The main intent of the present study is to focus on the concept of “democratic transition” by briefly analyzing the relation to the historical, political, social and economic theoretical perspective. Finally, the study will analyze the possibility of redefinition of the concept related to the inputs and outputs of the political regime in the transition period. Using the relationship between the historical-level factors, political-level factors and the liberal democracy, the article argues according to the degree of acceptance of various developments and the “political change” in the transition period.

Public-Private Partnerships and the New Public Procurement Directive

Le Parténériat public-privé est un type d’arrangement contractuel qui est apparu dans les relations entre les autorités publiques et les opérateurs économiques dès le début des années ’90. Les autorités publiques tirent des bénéfices de cette coopération car elle peuvent surpasser les contraintes budgétaires qui empêchent leurs activités et, en même temps, elles utilisent l’expertise du secteur privé. Les autorités publiques reconnaissent que le PPP peut devenir un bon moyen pour améliorer la compétitivité et la qualité des services d’utilité publique, il va réduire les couts généraux des projets et, en même temps, il va créer de revenus additionnels pour les entités activant dans le secteur privé. Cet article présente la nécessité d’un cadre juridique du PPP au niveau européen qui pourrait contribuer au développement de ce type de coopération. Ainsi, la Commission européenne a fait les démarches pour combiner les trois anciennes directives concernant les travaux, les fournitures et les services publiques, dans un seul acte, la directive 2004/18/CE du Parlement européen et du Conseil du 31 mars 2004 relative à la coordination des procédures de passation des marchés publics de travaux, de fournitures et de services .

L’histoire des implications russes dans la situation des Balkans prouve que ses intérêts on été toujours plus importants que ses motifs déclarés (notamment l’othodoxisme et le pan-slavisme). La proclamation de l’independance du Kossovo a été une occasion de plus pour que la Russie intervienne, s’opposant explicitement au changement de statu quo. De cette attitude, on peut déduire les intérêts politiques et économiques de la Russie dans la région et aussi bien le fait que les Balkans sont encore perçus comme une frontière euro-atlantique, un pivot important dans la contexte géopolitique actuel.

European Union's Common Policies

Le terme de "politique commune" n'est utilisé qu'à l'article trois du Traité de Rome et n'apparaît pas dans les textes institutifs de l'Union Européenne. En revanche, l'expression fait l'objet d'une utilisation généralisée dans la pratique communautaire et il est exceptionnel qu'une action importante conduite par la Communauté ne soit pas présentée sous cet intitulé. L'ambiguïté se reflète d'ailleurs parfaitement dans la pratique communautaire de par la variété des expressions utilisées concomitamment, comme "politiques communautaires", "politiques de la Communauté" ou "actions" ou "interventions" de la Communauté".

The pension system in Romania during transition period

This paper inventories the problems and the adopted solutions within the pension system in Romania. It also presents the main indicators of this system in transition period. Early retirement schemes adopted throughout the first decade of transition the number of pensioners increased considerably. This number reached 80% between 1990 and 2003. Early retirement policy elaborated to solve growing unemployment resulted in reducing the average age of retirement. Consequently, the number of contributors for each pensioner declined from 3.43 in 1990 to only 0.79 in 2003, while the percentage of GDP used for pension expense in the same period fell from 7.2% to 6 5%. To cover a growing deficit of pension funds, the government increased contributions by 49.5% in 2005.

The international competitiveness of a country is expressed in the sector of the goods that can be commercialized on two parts: firstly, it is translated in the capacity of the internal economy of producing goods that are sold on the external market, they being preferred by the foreign consumers in the competition with other foreign goods, by affecting the size of the exports; secondly, the competitiveness of the autochthonous products that can be commercialized is translated by being preferred by the internal consumers in front of the imports, by diminishing the size of the total imports. As a conclusion, the degree of international competitiveness can be found in the net export or in the balance of the current account with which it is directly proportional, and then, in the level of the internal production and in the increasing rhythm of an economy, in the level of the internal production and in the occupation degree of the work force.

Structural Modifications in the Romanian Economy under the Coercions Imposed by the Growth of the Competitiveness

The structural convergence of the economies of the new EU Member States is positively influenced by the growth of the average from the services sector and negatively by a relatively high contribution of the industry, trade and transport; the agricultural sector, by reducing the contribution of the GDP in all these countries, sustains the process of structural adjustment. The structural changes from the economy are accompanied by a reduction of the employment rate from agriculture and its growth in the services sector, this trend is also maintaining after the accession to the EU, estimating that in the next ten years the number of those who will focus on a third sector will be of 10% from the employed population. The employment rate from industry registers a non-linear evolution, it grows in the first stages and then it decreases.

China’s Power and Will: The PRC’s Military Strength and Grand Strategy

China’s international behavior exhibits elements of both threat and peaceful intentions. Greatly increased defense budgets, the acquisition for more advance weapons systems, and certain pronouncements of the leadership argue for the threat scenario. Beijing’s efforts to enhance the PRC’s soft power, its more active participation in international problem-solving activities, and certain pronouncements of other leaders can be taken as evidence for more peaceful intentions. Even assuming that the leadership’s motives are not benign, a combination of domestic weaknesses and foreign resistance could thwart them. The future is not predictable.
