The article presents the case monitoring as substantial component in the practice of social work. Matters about the subject, criteria and methods for monitoring within the case-management during social work have been analyzed. The supported notion is that monitoring, as current observance and tracing the developmentof the case, has a key role. Thus, according to the observed hardships and obstacles, appropriate measures maybe taken, and the individual plans, the social services parameters and methods of work may be actualized. In the analysis, attention has been paid to the client participation in the monitoring activity – the user of social servicesmust have the opportunity to express and share his preferences, experiences and degree of satisfaction. Thus the client will navigate the social worker and the servicing team in the adequacy of the support and care inrelation to his needs.

Паричната обмяна в България през 1947 г. – форма на финансова репресия

The paper will examine the development of the financial crisis in Bulgaria during the period 1944-1947, caused by the enormous state expenditure, connected with the participation of Bulgaria in the final stage of World War II and the costs of the Soviet army in the country. In order to cope with the huge increase of money put in circulation and the increasing inflation, the Fatherland Front Government launches exchange of money. It is done in an extremely brutal way and the result is liquidation of great amount of the savings of the population. The money exchange has severe consequences both for the financial status of the Bulgarian citizens and for the entire development of the political and economic situation in the country.

The article dwells on the contemporary state of art in holy shrines and pilgrimage studies. The author examines the main theoretical approaches developed by Bulgarian and Western academic traditions. She argues that the dominant western tradition is centered mainly on Catholic pilgrimages, therefore the widely accepted terminology cannot explain in an adequate way the events and processes related to Bulgarian (Balkan) pilgrimages. Several working hypotheses are offered.

The development of the companies in Bulgaria is largely predetermined by the available production resources, their quality and the effectiveness of their use. One of the main resources significantly different from the rest is the human resource. It carries certain knowledge, skills and attributes which are unique in nature and are crucial to the productivity growth and wealth. With the development of the modern management science, the human resource is increasingly regarded as the most valuable asset and, accordingly, the carrier of competitive advantage for any business organization. At current, the human resources management can be seen as a complex system of relationships and dependencies among different factors. They have a direct or indirect impact on the results of the production and economic activities of the farms. Subsequently, it is essential to analyze and systematize the main factors which positively influence the development of the business organizations in Bulgaria. In this relation, the study of the companies which have been generating profit can help in clarifying the strength of the relationship between different factors of the human resources management and the final economic result. The purpose of this study is to explore and model the main factors of the human resources management, which have a direct and indirect impact on the production and economic performance of the companies in Bulgaria.

When socio-economic crises last a long time, it is a consequence of decline in the first place in society and in parallel with this – decline in economy. “Decline”, for the purpose of the study, will mean permanently fragmented society, parallel to long-term problems in the economy. “Western world”, for the purposes of this study will include Europe, The United Kingdom, and The United States. Decline in addition to social chaos also includes economic impasse (deadlock), caused by absence of significant economic growth for years; obsolete equipment and technologies; indebtedness of the countries of the West; inflation; negative population growth; frequent change of goals and priorities, and others. The “Decline” brings to the fore in the public life of the Western world aggressive and non-dialogical representatives of various social groups who do not possess any of the traditional values and culture of Western society, nor the obligatory high level of fundamental education, nor the professional abilities to distinguish the important from the unimportant. In addition to not representing the majority of society and thus continuing to create disunity, Western leaders and leadership teams do not set long-term goals in economy or for the society, limited by the mandate of governance in the Western democracies. Science and education of the society are not developed in parallel with economic specialization in specifically prioritized industries. Status quo does not allow solving the accumulated problems in society, much less ensuring socio-economic development.

We argue that academic entrepreneurship should involve activities and organizational structures, which are not targeting profit. Then - about the unsuitability of Decree N 61 of May 2, 200 on the terms and conditions for the creation of commercial companies by public higher education institutions for the purposes of the economic realization.

