Methodological Grounding of the Formation of Districts

Summary/Abstract: According to the intention of the government, the lower-middle level administration system of districts, which were abolished in 1983, will be recreated by 2013. This paper presents the grounding process of the methodology of outlining this territorial system, with the design of a possible use of dynamic models with spatial data.
