European Social Fund as a tool of human resource development

Summary/Abstract: The subject of this article is the main instrument of the European Communities social policy – European Social Fund (ESF) and the main purpose is to show the ESF as a tool of human resource development. At the beginning the title concept used in the paper is explained. Then the historical description and the main areas of support for the European Social Fund are presented. In the further part the empirical studies are revised on the European Social Fund as a tool of human resource development in Poland and selected countries of the European Union. The last part indicates the limitations of the existing research and lists the possible directions of further exploration. Considerations of Polish and foreign literature studies were used from the field of the European Social Fund and the development of human resources as well as empirical studies in the section concerning the ESF, as a tool of human resource development, the results of which were published by the Ministry of Regional Development and the Polish Agency for Enterprise Development and in foreign periodicals.
