Summary/Abstract: The article will present the system for the selection of projects under the Human Capital Operational Programme covering the entire financial allocation of the European Social Fund in the second programming period in Poland. The main subject of the analysis will be key characteristics of this system, which according to the authors’ opinion, determine the level of quality and number of submitted applications. The whole discussion will be illustrated with examples of the provisions included in the operative documents and the statistics of selected programme calls.
