The parliamentary elections of 20 May 1990 were rather a referendum to confirm Ion Iliescu’s victory over Nicolae Ceausescu than a moment of choice between the FSN and the opposition parties. The Romanians came to the vote in a very large proportion to express their love for Ion Iliescu, and the «University Square phenomenon» contributed unintentionally to the huge electoral score of Ion Iliescu and FSN. The result of the vote was an option for perestroika, a kind of liberal communism. The resulting parliament was the best in post-communism because it came from the Ceausescu’s regime of technocrats.

In the development of Intellectual Property Rights (IPR) two international bodies play a major role namely the World Trade Organization (WTO) and World Intellectual Property Organization (WIPO). In the early 1990 two main events took place, one regarded the dynamics of the international political system and the other the implementation of a new treaty. Regarding the first aspect the beginning of the‟90 brought the fall of the communist regimes in the Eastern Europe and parts of the communist regimes around the world. The orientation towards a democratic and capitalist political system pushed these states to adhere to the international organizational system and, thereupon, adopt also the IP rights system. On the other hand, the establishment of the WTO and the implementation of the Marrakesh Agreement which include the Trade Related Aspects of Intellectual Property Rights (TRIPS) generated an interest for all GATT and GATS members to develop stronger IP rules. The article follows these political changes and the international implementation of new acts in the field of IPR in the ‟90 in order to determine how the political changes following the end of the Cold War affected the IP system.

The article discusses the election process in Bulgaria in 2016. It is conditionally divided into two parts. The first is related to legislative changes that take place in the middle of the year, while the second examines the results of these changes that occur in the form of electoral violations and irregularities between the promulgation of the election date until the final outcome of the vote. This approach shows the existence of connection between the individual events as often irregularities in the election process are caused by changes in the electoral legislation.

This article focuses on the concept of European integration (the EUROINTEGRATION-concept) as anintegral part of the EU philosophy, policy, and overall worldview which is of prime interest for contemporaryUkraine that is currently undergoing a set of political, economic, and sociocultural transformations on its way tobecoming a full member of the European Community. In particular, the study aims at revealing the ways in whichthe concept is perceived in the European integration discourses of the European Union and Ukraine. Sincelanguage is a tool for structuring human thoughts, we treat language as a point of entry for analyzing the world’sconstrual in human cognition. Thus, both conceptual structure and content are analyzed on the basis of verbalized(language) externalization of the concept in English and Ukrainian languages and political and media discoursesof the European Union and Ukraine. The study rests on the theory of a three-layered conceptual model thatfeatures notional-informative, figurative-associative, and interpretative layers. The paper discusses the contentsof the notional and interpretative layers of the EUROINTEGRATION-concept. The lexicographic analysis backedby discursive interpretation helps to reveal convergences and divergences in the way European integration isconceptualized (understood and evaluated) in the European Union and Ukraine.

The South Caucasus consists of three states – Georgia, Armenia, and Azerbaijan. The region is a natural corridor from the East to the West, from Asia to Europe, and from the North to the South, from Russia to the Middle East. This location is the main potential of the region, which lies in the possibility to create routes for the transmission of products, and the most important – energy resources. The aim of the article is to analyze China’s strategy towards the South Caucasus, including the New Silk Road project. Because of the location of the region, the South Caucasus has been the subject of competition, but also of cooperation of many geopolitical ‘players’ – such as the United States, Russia, the European Union, and also China. The main tool of Chinese foreign policy towards not only the South Caucasus, but also in global dimension, has become the New Silk Road. This concept established towards the South Caucasus states, uses the ‘cluster approach’, which means that China seeks to develop relations with all the countries in the region in a parallel way, not to establish any different ways of cooperation with each of the South Caucasus state, like other global powers do.

The article is focused on assessment of the model of competency to lead others for graduates of the Faculty of Military Leadership of the University of Defence. This competency to handle the initial demands of a command post, to which graduates of the Faculty of Military Leadership may be enrolled immediately after their studies. The main aim of the research was to define, structure and evaluate the model of competency to lead others for the graduates of the Faculty of Military Leadership based on the experiences of the commanders which serves in the Army of the Czech Republic. Questionnaire survey of own construction for two groups of respondents (young commanders and their closest superiors) was used to obtain the data. Those data were evaluated by parametric and nonparametric statistical analy-sis. The results of the analysis showed that abilities defined in the model of competency are used in daily military life by addressed commanders.

