Summary/Abstract: The international scientific-practical conference "Construction Entrepreneurship and Real Property" has been organized annually since 1985 by the Department of "Business, Investments, Real Estate". The theme of the conference "Construction Entrepreneurship and Real Property" has not changed since 2006, but the topics of the reports are current and wide-ranging. The main emphasis is placed on the problems of economics and construction management, territorial planning and real estate.The organizers of the conference express their conviction about the usefulness of the meeting between scientists, researchers, business representatives and students. The presented reports and the discussion on their issues, conclusions and recommendations in them will lead to theoretical and practical summaries that will be extremely useful and will contribute to the development of economic theory and business.

- Summary/Abstract:This study covers the concepts of rent and leases, according to the Bulgarian legislation and their growth factors: high labour productivity, EU agricultural subsidies and the growth in agrarian commodities prices. Furthermore, the relation between rent/lease and the value of agricultural land have been analyzed, as well also the dynamics and trends in their development for the period 2001 – 2022 in two Dobrudzha regions in Bulgaria. Finally, some main conclusions about the topic are presented.

- Summary/Abstract:The beginning of the 21st century was faced with the demands of the technical revolution 4, environmental problems and ensuring sustainable development. This situation is caused by the extremely rapid growth of the human population and the enormous use of natural resources. At the same time, over the past three years, the COVID-19 pandemic has slowed down the countries' economic development. To restore countries' economies, Recovery and Sustainability Plans have been proposed. - Summary/Abstract:The report emphasizes the unsatisfactory state of roadside easement zones in Bulgaria. A system of measures is proposed to overcome the lag in this direction. The measures cover a wide range of activities related to the management and maintenance of easement areas, namely: 1. Improvement of financing, through changes in the budgets of the responsible public entities; 2. Improvement of the organization by developing a standard and audit of the easement areas; 3. Improvement of control, through its parallel construction in all responsible structures.

The aim of the author in this report is to reveal the trends in the housing provision of the Bulgarian population and in the construction of new homes, and on this basis to try to predict the strength of these processes in the near future. The first part of the report examines the housing provision of the population of Bulgaria, and the second part – the new housing construction. The author's predictions are presented in the conclusion.

- Summary/Abstract:The various problems related to financial calculations are of great importance for the economic stability of all economic operators. One key element in this regard relates to determining the amount of repayments when withdrawing a loan. Borrowing (credit) is one of the most popular financial transactions and is undoubtedly present in the lives of most people in modern society. The most commonly used loans are consumer and mortgage. The report looks at long-term mortgage loans and ways of charging interest, not taking into account different fees set by banks. An analysis of the positive and negative parties was carried out when calculating the constant installment (annuity) for repayment of a long-term loan.

- Summary/Abstract:This article is an attempt to clarify the essence and range of the concept of solvency. The essence and scope of concepts such as financial sustainability, liquidity and leverage have been studied and clarified. Various options for solvency analysis are also presented - based on the ratios, coefficients and complex models for analyzing the risk of insolvency. The author has made an attempt to propose a complex model for the analysis of the solvency of construction companies, which combines the advantages of each one of the specified methods of analysis.

- Summary/Abstract:The sector of industrial (production and warehouse) real estate is one of the most important sectors of the real estate market in Poland, as well as in the countries of Central and Eastern Europe. On the domestic market, some transactions are international and are widely described in the reports of large companies analyzing the market, but on regional and local markets the situation is different. Resources in smaller markets, regional and local cities vary in terms of age, functionality and price levels. Moreover, on local markets real estate is more often purchased than rented. In this paper the authors aim to show what features of industrial real estate affect the investors' decisions in regional markets on the example of two markets in Poland: Kujawy and Southern Greater Poland. The study can help making investment decisions and may be important for active participants of the industrial market.

- Summary/Abstract:The research is focused on specific legal regimes and construction admissibility influenced by co-ownership or restrictive measures depending on the territory and land use such as protected areas and agricultural land. Attention is paid to the constructions of national projects and those in national heritage objects. The current legislation is followed and the differences from the general legal regulation are highlighted. Key issues related to the scope of the considered regimes and their resolution in current judicial practice are mentioned and discussed.

The authors aim to examine how changes in the sector affect the productivity of those employed in it, as well as to indicate the relevant conclusions and trends from the analysis. - Summary/Abstract:Every real estate transaction creates significant uncertainty for the parties involved. Considering it from a risk management perspective requires attention to potential conflicts and areas of conflict in the realisation of ownership relationships. In the real estate operations sector, this significant issue is particularly visible in relationships at all levels: industry, organisation, consumer. Almost every real estate transaction is accompanied by a variety of contradictions, which entail conflicts, failed transactions, dissatisfied consumers, bad image of the industry in general and of the profession of "broker" in particular.

- Summary/Abstract:The visualization of business in the digital space is a key management task in the modern conditions of digitization, globalization and dynamic business environment. Proclaiming the official company culture on the Internet is essential for improving the image of companies on the market and, as a result, the indicators of their activity. The objective of this paper is to outline the characteristics of the corporate culture of construction companies from the Varna region published on the Internet, their specifics and direction, and on this basis to propose some guidelines for its improvement, with a view to better visualizing the strategic organizational priorities of the companies in virtual space. The research tools used include descriptive statistical analysis, content analysis and comparison method. The obtained results show that the desire to proclaim the mission, vision, values and other elements of the official company culture is not very prominent among the companies studied, which prefer to disclose other information on their web pages.

