Najgorszą rzeczą, jaka stała się w ciągu tych ostatnich dwudziestu kilku lat, było przechwycenie narracji emancypacyjnej przez neoliberalizm. Narracja emancypacyjna odwoływała się do wstydu za dyskryminowanie rozmaitych mniejszości. Jej celem było przywrócenie im miejsca w historii i prawa w teraźniejszości. Wnioskowanie neoliberalne podłączyło się pod ruch emancypacyjny; wykorzystywano dawne przypadki nietolerancji, wskazując, że zawsze dopuszczały się ich podmioty zbiorowe – naród, wspólnota religijna. Dyskurs neoliberalny przekonywał: „Przestańcie tworzyć zwarte «my», bo to zawsze kończy się jakimiś prześladowaniami”. A rozrzedzanie „my” sprawiało, że zbiorowość zamieniała się w sumę jednostek. Ponadto, jeśli na wcześniejsze rozumowanie spojrzymy z perspektywy mniejszościowej, otrzymamy wniosek: największym pragnieniem wszelkich mniejszości jest to, aby zostawiono je w spokoju. Albo jeszcze wyraźniej: „Nie próbujcie pomagać Innemu, bo wyrządzicie mu krzywdę”. W rezultacie „my” ulegało rozluźnieniu, a zasadnicza energia motywacyjna pchała ku samodzielności. Niesamodzielność i oczekiwanie pomocy nabierało cech wstydliwych. Wystarczy wspomnieć pamiętny reportaż filmowy Arizona, w którym widzieliśmy zapijaczonych mieszkańców popegeerowskiej wsi. Była to idealna projekcja neoliberalnych życzeń – obraz społeczności, która sama sobie jest winna, bo wzięła się do picia, zamiast do pracy.

Cieplak: "Ale przecież nikt nie mówi, że wszyscy Polacy są zbrodniarzami. Są pośród nas zbrodniarze i święci, tchórze i bohaterowie. Odcinanie się od istniejącej niemal od początku świata, wpisanej w człowieka, ciemnej strony to po prostu dziecinada. Nie rozumiem, dlaczego krytykowanie pewnych faktów w naszej historii czy krytyka Kościoła tak często traktowane są jako atak na polskość, Kościół i w ogóle chrześcijaństwo. To jest wylewanie dziecka z kąpielą, a wynika z przewrażliwienia, słabości i kompleksów. To tak, jakby przywoływać biografię świętego Piotra bez jego zaparcia się Chrystusa albo żywot świętego Pawła bez jego zaangażowania w prześladowania pierwszych chrześcijan. Ewangelia dlatego jest tak wspaniałą i niezwykłą historią, że ukazuje jedno i drugie. Ewangelia rozumie słabość i upadek tych ludzi. A mimo to są oni święci. Dlatego to jest takie mocne. Słobodzianek: "Piotr Cieplak mówi o dziecinadzie, a ja uważam, że jest to cyniczne odwoływanie się do zdziecinniałej Polski, przemyślana próba wprowadzenia jej do popkultury, aby na polskich kompleksach próbować trzepać kasę. Śledzili Panowie dyskusję wokół filmu Historia Roja? Prezydent Duda powiedział, że jest to film, który otwiera nową epokę w polskim kinie. Pojawiły się nawet t-shirty z „Rojem” i inne gadżety. Wszystko w nadziei na zastąpienie „Rojem” – Che Guevary, bo aktor w tym filmie też ma rzadką bródkę podobną do bródki Che. To nadzieja, że lewicowego mordercę zastąpi się prawicowym.