Modernization of the Content of the Lecture Course in Physics for Training Future Agricultural Engineers

The article analyzes the theoretical provisions that form the basis of the concept of teaching physics to students of agricultural and technical educational institutions during lectures. The integrative connections of the fundamental and professional orientation of teaching physics to the students of the agrotechnical educational institution during the lectures are established and the tested method of their carrying out is described. The basic methods of realization of professional orientation of teaching physics on lecture forms of employment of students ofagrarian-technical educational institutions are opened. The basic ways of increase of professional knowledge of students at studying of a course of physics are defined. It is proved that the use of professionally oriented material contributes to the formation of a system of physical knowledge of students, as well as the acquisition of various practical skills and abilities. The introduction of professional competence in the educational process stimulates cognitive interest in the study of physics as a science, allows better learning of other disciplines of the natural science cycle, develop their cognitive and creative abilities, influence the formation of stable motives for acquiring knowledge in special disciplines.

Problemele economico-financiare ale perestroikăi şi sfârşitul Războiului Rece: „deschidere admisibilă” vs „transparenţă maximală”

Based on documents from former Soviet archives and specialized literature published by Russian researchers, this article traces the efforts made by Mikhail Gorbachev to restore the Soviet economy by imposing a series of reforms. In the first years after acceding to power, the reforms were not significantly different from those attempted by his predecessors. The major differences would appear later, when, towards the end of the 1980s, under the pressure of financial crisis, Gorbachev sought to reach an agreement with the US regarding the nuclear arsenal. In parallel, the economic reforms moved away from centralized planning and explored the principles of the free market.In this context, M.S. Gorbachev and his team turned their attention to the massive imbalances concerning military spending, which alleviation conditioned the success of perestroika. Therefore, the leaders in Kremlin resorted to radical measures, such as the asymmetric reduction of military contingents. What they did not understand was that the Soviet economic system could not be reformed. It had to be completely changed.

EXAMINATION OF DECISION-MAKING STRUCTURES’ PERCEPTIONS OF COMPONENTS ON THE INFLUENCES OF SME SUCCESS

Small and medium-sized enterprises (SMEs) have succeeded in being the main and dynamic pillar of national and international economies. Education and work experience is essential in increasing SMEs’ efficiency and competitiveness. The changing business environment has created fierce competitiveness among SMEs, requiring active interaction between managers/owners and stakeholders. As a result, this study aims to explore the influence of education, experience, using a business plan, and barriers on the success of small and medium-sized businesses. This research employed an online questionnaire for scientific research. Through ordered logistic modeling, we observed 336 answers from businesses using the qualitative approach. The study’s findings reveal that education and work experience have a statistically favorable influence on the performance of SMEs, whereas barriers have a substantial adverse influence. Findings on barriers are noteworthy in the context of this study since the governing institutions throughout the pandemic and later situations experimented with the measures adopted. The study also benefits SMEs and legislation authorities in understanding the critical concerns that are perceived as barriers to the growth and expansion of SMEs, resulting in the creation of even more sophisticated infrastructures to support sustainable development.

The article examines the pre-election programs of the parliamentary presented parties and coalitions in the 48-th National Assembly. The focus of the research is placed on the ideas for more intensive intervention of the state and for supporting companies operating in key sectors of the economy - energy, tourism and agriculture. The report also addresses the question to what extent this approach reflects a different perspective on the role of regulatory institutions that have specific control powers in the areas under consideration. The main applied method is a comparative analysis, which allows, based on the study of party program documents during the period 2017-2022, to make an assessment of changes in ideas about the state intervention in these areas.

Съвременни аспекти в обучението по съдебна администрация в контекста на дигитализацията на образователния процес

The article examines issues related to the training in the specialty of “Judicial Administration” for the acquisition of the profession of judicial officer. On the one hand, the authors analyze in retrospect the emergence of the need to train judicial administration employees, the introduction of the profession and the creation of the specialty “Judicial Administration” in the Bachelor's degree in higher education. On the other hand, in connection with the identification of the current trends concerning the educational needs of the judicial administration, related to the acquisition of digital knowledge, skills and competences, anonymous surveys were conducted with judicial officers from the structure of the courts in the city of Varna and students from the Judicial Administration specialty studying at the University of Economics – Varna. For this purpose, questionnaires with questions were constructed and the data obtained were summarized and analyzed. On the basis of the research, topical issues concerning the need for modern approaches to training, corresponding to the digitalization of social relations, including the judicial system, are put on the field of scientific debate. It formulates summaries and conclusions with a view to updating the training documentation and linking it to the needs of practice.

