According to the Report published by World Economic Forum, the most important risks identified for 2010 are the instability in Afghanistan, the problem of Palestinian territories and relation with Israel, as well as the developments in Iraq. The background from Afghanistan reveals as the biggest present dangers the rapid and uncontrolled disintegration of the security environment inside so-called AfPak, increasing radicalization within Pashto regions from both states and extending anti-American feelings across the area. Despite the fact that international actors declare stability as the premise for Afghan rebuilding, law enforcement, combating insurgency and the fight against corruption are essentials in order to solve the problems of this country, in the context in which there is an evidence the fact that authorities from Kabul are not able to assure their own security for short or long term.

More...This paper aims to present some perspectives concerning the integration of the environment into the study objects of sociology. First and foremost, the statute and evolution of the field of environmental sociology are outlined. This field of knowledge has appeared during the .70s in the USA, later in Western Europe, and till now is weakly represented in Romania; however some processes and phenomena which are situated at the edge of the social and the environmental (e.g. climate change, sustainable development) would call for such integrative perspectives. The article brings a number of arguments concerning the pluri-, inter- and transdisciplinary patterns of socio-environmental approaches, respectively insists on the need to create more inclusive disciplinary frameworks, both concerning the social and the environmental sciences.

Was die Antroponymen von südwestlicher Temeswar betrifft, unterscheidet man zwei unterschiedliche Systeme, die sich gegenseitig beeinflusssen: das offizielle System und das volkstümliche System. Das offizielle System setzt eine Anlage voraus, die aus Familiennamen und Taufnamen gebildet ist. Der Familienname, von allen Mitgliedern derselben Familie getragen, ist ein erblicher und ein fester Bestandteil. Die Taufnamen oder die Vornamen repräsentieren die Basis der Onomastik. Sie können in zwei großen Gruppen klassifiziert werden: die christliche oder die hagiographische Gruppe und die weltliche Gruppe. Im Bezug auf Beinamen und Übernamen, die dem volkstümlichen System angehören, die Terminologie ist uneinheitlich, man benutzt sowohl die beiden Wörter, als auch nur einen Terminus. Die suggestiven und die expressiven Übernamen haben eine wichtige antroponymische Funktion, weil sie nicht nur Namen bezeichnen, sondern auch die Verschiedenheit und die Identifizierung der Menschen. Das onomastische System wurde in seiner Entwicklung, von den ersten Urkunden bis zu unseren Tagen verfolgt.

The offensive in the direction of a real legislative novelty, of a New Civil Procedure Code which affirms in a different manner the already established institutions pales, in a more thourough analysis, in front of the consistency of the lawmakers of Law no. 134/2010 in connection to the 1865 Civil Procedure Code. Of course, we do not deny the existance of a legislative contribution of Law no. 132/2010 to the current Civil Procedure Code, but, rather than otherwise, we are in the presence of punctual novelties than a new civil Procedure Code da capo al fine. We do not want to criticize this aspect, on the contrary: the normative patrimony of the 1865 Civil Procedure Code does not have to be ignored, but brought up to date, to the current legal reality.

On rights and duties of the Romanian Greek-Catholic Church’s metropolitans in the second half of the 19th century. The establishment, for the Romanian Greek-Catholics, of the metropolitan province of Făgăraş and Alba, in 1850–1853, brought for the first time in the attention of the Holy See the problem of metropolitans’ rights and duties. As a newly established canonic institution, the metropolitan and its officials were to be abided by a juridical-ecclesiastic status which would conciliate, to the best of one’s possibilities, the stipulations of the Eastern canonic law with the prerogatives and the duties of Roman archbishops. The lack of some stipulations on that matter in the metropolitan’s establishment bulla led to the fact that the debates and controversies on the metropolitans’ rights and duties in the Romanian Greek-Catholic Church lasted more than two decades from the establishment of the metropolitan province. It was until the first provincial synod in 1872 that the Holy See, by the instrumentality of the De Propaganda Fide Congregation, decided the problem concerning the metropolites’ prerogatives and duties in the Romanian Greek-Catholic Church. The issued profile proves the fact that the tendency generally evinced by the Holy See was that of visibly restraining the metropolitan authority and subordinating it to the specific limits of Roman archbishops. In the case of the mitre in the Romanian Greek-Catholic Church, Rome’s repeated interventions finally led to a new institutional reality which no longer held but partially the rights and the prerogatives of the Eastern metropolitans.

