Public-Private Partnerships and the New Public Procurement Directive

Le Parténériat public-privé est un type d’arrangement contractuel qui est apparu dans les relations entre les autorités publiques et les opérateurs économiques dès le début des années ’90. Les autorités publiques tirent des bénéfices de cette coopération car elle peuvent surpasser les contraintes budgétaires qui empêchent leurs activités et, en même temps, elles utilisent l’expertise du secteur privé. Les autorités publiques reconnaissent que le PPP peut devenir un bon moyen pour améliorer la compétitivité et la qualité des services d’utilité publique, il va réduire les couts généraux des projets et, en même temps, il va créer de revenus additionnels pour les entités activant dans le secteur privé. Cet article présente la nécessité d’un cadre juridique du PPP au niveau européen qui pourrait contribuer au développement de ce type de coopération. Ainsi, la Commission européenne a fait les démarches pour combiner les trois anciennes directives concernant les travaux, les fournitures et les services publiques, dans un seul acte, la directive 2004/18/CE du Parlement européen et du Conseil du 31 mars 2004 relative à la coordination des procédures de passation des marchés publics de travaux, de fournitures et de services .

L’histoire des implications russes dans la situation des Balkans prouve que ses intérêts on été toujours plus importants que ses motifs déclarés (notamment l’othodoxisme et le pan-slavisme). La proclamation de l’independance du Kossovo a été une occasion de plus pour que la Russie intervienne, s’opposant explicitement au changement de statu quo. De cette attitude, on peut déduire les intérêts politiques et économiques de la Russie dans la région et aussi bien le fait que les Balkans sont encore perçus comme une frontière euro-atlantique, un pivot important dans la contexte géopolitique actuel.

Le terme de "politique commune" n'est utilisé qu'à l'article trois du Traité de Rome et n'apparaît pas dans les textes institutifs de l'Union Européenne. En revanche, l'expression fait l'objet d'une utilisation généralisée dans la pratique communautaire et il est exceptionnel qu'une action importante conduite par la Communauté ne soit pas présentée sous cet intitulé. L'ambiguïté se reflète d'ailleurs parfaitement dans la pratique communautaire de par la variété des expressions utilisées concomitamment, comme "politiques communautaires", "politiques de la Communauté" ou "actions" ou "interventions" de la Communauté".

Provocarea competitivitătii pentru Româniae-valuarea decalajelor de competitivitate comparativ cu Uniunea Europeană

The international competitiveness of a country is expressed in the sector of the goods that can be commercialized on two parts: firstly, it is translated in the capacity of the internal economy of producing goods that are sold on the external market, they being preferred by the foreign consumers in the competition with other foreign goods, by affecting the size of the exports; secondly, the competitiveness of the autochthonous products that can be commercialized is translated by being preferred by the internal consumers in front of the imports, by diminishing the size of the total imports. As a conclusion, the degree of international competitiveness can be found in the net export or in the balance of the current account with which it is directly proportional, and then, in the level of the internal production and in the increasing rhythm of an economy, in the level of the internal production and in the occupation degree of the work force.

Green Banking: A Shared Responsibility Between Financial Regulators and Banking Institutions

As the impact of the global financial economic crisis of 2007/2008 diminished and the world economy began to recover, policymakers started to look towards new ways of attaining prosperity through sustainable, equitable and robust economic growth. To achieve this desiderate, the financial system (as the main provider of financial capital) had to fully embrace sustainability practices and integrate them in all its internal processes. Within the financial system, the banking sector is undoubtedly the main player. As such, banks also had to join the sustainable development wave. Hence, ‘green banking’ is becoming a central focus point for many researchers and practitioners as they provide various interpretations of the concept and highlight the best practices. The aim of this paper is twofold: to identify the role of financial regulation and regulators (mostly, Central Banks) in harnessing Green Banking and to determine the involvement of banking institutions in fostering Green Banking. It begins with unpacking the ‘Green Banking’ concept by revealing the most relevant (from a theoretical standpoint) and practical (considering its applicability in the real economy) approaches to date, in order to better grasp and fine-tune its meaning. After analysing qualitatively and critically the most important research papers and institutional reports to date, the paper provides the reader with the essential toolkit for moving forward with a more in-depth investigation on Green Banking.

The structural and cohesion funds – an opportunity for Romania

One of the main goals of the Structural Policy is to decrease the regional disparities and to promote economic growth within the European Union. Structural and cohesion funds are the most intensively used instruments by the Union to achieve this goal. The purpose of this study is to examine the framework of European funds and their impact on the member states’ economies. In order to access EU structural and cohesion funds for the 2014 - 2020 period, Romania has to take into account the EU's vision regarding the horizon of 2020, and specifically the Europe 2020 Strategy objectives. The document highlights a comparative analysis between the current and future programming period in order to identify the requirements which have to be considered by member states.

This article aims to analyze the effects of international economic crisis on social policy in the European Union. Paradoxically, although the economic convulsions into which the European countries have been struggling for years now actually represent the resemblance of the crisis of the capitalist system, measures are not being taken to put some order in markets chaos but they materialize in social protection and social policies budgets cutbacks. The consequences of such political tendency all across Europe leads to the polarization of European society, seriously threatening the social cohesion and setting the bases for questioning the "welfare state", in all its forms, the same model they have promoted over the last decades.
