Cooperation between non-governmental sector and local government institutions delivering social services

Summary/Abstract: The authors analyse the social service delivery process in the municipalities of the Utena district, construct the co-operation models between municipalities and the non-governmental sector. Constraints and barriers of this co-operation are also discussed. Four presumptive levels of co-operation have been tested. The authors recommend to change the existing model of partial financing of the non-governmental sector and to introduce a contract model, as well as a social audit of non-governmental organizations.