During the four decades of communist rule in Romania, the state policy towards ethnic minorities has undergone many stages of manifestation. In the first phase of the Romanian communism, the ethnic policy of the authorities fully followed the Soviet model. In our case studies of ethnic minorities in Romania during the ‘40s and early ‘50s there were observed positive effects of the legal provisions on the cancellation of the previous ideological restrictions regarding minorities. A new stage begins towards the end of 1956 and extends to mid-70s when the rapid process of urbanization also results in a rapid change of the ethnic structure of cities.

It is a survey of Romanian bibliography of the subject at which the author add some unpublished documents from the Securitate Archives and his considerations about them, as well as about the officially statements of the times. The conclusion is offered by underlining the absolute contrast between the communist regime propaganda, inclusively in her religious aspects, and the truly feelings and wishes of the simples citizens, what prove the great unpopularity of the “people’s Father” and of stalinist system in Romania and the radical cleavage between Nomenklatura (even the Orthodox Church hierarchy) and the majority of the nation, mirrored also in the metamorphosis of the cult of the leader during all the communist age.

Le présent article analyse l'incidence du principe de non-discrimination en matière d'accès à la magistrature et à la carrière de juges et de procureurs vu par la jurisprudence récente de la Section de contentieux administratif et fiscal de la Haute Cour de Cassation et de Justice, à partir de l'hypothèse que la pratique judiciaire est le premier récepteur de la dynamique du phénomène administratif et qu'elle est posée plus rapidement en face de la provocation d'encadrer du point de vue juridique certaines réalites inédites, qui vont, ultérieurement, être fitrées par la doctrine.

This article studies, from a critical viewpoint, the semantic phenomenon of tautology, making use of high-frequency individual quote and empirical data. The aim of the analysis is to determine, in a qualitative way, how "efficient" for everyday discourse the tautologic structure is, taking into account the multiple uses of such patterns, as the basis for contextual functioning and as a device for articulating new meanings.

The main objective of the research is to compare the linguistic development of first (L1) and second language (L2) learners from a dual perspective: 1) stages of acquisition (young children – pre-schoolers – primary school pupils – basic school pupils – upper-secondary school students – adults) and 2) levels of proficiency (A1 – A2 – B1 – B2 – C1 – C2). The intersection of these two coordinate systems forms the general framework on the basis of which one can describe the written and oral language use and linguistic development of L1 and L2 learners of Estonian performing similar communicative tasks. The results of the research should give an overview of the similarities and di! erences in the stages and proficiency levels of language acquisition in the L1 and L2. They should help researchers understand in what order and in what manner language learners create and use new linguistic structures; whether L1 and L2 are acquired in paral lel, and if yes, then to what extent this is so; what is the role of the frequency, transparency, grammaticality and acceptability of linguistic elements and (idiomatic) constructions in language acquisition; and to what extent learners rely on rules or analogy in language acquisition.

In describing folk cultures, documentary resources such as the oral traditions and craft artifacts appear generally to be forms of „saying” and, respectively, „making” one’s ethnic identity. Thus, the hypothesis according to which vernacular evocations could contribute to the restoring of some specific community origins (either legendary, or historical ones) is accompanied by the assumption that artifacts would reflect certain cycles of events responsible for cultural developments and trajectories of the ethnic groups, once the founding of them – mythical or historical – would have occurred. Narratives and the material culture are obviously interdependent with each other, within either historical or ethnographic contextualization, since the legends and the life histories come to be „illustrated” in the ornamental artisanship, while the techniques of traditional arts are learned and passed on by „word of mouth” and by an ethno-folkloric recognition of past craftsmen’s contributions. In my paper, ethno-cultural belongingness has, therefore, to be validated based on the local coherence and substantiation of ethnicity, first in the framework of several minority groups that have been investigated in the course of our current research (the Căldărars, the Lipovans, the Rudars, the Saxons, the Szeklers, the Tatars, and the Turks), and then in the cross-cultural interpretation of them.
More...This article is addressing the problem of the “popular doctrine”, as it is considered the ideological line of Europe People’s Party. It sets the doctrinaire problems regardning the gap between Christian-Democrats and the so-called “Populars”, by following the historical timetable of EPP. For the Romanian popular current, the history is shorter, and the market is dominated by the battle for the EPP membership. The conclusions of the article are that one cannot identify popularianism with Christian-Democracy, and given the context of European integration, the evolution of Romanian parties represents a benefit for the broader political life.
