Efficiency and effectiveness of Human Capital Operational Program expenditure in the perspective of 2007-2013 in Poland

Summary/Abstract: The subject of this article is Human Capital Operational Program (HCOP) that included the entire intervention of European Social Fund (ESF) in Poland in the perspective of 2007-2013 and the main purpose is to determine the results of its implementation in Poland. A starting point is the presentation of the theoretical conceptions of efficiency and effectiveness in the economic and management science. In the following part of the article an analysis of progress is made in the implementation of the strategic objectives of the Human Capital Operational Program in the perspective of 2007-2013 in Poland. Then the macroeconomic models of the evaluation of EU funds are presented. The final section focuses on empirical research related to the effectiveness of EU expenditure within the regional component of HCOP in Poland. The paper uses current study literature related to efficiency and effectiveness and reviews the empirical research connected to Human Capital Operational Program which results have been published by the Ministry of Infrastructure and Development in Poland.