Dzięki technologicznemu otwarciu na nieskończone uniwersum obrazów wiemy obecnie dużo lepiej, czego należy się wstydzić. Co wyłączyć z projektu „Polski zmodernizowanej”, żeby zyskać akceptację w oczach zachodniej nowoczesności, która od dwustu lat ewoluuje i wypluwa z siebie mniejsze i większe utopie estetyczne. Z cudzego dorobku interesuje nas głównie widzialna powierzchnia: problem widoku – wolnej od azjatyckiego nadmiaru i obciachowego anachronizmu przestrzeni publicznej – stał się w ciągu ostatnich kilku lat częścią narodowej machiny pedagogicznej. Propozycję części oświeconej klasy średniej i intelektualistów można sprowadzić do prostej formułki: Polacy muszą zrozumieć, że to, co widzą za oknem, pochodzi ze zdegradowanego porządku przeszłości – obskurnego PRL i liminalnych lat dziewięćdziesiątych. W krytycznej refleksji – jeśli się na takową zdobędą – mają przeanalizować własne estetyczne nieokrzesanie, brzydotę, skłonność do bałaganu i niedorobienia – i pokryć się rumieńcem wstydu. Wstyd Polski progresywnej łączy się z wezwaniem do totalnej przemiany – przeprojektowania i wyczyszczenia krajobrazu. Zmycia brudu „bilbordozy” i „pastelozy” z naszych miast i miasteczek, i wstawienia w jego miejsce modernistycznego umiarkowania. W imię wyobrażonej nowoczesności, bo tej prawdziwej przecież nigdy nie mieliśmy.

Zawiera teksty, notatki i felietony z wielu lat podróży autora do krajów ubogiego Południa (Brazylia, Kolumbia, Kenia, okupowane Terytoria Palestyńskie, Strefa Gazy, Sudan Południowy, Egipt, grecka wyspa Kos, Honduras, Salwador, Gwatemala, pogranicze USA i Meksyku, Tajlandia, Birma).Lektura Wykluczonych jest sporym wyzwaniem. Nie tylko ze względu na drastyczne, niekończące się opisy ludzkiej nędzy, przemocy, gwałtów, dyskryminacji, jakiej podlegają nieprzeliczone grupy i jednostki na całym świecie: pozbawione prawa do normalnej, ludzkiej egzystencji, z powodu pechowego miejsca urodzenia lub nieodpowiedniej przynależności etnicznej czy religijnej. Ta książka jest wyzwaniem, ponieważ – jeśli potraktujemy ją poważnie – jedynym sposobem racjonalnej, ludzkiej reakcji na nią musi być jakaś przemiana wewnętrzna w czytelniku. Czytelnik, który po prostu „zalicza” tę książkę, stawia się od razu w jednym szeregu z żądnymi sensacji turystami, którzy udają się na komercyjne i pełne adrenaliny wycieczki do stref wojny (opisane w rozdziale Syty człowiek szuka jądra ciemności), by potem – nasyceni drastycznymi obrazami – spokojnie wrócić na swoją kanapę. Taki czytelnik pozostaje w cichej komitywie z nieprzeliczonymi obojętnymi z lepszego świata, których obojętność w największej mierze przyczynia się do trwania wszystkich opisywanych w książce odmian wykluczenia.

Sytuacja międzynarodowa także skłania, by snuć czarne scenariusze. Jak ktoś słusznie napisał w internecie: kiedy już będzie wielka Ameryka, wielka Rosja, wielka Francja, wielka Anglia, wielka Polska, wielkie kraje arabskie – wówczas musi się okazać, że Ziemia jest dla nich wszystkich za mała i wybuchnie taka wojna, że żadnemu entuzjaście wielkości swojej ojczyzny nawet się o niej nie śniło. Historia, której nauk się za pierwszym razem nie zrozumiało, rzadko po prostu każe repetować klasę; nauczycielką jest krwawą. A jednak piszę to wszystko w jakiejś mierze wbrew sobie, wbrew upartemu głosowi ufności z wnętrza mnie. Urodzony w roku kryzysu kubańskiego spontanicznie zakładam, że instynkt samozachowawczy ludzkości jest dość silny, nawet jeśli w XX wieku zdawało się parokrotnie, że zawodzi. W dodatku Ewangelia każe o przyszłość doczesną niepokoić się w ograniczonym stopniu: „Nie martwcie się o jutro, bo dzień jutrzejszy zatroszczy się o siebie. Każdy dzień ma dosyć swoich kłopotów” (Mt 6,34). Z tego ostatniego zdania można zresztą wnosić, że nasze lęki to składnik dzisiejszych, a nie przyszłych naszych problemów, że lęki utrudniają nam roztropne działania dzisiaj, a nie zapowiadają trudności, które dopiero nadejdą.