- Summary/Abstract:Road noise is one of the main nuisance factors. Its negative impact mainly concerns resi-dential areas, which, located along transport routes, are exposed to spatial conflicts. Elimination of these conflicts requires spatial planning that integrates the economic, social and environmental spheres, which should be taken into account in planning studies shaping spatial policy in municipal-ities. The aim of this study is an attempt to assess the spatial-functional decision to locate a selected road project in the vicinity of an existing residential development in terms of road noise. In order to integrate the environmental and social spheres, a study of the acoustic annoyance of a selected road investment was prepared using direct acoustic measurements and a road noise perception study. A section of the Polish A1 highway was selected for the study.

- Summary/Abstract:The report researches the labor market in the Construction sector. It is one of the leading sectors in the Bulgarian economy. Regardless of the phases of the economic cycle in which it is lo-cated, construction has a significant contribution to the economic growth. It has a relatively constant share in the gross domestic product. At this time, it is one of the most sensitive to the economic crisis and shocks. It recovers relatively slowly. Labor migration and uncompetitive incomes further exac-erbate the negative trends. A leading trend in the development of the employees and the average salary in the sector has been identified. It is done a comparative analysis of the effect of the global financial and economic crisis on labor market indicators. Employment is found to be much more sensitive to the crisis than salary. Estimates have been done on the future values of labor market.

The sector is going through a digital transformation and updating its business practices, which are based on collaboration and information management, transparency in the exchange of data and contracts, and trust between participants in construction projects. Blockchain technology has the potential to significantly facilitate ongoing change. As an appropriate system for managing trust issues, it can ensure transparent, reliable and distributed information sharing as well as support effective contract performance in construction.

- Summary/Abstract:This article is an attempt to explore the impact of crises and especially the COVID-19 crisis on the working capital of construction companies. А research was conducted and the relevant indicators were calculated for 37 companies operating in the territory of the Varna region. As a result of the study there was found no significant impact of the crisis on the activity of construction companies for the period 2019 – 2021.

One such tool is leasing, which is widely used in many European countries. This article addresses the issue of the economic efficiency of leasing. The author tries to consider the methods of leasing valuation, presents the advantages of leasing over bank lending. The factors influencing the economic efficiency of leasing are indicated too.

The following effects of lockdowns, broken supply chains, rising inflation and geopolitical insecurity have increased the risk for the real estate investment activity, pressing the governments, in particular the US, to modify and increase their stimuli and support for the sector. The purpose of this report is to analyze current government stimuli in USA, which aim to preserve unemployment rate, deal with rising issues of housing affordability and growing mortgage delinquency rate, etc.

- Summary/Abstract:In recent years, the rapid pace of urbanization has led to the use of spaces below and above the earth's surface more and more often. This makes issues related to property rights, restrictions and responsibilities on properties with different functional purposes extremely important. On the other hand, the development of modern methods and technologies for spatial data acquisition provides ever greater opportunities for a detailed presentation of our surrounding environment and the performance of effective analysis. The possibilities for the realization of 3D cadastre are growing. Like traditional surveying methods, laser scanning, the use of unmanned aerial vehicles to create 3D models, the use of 3D cameras are becoming increasingly used in practice and are very effective. The amount of spatial information collected through the listed methods is much larger. This, in turn, necessitates their implementation in a spatial database and the development of methods and operations for their processing and analysis. The development of smart cities that use different methods and sensors to collect spatial information supports a number of administrative activities, effective territory management, development of sustainable policies for spatial planning and risk assessment.

- Summary/Abstract:The present study examines the recent legal changes in Bulgaria, which allow the easier construction of energy facilities for the production of electrical energy from renewable sources on roof and facade structures of buildings, the energy from which will be used only for own consumption. The prerequisites and reasons for the adoption of these legal changes are discussed. The changes in the various laws concerning the construction of this type of energy facilities are listed in detail, and their advantages and disadvantages are analyzed.

- Summary/Abstract:Real estate and its impact to the wider economy was in the centre of the global financial crisis from 2007/2008. Nonetheless, its inflation hedging characteristics as an investment asset are of strong interest to economists and asset managers. The performance of real estate assets in various economic environments has been subject to analyses which indicate that residential properties most successfully hedge their value against inflation. This paper includes a review of different countries’ housing markets and studies the development of the Bulgarian housing market and its performance against inflation after the recovery from the global financial crisis.

- Summary/Abstract:Factors influencing the investment policy of resorts on the Bulgarian Black Sea coast are multiple. Some crucial factors are the rule of law, the amount of capital, the aids, and subventions of the state, the taxation, the infrastructure available, the planning of destinations, the workforce as qualification, skills, and knowledge, the whole culture of the service provided, the popularization of the country as an attractive touristic destination, and, maybe the most important factor, it is the urbanization potential of the resorts themselves. However, the actual situation of the sector reveals not all of these factors are well considered and exploited both by the government and by the business. The following report aims to give some recommendations on how to improve the current state of the investment policy of resorts on the Bulgarian Black Sea coast.
