Summary/Abstract: This paper is meant to study comparatively the European Parliaments, having as an illustrative model the British Parliament, and the U. S Congress in a cross-national analysis. These two types of legislatures will be compared from the perspective of the relationship to government, their viscosity (the capacity of legislature to constrain government in what it does), the legal measures that might be taken upon the executive, the role of political parties in delineating their major features.
