ASPECTE ALE RELAȚIILOR MILITARE ROMÂNO-RUSE ÎN SECOLELE XV-XIX

The paper presents the occasional relations of the Romanian Principalities from the end of 15th century when Stephen the Great tried without success to embody the Great Duchy of Muscovy in the anti-Ottoman Crusade. After the middle of the 17th century, faced to a new phase of Ottoman expansionism under the Köprülü great viziers Romanian princes failed again to attract Muscovite in the war with Sublime Porte. Only in 1711 a short military alliance between tsar Peter I Romanov and Demetrius Cantemir, prince of Moldavia was effective but the war with the Ottoman Empire ended in a catastrophe.

Early twentieth century found Russia and Romania as part of different political and military alliances. CAPABILITĂȚI C4ISR ALE ARMATELOR STATELOR EUROPENE MEMBRE NATO. INTEROPERABILITATEA INTRAEUROPEANĂ ȘI TRANSATLANTICĂ A SISTEMELOR

The article briefly presents the complex issue of defence resources in the NATO and EU (EDA) Member States' and the negative consequences of the lack of financing in some NATOand EU armed forces of some European countries, among which Romania is present.The author appreciates that there are major consequences registered also over the C4ISR systems development and implementation, their interoperability, inclusively over their transatlantic dimension (USA-Europe). The quoted study „Bridging the Gap. European C4ISR Capabilities and Transatlantic Interoperability” expresses the justified worry of its authors related to the deepening gaps in the field of informational systems between the USA and Europe and the unsatisfactory fulfillment of operational and technical interoperability.I n the end, there are presented few aspects over the situation in Romania and the unfortunate consequences over a reasonable and credible defence capacity.

CONSIDERAŢII CU PRIVIRE LA PERSPECTIVA NATO ASUPRA RĂZBOIULUI HIBRID

From a brief analysis of the strategies and tactics used during the conflict in Ukraine, the article presents the main constituents of hybrid war, as described in the Wales Summit Declaration in September 2014, and in other NATO documents.The authors note that the hybrid war is clearly defined by the integrated use of nonmilitary instruments of power (political, diplomatic, economic, informational) to substitute or to achieve the full potential of operations carried out by paramilitary, special and conventional forces. In order to achieve its objectives, hybrid war leverages political, social and ethnic divisions, exploits the potential of insurgent movements striving for greater autonomy or independence, and finally affects the integrity and sovereignty of the UN member states, peace and stability of the international system.
