Summary/Abstract: Anchored in John Locke’s apprehension of property, this article debates on the concept of citizenship as it is defined by the present Romanian Constitution. Our main thesis is that the Romanian state is not capable or is not willing to preserve the (private) property of his citizens (and their lives, as a part of their property) in the context of the floods that took place in the last few years.
