Summary/Abstract: The main goal of this research involves gaining insight into the current situation and the functioning of the social protection system in Serbia, including girls, young people women and women16 from rural areas, the target group that is at the center of the analysis. The specific objectives of the research are to identify and present barriers to access social services for the rural population. Further analysis deals with the needs, satisfaction with the services provided, as well as opportunities for greater participation rural population in the creation of social policy development plans. By research the needs of organizations and institutions that provide social services are also included protection and support, as well as opportunities to develop and improve their business and relations towards and with service users.

- Summary/Abstract:The findings of the desk analysis point to the fact that there are no special normative ones segments that would deal with the specifics of social protection and provision and monitoring of social services for women and girls in rural areas, nor provisions which respect the specific needs of the rural versus the urban population. Legal shortcomings are also a consequence of the lack of targeted studies and research that would processed in an intersectional way dimensions such as poverty, social exclusion, gender aspect and rurality.

- Summary/Abstract:Although they do not belong to the area of social protection, employment and education are areas which provide very important social services to citizens. Their importance is particularly reflected in the influence they have on the position of citizens and on probability the need to use some of the social protection services. Availability of education and the possibility of finding a job in rural areas of Serbia are aspects that paid extra attention in the semi-structured interviews conducted in the first phase of our research. In doing so, we paid special attention to the gender dimension access to these social services and the obstacles faced by women.

- Summary/Abstract:Numerous barriers stand in the way of people in need when accessing social services protection and support, and for some this access is occasionally and completely prevented. At the same time, it is difficult for women of different ages from rural areas to overcome obstacles and due to the maintenance of the traditional, i.e. patriarchal value system, especially emphasized in rural areas. With additional barriers to access members of ethnic minorities and persons with disability. Barriers combined with insufficient information about opportunities realization of social services undoubtedly influence the creation of (dis)satisfaction with institutions and organizations within the system of social protection and support. How would we understood the barriers encountered by people living in rural areas of Serbia, it is important to understand the wider framework of life circumstances in which the interlocutors live.

- Summary/Abstract:Information of residents of rural areas is an important element and prerequisite satisfaction with available social protection services. The connection between these two aspects is also visible from the findings of qualitative research based on semi-structured interviews with sampled representatives of the rural population in Serbia. Below will be exposed in which ways our interlocutors get information about necessary social services and what is their assessment of the existing services in to the extent that they had the opportunity to personally or indirectly meet the requirements in within the framework of the social protection system. At the end, the recommendations will be presented are based on the desired state from the interlocutor's point of view, which needs to be observed complementary with recommendations from the point of view of social protection service providers who will be exposed in a separate chapter.

- Summary/Abstract:The interlocutors were asked to identify themselves the possible types of help that would were available to needy persons in rural areas, which currently do not exist. It was also examined how the participants of the research see their contribution in the implementation proposed activities to help other persons in need, as well as whether such persons recognize in their surroundings. Finally, we tried to get the data in what way the immediate environment, primarily the rural community in which they live, can to engage in solving some of the mentioned problems and removing deficiencies.

- Summary/Abstract:A story from the daily practice of one of the representatives of the organization they deal with humanitarian and social work summarizes several prominent problems of poverty in Serbia. The problem is social exclusion - the absence of personal, family, but and social structures that would support people, which results in worsening acute or permanent situations of personal sensitivity and socio-economic deprivation in which that person or target group finds. Viewed from the point of view of human rights, possession proof of one's own existence is a prerogative for the practical realization of some human needs, and the story we have just seen begins with the violation of Article 6 of the Charter of human rights of the United Nations (UN, 1948).

- Summary/Abstract:Contrary to cooperative relations, and as one of the great obstacles to optimal ones models of performing social work show a competitive relationship in the negative sense and competitive relationship that sometimes supports the offer through healthy competition, but often hinders cooperation due to the condition of independent financing organization of the service. These relationships mark the interaction of public organizations sector with CSOs, but also civil society organizations with each other. While healthy competition between organizations encourages and inspires interlocutors to offer new opportunities for enriching the content they offer and exchange with users, negative competition leads to mutual distrust and losing opportunities for cooperation and opportunities to jointly expand the range of services.
