken against them by the Seljuk State, we can observe a nomadic who were more closely connected to their old traditions and beliefs, their lives, and therefore to the cult of ancestors. This will ignite the events that will play an important role in the Oghuzs rebellion during the reign of Sultan Sencer and later in the destruction of Khorasan.

Usage of Neapolitan’s sixth chord in Turkish music’s harmonization was investigated in this study. Initially, Neapolitan’s sixth chord was defined and retarding and shifting effects of dominant chord were emphasized. Afterward, the usage of Neapolitan six-chords in Turkish harmonizations of four Turkish composers who gave works in tonal harmony were examined. As a result of this investigation, it was seen that Neapolitan’s sixth chord in Turkish music’s harmonization was used as a root as in the works of Romantic composers, it was evaluated as more useful in nihavend and hüseyni makams.

The theory of Mimesis, also meaning emulation, imitation and reflection, is an approach which expressed the thoughts and ideas of Plato and Aristotle about art that has made its presence felt up until the 19th century. In a world with the context of Mimesis theory, the environment is communicated through as the exact way it is, while at the same time the world of senses is reflection is also measured. During the historical process, Plato claimed that the reflection of the world of senses is done through the artists reflecting the reflections, while at the same time his student Aristotle was interested in to what measure can the artists can reflect the truth of nature. In this situation, Aristotle thinks that the artist acts as mirror of sorts, one that is as successful as its ability to reflect the objects in nature. According to Aristotle's Mimesis art theory, the meaning that is given to an artist from the establishments that educate artists is only meaningful when the artist stays loyal to the original image of the objects and reflects them the realest way possible. The education of art in the context of Mimesis theory can be observed through the kinds of Giotto and Masaccio towards the end of the Middle Ages with the Master-Apprentice method in their workshops, becoming role-models to many of their students. In this work, there has been an examination of upcoming artists and students of arts about their place in the context of Mimesis theory in a historical process from the 5th century BC to 19th century AD. The reflection of the Mimesis theory on the applications of art education with the differentiating stylistic changes and innovations through time from workshops to academies, from academies to schools with a modern principle on art is explained.

It is observed that artistic creations have started before the ages of history, whilst refreshing themselves throughout the ages and eras via cultural and societal innovations and not compromising from their core principles at the same. Art, which embraces change and alteration, has made its prevailing presence known through a society’s lifestyle, geography, time and faith at all times. Shaping of art through these concepts has laid the groundwork for acquiring an identity for art which could be used as a common language between different cultures. It is possible that the act greeting, a cultural action, can happen with different rituals in many countries and cultures. The meanings of Greeting and hand-kissing rituals in different cultures has . The focus of this paper is on the meaning of the rituals of greetings and hand-kissing and how they are touted in different cultures in a semiotic aspect. A comparison is showcased between greetings in the French artist, who was raised in a western culture, Gustave Courbet’s “Greeting-Good Moring Mr. Courbet” and the hand-kissing the eastern culture, which is a showcase of respect and love. In this work, the concepts of Kissing, Indicators, Semiotics and Culture’s historical process is emphasized through the greetings ritual in Gustave Courbet’s “Meeting” and the culture of Hand Kissing in Eastern Culture. Certain images are added to emphasize and support this paper. This paper lines up with similar works that has come before it in terms of content, at the same time, it shall be a guide to studies that are going to come after it.

NiAl is a potential high temperature material due to its high elastic modulus, low density, high melting point and excellent oxidation resistance up to 1300°C. In this study, NiAl-34Cr-xNb (x = 0, 1, 3, 5) alloys have been successfully produced by electric current activated sintering (ECAS) method. ECAS method is a synthesis process where mechanical pressure is applied along with the electric current passing over the powders that are cold formed and compact after being placed in a mold. The microstructure and phase structures of the produced samples are characterized by scanning electron microscopy (SEM-EDS) and Xray diffraction (XRD). In addition, hardness and density were determined for characterization of the samples. NiAl-34Cr alloy consists of NiAl and Cr phases. Nb, which is added as an alloying element, has been determined as the 3rd phase in the structure due to its low solubility. Compared to NiAl-34Cr alloy, higher hardness value was obtained in samples with Nb addition.

Ottoman Empire took part in the Alliance States, which had been pioneered by Germany during the First World War. It had to sign the Armistice of Mudros on 30 October 1918 when the states he was allied with lost the war. With the seventh article of this treaty, the States of the Entente were granted the right to seize any province of the Ottoman state if they considered there was any situation that would threaten their security. Furthermore, the Ottoman Army was disbanded, receiving its guns and ammunition. Briefly, the Ottoman State had already been ended with this truce. The Allied States began to seize the Straits of Mosul, Iskenderun, Istanbul and Çanakkale, Thrace and Anatolia as of November 1, 1918, on the basis of the terms of this Treaty. Greeks also attacked West Anatolia according to the decision made at the Paris Peace Conference. These invasions proceeded fairly violent. The Greeks spread to Anatolia by burning, robbery, and murder. The occupations started to have the characteristics of annexation. Western Anatolia witnessed numerous humiliating and inhumane massacres. Such occupations have contributed to the awakening of national consciousness and the beginning of the national fight. What had the Greeks done that initiated such strong reactions and triggered the independence movements in Turkey? In order to address this issue, the aim of the article will be to discuss the events that took place during the Greek occupation of Western Anatolia.

Over the past almost 30 years UN peacekeeping operations have been consistently tainted by widespread reports of sexual assault, abuse and exploitation committed by peacekeepers. The fact that these peacekeepers, who are seen as a symbol of hope for so many in need around the world, could be further victimizing those they are intended to protect and help is a horrible situation to imagine not to mention live the reality of. This epidemic is exacerbated by the lack of ability on the part of the UN to put an end to these types of abuses. We will examine for the purposes of this paper the history of abuse and violations on UN peacekeeping missions, the measures taken by the UN to address the problem, outside suggestions for solutions, and finally address my personal views on how these issues can be solved in the long term.
