Within the process of transition to democracy and stabilization of democracy in Slovenian public governance there are numerous processes of modernization. These changes all the more indicate the problematic of governmental, that is organizational culture in public government, since the majority of attempts for modernization of government indirectly or directly relate to questions of governmental culture, which is connected with introduction of changes of behavior and values of the employees. Thereat, the key role has the governmental management with the consistent values such as public vision of goals, perfect communication, and excitement about introduction of changes. Addendum on the example of used methodology from the economy, SiOC (Slovenian Organizational Climate) represents an approach to changes in the modernization of the state through the concept of organizational culture, climate, and satisfaction of employees, which gives the governmental management the challenges for future thinking. Represented approach to the development of human capital in an organization enables also comparisons of economy and public government and there is no reason that in public government in this field we deal differently than in economy.

Orientation to policy as a key notion in the analysis of the government’s efficiency has its sources in Anglo-Saxon systems of representative government. Some of the key culturological norms of this mode of government, which include confrontation of positions, hierarchy, and selection, are the foundation of numerous works about public politics, usually defined as a process of selection of legitimate and responsible government’s officials. There is also, however, a discourse opposed to this, which emphasizes government’s restrictions based on hierarchy, and policy is above all looked at as a structured interaction. These two opposed standpoints are interrelated and cannot be considered separately. It can, however, be said that considering the relation between the two approaches there are considerable differences between Anglo-Saxon systems and systems existent in other countries of the Western Europe. This way a question is also posed about the meaning of policy and public politics in other political systems, for example in South-Eastern Asia or ex-socialist countries of the Eastern Europe.

Presuppositions of Croatia's accession to European Union

In this article, on the example of Croatia, the author considers the question whether the entrance into a multi-national community means loss of national sovereignty, considering the fact that membership in the European Union presupposes that members in certain spheres of economic and political life acknowledge the Union’s sovereignty and primacy of its legal system over the legal systems of the member states. Answer to the question the author connects to the widely accepted statement from the beginning of 1990s that the collapse of the communist governmental systems and establishment of the order of freedom is possible to overcome only by establishing nation-states. Since it turned out that governmental order established in Croatia after that had a whole series of non-democratic elements, the author considers the validity of the thesis that the realization of values connected to the order of freedom is possible only through accession to the European Union. In order to answer these questions, the author considers the meaning of the notion nation-state, invocating works by the leading European researches of the notion.

Regional Political Parties and Citizens' Pro-European Orientation: Case Study of Istria

Results of the public opinion inquiry about the orientation of Croatian citizens towards the EU which is since year 2001 regularly conducted by the Ministry for European Integration (MEI) twice a year, show that the orientation of the citizens of Croatia in favor or against accession to the EU constantly changes, but also that it substantially differ within particular statistical units, i.e. Croatian regions, that is counties. Quantitative comparison and statistical analysis, for all eight public opinion inquires in totally six Croatian statistical units, indicate that Istra and Primorje-Gorski Kotar Counties declared in the observed period, from year 2001 to 2004, in average the highest degree of Euroskeptical orientation of their citizens…

During less than a decade and a half Slovenian public administration experienced more changes than previously during a longer period of time. Causes of the reformation processes were different. The firs one is certainly in political changes in Slovenia during the second half of 1980s. Democratization brought also about other processes, among others also independence of the Republic of Slovenia from a previously common state. Emergence of a new state is the other reason for radical changes. Third ones are certainly preparations and entrance of Slovenia into the European Union. Already in the introduction it is necessary to stress the opinion of the author that the reform I write in the continuation of the article is not a completed act. Not only because it is still not completed, but because the changes of public administration are a permanent process. Pubic administration is a system which needs to constantly adapt to social changes.

European Constitution and System of European Union

This article gives the evaluation of the European Union’s Constitution from the position of theory of political system of European Union, one of the most relevant approaches within the political theory of the European integration. Analysis is directed only to parts of political system, not also to its wholeness – which should, states the author, encompass all four elements of the system: institutions, processes, actors, and values. Independently from the range of analysis influence of the European Constitution to further development of European Union can, however, believes the author, be in a great degree evaluated. In a “never completed” dilemma between federalism and inter-governmentalism this Constitution strengthens some of federalist characters of the EU, and a new balance of these two opposite concepts is being established in favor of more defined federalist solutions.

Since signing of the Maastricht Contract until the European Union Summit in Belgian Laeken and Convention about the Future of Europe from October 2001 there are debates about the relation between integration and sovereignty of the European Union member states. In political choice of the arrangement of the free trade, we analyze social integration as a mechanism of reduction of comparative advantages of countries excepted from the integration. Debate about the development of multilateral institutions and political consequences of their expansion we contextualize within the classical cooperative theory of play. First we analyze the approach of inclusive formation as a simple process in which all potential members of multilateral institution are called and when there are no changes of preferences. On the other hand, sequential construction is characterized by the process consisting of several phases in which multilateral institution only gradually grows up, and decisions abut acceptance depend on whether acceptance of new members will lead to instant benefits, and not on expectations of future benefits. In the context of controversies about whether integrations propel supra-national or international factors, we analyze the development of the EU in direction of horizontal relation between market and a state, and vertical relation between the Union and member states. These both perspectives agree that the core of Roman Contracts consists of common market, four freedoms, and right to competition and that the Union is established for the purpose of creation of common market, and in realization of these tasks it uses limited authorities. Differences are, however, in that the first position considers that through new politics of the Union foundations of the subsequent discretionary penetration into the market are established, while for the other creation of common market represents only one step which leads to European social state for the purpose of institutional balancing of the European construction. The idea of European Constitution is understood as one more effort in preparation of institutions and legal guaranties which are to facilitate creation of unity. We analyze the proceedings of decision-making and relations of strengths. The article ends with one more attempt of therapeutic reformulation of the existent relation between Croatia and European integrations, in which it is emphasized that integration is not a formula for solving all our problems and cannot be a substitute for successful politics of development.

Contemporary comparative politics: how to structure the knowledge?

In this article a survey of contemporary approaches to comparative politics is given. Comparative politics is defined as a discipline (branch) of political science, together with political theory, national politics and international relations, and sometimes public politics. In the article special attention is given to paradoxical fact that comparative politics, independently from its place in the structure of contemporary political science, in Croatian political studies was a neglected discipline for years. The article strives to explain reasons for such a condition through misapprehensions in understanding comparative politics, which emanated mostly from connecting comparative politics to international relations. Beside that, the article also points out a series of contextual obstacles which made it difficult to develop comparative politics as a separate discipline in Croatia. In the middle part of the article a detailed review of most relevant approaches to contemporary comparative politics is given. The first approach is directed towards creation of encompassing text-books of comparative politics containing reviews of theoretical and methodological foundations of the discipline, its main topics, and representative countries, groups of countries or regions. The other approach is limited to the review of methodological and thematic sphere of the discipline, without studies of individual countries in which the general approach would be particularly demonstrated. The third approach is based on selection of the main topic, key problem, or theoretical unit, such as democratic politics or nation-states, on which the whole methodological approach is later demonstrated. The fourth approach is particularly concentrated on reviewing theoretical approaches to comparative researches while methodological problems remain in the background. The fifth approach is opposite to the fourth one, since it is particularly concentrated on methodological problems of comparative politics, such as considerations of general strategies of comparative researches. The sixth approach is mostly distinguished from the previous ones and it is the most correctly called studies of national politics in comparative perspective. At the end, the seventh approach consists of a sort of additional theoretical-methodological “construction” of a to a certain degree whole and coherent guide-book for comparative politics from a series of special studies which emerged in various periods of time.
