Summary/Abstract: The article describes the main goals of the Bologna declaration and discusses some debatable issues related to the results, losses and gains of the Russian universities which result from their transition to the new educational system within the framework of implementating the Bologna process. The author draws attention to the opinions of famous politicians and key figures in science and culture on the discussed issues.
