Analysis of the European Social Fund impact on the human resource development in Poland

Summary/Abstract: The subject of this article is the main instrument of the European Communities social policy − European Social Fund (ESF) and the main purpose is to determine the importance of ESF projects in the fields of human resource development in Poland. In Poland the document that included the entire intervention is Human Capital Operational Programme (HCOP) financed from the European Social Fund (ESF). A starting point is the expenditure evolution of the European Social Fund in Poland. In the following part of the article an analysis of progress is made in the implementation of the strategic objectives of the Human Capital Operational Program (HCOP), which embraces all ESF interventions. The final section presents future research directions of human resource development in Poland within the European Social Fund. The paper uses the economic background and reviews the official documents produced by the European Union to try to define the extent of the European Social Fund implementation in Poland.
