Summary/Abstract: A collection of articles from the field of political anthropology in the context of African studies, covering history, culture and politics in Africa. The authors present the development of political anthropology from a historical perspective. They look back on the figure of Georges Balandier and analyse his works. The also write about customary law in refugee camps, events connected to the end of the war in Algeria, the modern history of both Sudans and about the “politicalness” of the filmmaker and anthropologist – Jean Rouch.

- Summary/Abstract:This paper is devoted to the impact that history and political anthropology have on one another. It presents the thoughts and experiences of a historian of political systems in precolonial Africa, who has been collaborating since the 1970s with the milieu of political anthropologists. The author describes the differences in the development of the two scientific disciplines, their various areas of research, and the different methods they use. He also discusses the removal of the time factor in comparative anthropological studies and the possibility of using this method in historical studies. In addition, he uses examples of studies of chiefdoms and Early States and discusses the problems with borrowing anthropological terminology by historians.

- Summary/Abstract:The book Daily Life in the Kingdom of the Kongo from the Sixteenth to the Eighteenth Century was one of first works describing in detail the organization of the Kongo Kingdom and its society. Georges Balandier described the kingdom in the context of cultural, political and economic confrontation between Europe and Africa. According to him, the European influences weakened the kingdom and its Christianization was superficial. Balandier was influenced by the ideas of the epoch of the colonization of Africa. He considered the early modern European policy towards the Kongo to be similar to the one in the 19th century and the first half of the 20th century an era of colonial expansion and colonial times.

- Summary/Abstract:The text focuses on the “politics” of Jean Rouch (French filmmaker and anthropologist), which was reflected in the sphere of action rather than declarations. One of the main issues discussed is the empowerment of his African friends, collaborators and actors. The author concludes that enhancing their agency was, in fact, a complex and difficult process. The author claims that the fact that Oumarou Ganda – a migrant worker, the main actor in Moi, un Noir, and then one of the first African film directors – distanced himself from the film made together with Rouch as well as from Rouch himself (thus “freeing himself” from the colonial and hierarchical relationship) one can read as Rouch’s biggest (though probably unintentional) “political” success.

- Summary/Abstract:Refugee camps are not free from internal crime that must be fought against. This raises the question of how should it be done on the basis on what law? The 1951 Convention on the Protection of Refugees obliges nations to respect the law of the host country in whose territory the camps are located. In the case of Kenya and some other African countries, their authorities have almost completely withdrawn from using their own state law in the camps in favour of UNHCR and its executive partners, who in turn, have withdrawn from enforcing international law. According to the author’s research, customary law rules in the camps.

- Summary/Abstract:The article considers the intersection between legal pluralism and the international refugee regime in Somaliland. The author claims that UNHCR is reluctant to embrace legal pluralism as a tool of international protection activities. However, the field research shows that the living law should be considered to be the only effective mechanism of dispute resolution in the region, including the majority of all legal cases in the refugee camps administered in the field by the protection cluster system.

- Summary/Abstract:For decades the issue of Harkis was not present in the public debate in France. It has only changed in the 21st century when the French Senate passed the resolution establishing 19 March as the remembrance day of the victims of the French-Algerian war, which was more than fifty years after these events. However, thanks to some recent elaborations of some French scholars and the specific pressure from the community of the Harkis, the secret of the events related to the end of the war in Algeria, which had been hidden from the public, has been revealed.

- Summary/Abstract:Political culture remains on the margins of the politological, historic or economic analysis of Sudan and South Sudan despite its major influence on the dynamics of developments both within and between the two states. The author analyzes selected writers’ and practitioners’ views on the essence of state–citizen relations, schemes of the political system’s participants’ behaviour and patterns of renegotiating the rules of social living on the grassroots level. This could allow political culture to be lifted to the status of an autonomous object of research in relation to the Sudans, which would supplement the description of their politicalness with an important dimension.
