French Policy in Africa under François Hollande's Presidency

Summary/Abstract: The beginning of the relations between France of François Hollande with Africa is defined by an abnegation of Françafrique and by a willingness of relationship normalization, the opposite of Nicholas Sarkozy’s previous policy. Three periods follows the elections from 2012 and mark out the African policy of France. The so called period „Hollande 1” is defined by the effort towards relationship normalization, „Hollande 2” by the military interventions in Mali and Centrafrican Republic and ”Hollande 3” by an increase of economic diplomacy – as a result of the foreign trade integration into the Ministry of Foreign Affairs – and a more assertive promotion of the Francophonie in Africa. The African policy of France allows the highlighting of four main tendencies: the centralism of tackling crises especially by military means, efforts towards acceptance of French policy by the Africans, economic diplomacy and promotion of the Francophonie.