In this paper we deal with the issue of postcolonialism in the novel The Remains of the Day, by Kazuo Ishiguro. Postcolonialism is transposed to the field of international relations by the events described in the novel. We will observe the relationship between Britain, on the one hand, and France, Germany and the United States on the other, respectively. The fictional events point to the real-life events that surround the fall of the British Empire. This makes The Remains of the Day historical metafiction. The rise of America is also presented, describing its establishment as a neocolonial force. Thus, we shift back and forth in time; Ishiguro introduces three temporal levels – the past, or the time of Darlington’s international conference, the present, or the time after the Second World War, lived by Stevens, and the future, which is presented metaphorically through the events in the novel.

The purpose of this paper is to analyze the conditions behind Polish participation in the European Union’s military operations in Africa. The author attempts to describe the evolution of the Polish position on the concept of the Common Security and Defence Policy. The text presents the Polish experiences, gained during operations, and assessments of the outcomes of Polish involvement, against the declared priorities of Polish foreign policy. The author also points out the main causes of changes in the Polish stance against further involvement on the African continent. She draws attention to the transformations within the EU and their reception by the Polish government.

The development of a field of studies such as our own, Kurdish studies, depends to a large extent on the existence of an institutional infrastructure of specialised academic departments, libraries, journals, etc. Only very few academic institutions in the world have a well-established tradition of Kurdish studies, and not surprisingly they are found in those countries that have had an imperial interest in Kurdistan: Russia, Great Britain and France. The general marginalisation of area studies in academia in favour of the more strictly discipline-oriented organisation of academic research has affected these established institutions too. The best specialised libraries in Europe are not in universities but in private Kurdish institutes in Paris, Stockholm, Berlin and Vienna, and they were established and funded by members of the Kurdish diaspora with incidental governmental support.

Ownership changes in state-owned companies were part of the political transformation that started in Poland in the late 1980s. Ownership changes affected the production shipyards, which influenced Poland’s economic development and earlier had been symbols of political importance. The ownership changes taking place in the Polish shipyards depended on the decisions made by Polish governments, but also on the situation on the global shipbuilding market and the fact that later Poland was to join the EU. Therefore, the changes attracted the attention of many politicians, academics and Polish society, arousing emotions, disputes and controversy. The aim of this paper is to analyze the policies of successive governments in terms of ownership changes in the shipbuilding sector. Attention is focused on the factors that affected the privatization of the Polish shipyards. While analyzing the policies of Polish cabinets concerning the ownership changes in the shipyards, we wanted to find the answers to the following questions: did the Polish government work out a coherent concept for changing the ownership structure in the shipbuilding industry? What decisions were made by successive Polish governments in order to reprivatize the shipyards? The study used comparative, decision-based, institutional, legal and statistical methods. Particular attention is paid to the process of reprivatization of the shipyards after Poland joined the EU. The examples of reprivatization in the shipyards of Szczecin, Gdańsk and Gdynia are given.

The paper explores the reasons behind and the development of the EU Common Security and Defence Policy (CSDP), and its advantages and disadvantages that have emerged in the process of its formation and implementation. The transformation of the CSDP according to the Lisbon Treaty and the prospects of its operation in Europe are highlighted. Special attention is paid to the issues of improving the CSDP in the context of new threats to regional and global security. The place and role of the Baltic states in the CSDP are analysed. The position of the Baltic states in NATO, based on greater confidence in the institutions of NATO and close cooperation with the United States is considered. The basic threats and security challenges for the Baltic states nowadays are de- ned, including possible aggression from Russia, which is broadcast through the mainstream media as a reaction to the idea of protecting the Russian-speaking population of the Baltic states and the establishment of “geopolitical balance through their return to the Russian sphere of influence.”
