Summary/Abstract: The following study aims to offer a frame for analysis of the institutional conflict between president and prime minister that we witness in the last years in Romania. Our main thesis is based on the theory that the president in a semipresidential political sistem established by ambiguous constitutional articles tends to exceed his responsibilities, especially when the political majority is divided (in the case of the so-called „cohabitation”). The repetead interventions of the Constitutional Court show very clear that the Romanian political system needs to be reformed.