Tanks and anti-tank weapons in modernized and innovated forms will still appear on battlefields in the next 20 years to eliminate armoured targets and personnel with the usage of precision-guided munition. The progress of electronation and digitalization of tanks allows better situation awareness on the battlefield and cooperation with other military assets. An active protection measures were introduced to protect the crew such as reactive armour, active defence weapon systems and composite armour. By establishing a safe perimeter with active defence systems, tanks can sustain the incoming anti-tank weapons. Hence is the U.S. Army currently looking for a replacement of 3rd generation Abrams tanks. The U.S. Army is considering in this case unmanned vehicle as well. The Russian Federation on the other hand enhances conventional tank scheme with modern technologies. Far too much electronation does not have to be necessarily due to the automatic loading mechanism always a step forward.

A historical parallel of the mood of operation by the Muslim Brotherhood in Egypt to the way the organization is operating in Europe is identified. The organization has a very pragmatic ideological view allowing it to align with the political elite in EU and countries such as Sweden. It uses multiculturalism, the fight against Islamophobia and a claim of being representative for all Muslims as the three main bases to leverage influence. The Islamism it represents must be regarded as fundamentalist because it is advocating Islam as a total system encompassing all areas of life and demanding long-term subjugation. In Sweden individuals from Muslim Brotherhood associated groups have entered high-ranking political positions and managed to channel significant governmental funds to build schools, mosques, relief services and “educating” newly arrived immigrants and prison inmates. Due to the fact that the Muslim Brotherhood is trying to create an Islamist parallel structure it controls, and at the same time try to facilitate governmental support for these efforts and lastly due to the fact that it advances an ideological position in conflict with core Western values, it must be considered a threat to Europe and civilization as we know it.

Utility is a fundamental notion of orthodox (mostly neoclassical) economics, but as it is an idea, that is very vague and thus impossible to define and measure, it did a lot of harm to economics as a science. Therefore, I strongly argue that this outdated and imprecise concept should be finally abandoned, especially as a basis for microeconomic consumer theory, because it is not only illogical, but also ideologically not neutral, and thus unscientific. For sheer inertia, the concept of utility, as a basis for microeconomic theory, is taught to the students, thus corrupting the young minds. Furthermore, the present financial and economic crisis, the most serious since the 1930s, should force the economists from the academia to seriously revise the foundations of microeconomic theory, and, as logical consequence, rewrite the handbooks in microeconomics. I do not merely argue that the utility theory defies both logic and empirical justification, as many authors did it before me. I argue that the very notion of utility is unscientific, and was kept in microeconomic books only because of sheer inertia, but this way it made a lot of harm to the science of economics, and, as a result to the real economies. The East African Community (EAC) is a regional intergovernmental organisation founded on 30 November 1999, including such member states as Burundi, Kenya, Rwanda, South Sudan, Tanzania, and Uganda. The EAC was meant as the reactivation and expansion of an earlier organisation founded in 1967 by Kenya, Tanzania and Uganda. Unlike its predecessor (which collapsed in 1978), not only has the contemporary Community been operating stably for almost 20 years, but it has also proved to be successful in improving the economic growth of its member states. Simultaneously, it supports the internal and national security of individual member states and the stability of the entire region. In recent years, the stabilisation capabilities of the Community have been tested through the accession of South Sudan, a country driven by a domestic conflict. Republic of South Sudan contributes not only rich crude oil deposits and water resources, but also a heavy burden of political issues in the form of both domestic conflicts and unresolved international problems such as a border conflict with the Republic of (north) Sudan. Successful economic cooperation may, however, reduce poverty and boost the development of South Sudan, both with regard to its economy and within the social and political aspects. This, in turn, may translate into good governance and the formation of a civil society.

The article emphasises the challenges for the forces responsible for national security, both the security of the state and its citizens, indicating Poland as a potential target for terrorist attacks. The article shows that native groups of organised crime more and more frequently use ready-made modus faciendi of terrorist groups from the area of the EU. The article concentrates on the West Pomeranian Voivodeship. The counter-terrorism system has to be continually improved, and the effective neutralisation of terrorist threats requires efficient coordination mechanisms. Additionally, there is a need for constant international cooperation of the services responsible for internal and external security. The author underlines that in spite of all the security measures and military formations the full security of the protected facility cannot be guaranteed. Nevertheless, the staff of the protected facility can significantly increase the odds of survival in case of kidnapping or capturing hostages or any other terrorist attack.

Working and debating on democratic processes and its actors, on mass-media and its influence on the citizens’ electoral choices, and on the continuous political transformations generated by populism all over the world, is a very interesting challenge and also a research activity which can bring new perspectives and knowledge. Starting from these arguments, I have chosen to participate at the Summer School on Democracy: Media, Information Literacy and Populism which was organized by the Institute of Political Science within the Faculty of Social Sciences, from the University of Wroclaw. This institute is centered on the research of contemporary political theories and practices, good governance, political communication, relationships between media and social structures. Particularly, they are focused on the investigation of European regimes using various methodologies and paradigms.