Characteristics and Components of the Cyber Hygiene as a Subclass of Cyber Security in Military Environment and Educational Issues

In the present study based on the main characteristics and components of the cyber hygiene as a subclass of the cyber security, educational challenges on the cyber hygiene in military area are considered. Based on institutional experience in the scope of the cyber security in the digital environment, a sequence of activities to keep resilient and reliable cyber hygiene in army organizations are analyzed and recommended. Definitions of basic cyber hygiene characteristics are suggested. Cyber hygiene software issues and institutional information security controls are discussed. A malware infection as main cyber hygiene concern is analyzed. Fundamental cyber hygiene instructions to ensure military Internet users and institutions stay protected are defined. Exemplary curriculum for education of military staff with basic themes is presented.

Продължаващото професионално обучение в България – основни аспекти и характеристики

The modern economy has a number of characteristics, one of which is the highly dynamic structural changes in the labor market. As a result, enterprises and organizations are faced with serious current problems and future challenges, related to access to the human resources they need with a level of knowledge, professional skills and competences adequate to the objective needs. This places as a strategic priority the formation, maintenance and development of human resources corresponding to the requirements and expectations of the business. Continuing Vocational Training (CVT) is a major tool for realizing this priority. The main purpose of the paper is to investigate the main aspects and characteristics of the CVT in Bulgaria during the period 2005-2020. The research methods used are the method of analysis and synthesis, statistical methods, graphic method, etc. The main research results are: the derived quantitative characteristics of the CVT; the general conclusions made regarding the state and dynamics in the development of the CVT in Bulgaria, incl. in comparison to EU countries.

ДОБРОВОЛЧЕСТВОТО КАТО ИНДИВИДУАЛНА И КОЛЕКТИВНА ПОЛЕЗНОСТ

Emphasis is placed on the various factors that motivate volunteers and on their role in socio-economic processes. Possibilities for managing and stimulating volunteering at the organizational and national levels are considered. The state of volunteering in Bulgaria and its possible development with a view to the use of its socio-economic potential in the conditions of the growing crisis of the legitimacy of the modern state are also analyzed.

Залесяването в околностите на Копривщица от 1904 до 1944 година

The problem of afforestation on the area of Koprivshtitsa is not researched by historians, which makes it an interesting topic for investigation. The recent unscrupulous act of deforestation in the area of Koprivshtitsa brings to light the necessity of pine tree zone around the town. The main purpose of the present publication is to track the stages of the afforestation process in Koprivshtitsa from 1904 to 1944; to summarize the motives of local people who embarked on the first afforestation actions; to explain the benefits of afforesting the eroded soil, and to consider afforestation in Koprivshtitsa as a concrete example of the implementation of the state policy undertaken by the Ministry of Trade and Agriculture. The long-term goal of afforestation in Koprivshtitsa was to improve the climate as well as the appearance of the settlement, turning it into a small mountain resort and improving the living conditions of the local population.

Jedan primjer sprovođenja agrarne reforme (1918-1941) u bjelopoljskom kraju

Naslijeđeni agrarni odnosi Osmanskog Carstva zadržali su se na prostorima Kraljevine Srba, Hrvata i Slovenaca sve do sprovođenja agrarne reforme (1918-1941). Regent Aleksandar je 6. januara 1919. godine izrazio odlučnost na rješavanju ovog pitanja kojim je trebalo ukinuti kmetstvo i velike zemljišne posjede. I pored nastojanja da se agrarna reforma što prije započne i sprovede, ipak se, zbog stranačkih dogovora, njeno ozakonjenje proteglo sve do 1931. godine kada je donesen Zakon o uređenju agrarnih odnosa. U ovome radu posjedi Mahmuta i Huseina Batilovića i njihovih naslednika koji su bili predmet sprovođenja mjera agrarne reforme uzeti su kao primjerove problematike u bjelopoljskom kraju.

Income inequality is increasing in the United States and in some developed nations in Europe and this is a principal source of poorer people’s frustration with current politics, leading to rising anti-establishment sentiment among voters and destabilizing the center-right or center-left political elites that have been the mainstream in these nations’ administrations since the end of World War II. Social divisions result in costs to the economy, such as big public spending on compensation for the unsuccessful. Political instability resulting from social divisions would create even greater costs. Social cohesion would be the cheapest way to achieve a stable political economy and create happiness for all. So elites should care for non-elites and be more sensitive to their plight. This is not merely an ethical question but one of logic.
