BEZPIECZEŃSTWO ENERGETYCZNE SPOŁECZNOŚCI LOKALNEJ

The publication concerns the issue of periodic energy supply breaks. The main goal of the paper is to answer the following question: how one can solve the problems of local communities connected with periodic energy supply breaks, for instance: floods, avalanches, windstorms, hurricanes, tornadoes, which result in power cuts lasting for almost a week. Secondly, this article is also dedicated to the investors, who would certainly decrease the use of energy in some urban areas, if they applied the provided solutions with regard to their investments such as huge shopping centres. What is more, the aim of this paper is to present certain legal regulations related to the crisis management concerning the use of the equipment of the Armed Forces in the case of periodic energy supply breaks.

Международная Экологическая Политика: Проблемы И Перспективы

The methodological, organizational and managerial problems concerning the global environmental policy were represented in the paper. The peculiarities of implementation of global environmental policy in the European Union and Ukraine were analyzed and on the basis of this analysis the content and structure of the policy were structured. The attention was focused on institutional characteristics and factors of development of global environmental policy and its innovative potential in the framework of implementing the green economy and sustainable regional development priorities. Threats and opportunities of global environmental policy in the context of regional nature management and protection of natural resources and corporate responsibility and corporate governance were researched. The wide range of international organizations as part of global environmental policy was reviewed. Thesis about institutional imperfection of international environmental policy in Ukraine (the so-called "vacuum of institutions") was grounded. The ways of the organizational and managerial solutions to the identified problems were represented.

The author of the scientific article examines the current state of environmental management and protection of natural resources with the needs of present and close future. The analysis of the institute administrative proceedings as a tool of administrative and legal rational use and protection of natural resources. The author proposed to consider that modern legal doctrine of administrative responsibility to some extent goes back to the Soviet concept of administrative law, preserving the number of obsolete provisions and the regulatory framework creates internal dissonance and distortion in its meaningful definition, and in law enforcement dimension (inadequate of qualification act and measure of influencing), which in turn contributes to poor social outcome powerful response to the offense.

There is a number of essential questions and problems connected to a conflict and reconciliation of energy policy and environmental policy that need to be elaborated with the goal of securing the starting basics for consonencing and integrenaisingthese mutually opposing public themes. Therefore a strong accent is set on process of advocacy, implementing, collaboration consonencing and integration of these strategically public policies of every country with a special review on state and possibilities in Bosnia and Herzegovina. That is also a key problem and a subject of this research. Having in sight a problem and subject stated above we start from general hypothesis how formulating strategic partnerships and building cooperative relationships, energy policy can assure corresponding resource basis that is usually limited, thus giving the support to a faster growth and development in bh economy,with that also it must preserve environment. That means simultaneously conciliating needed economic progress and social cohesion with full environmental protection. Results provided by empirical research can be of importance for finding an acceptable solution to an evident conflict to these two relative and public policies and in function securing assumptions to a sustainable progress of BH economy.

In February 1977, the Centre for Earth Physics (CEP) was founded, as a result of the union between the Seismology Department of the Romanian Institute of Geology and Geophysics and the Geodynamics laboratory within The Romanian Academy).Following the Decision no. 48/12.02.1994 regarding the organization of the research activity in the field of the Earth Physics, CEP became the National Institute for Earth Physics (NIEP).According to Decision no. 1313/25.11.1996, it became the National Institute of Research and Development for Earth Physics (NIRDEP). At present NIRDEP activity is coordinated by the National Authority for Scientific Research within the Ministry of Education, according to its current name.

Odnawialne źródła energii – ochrona powietrza – ochrona klimatu

Polish energy sector is moving away from the principles of sustainable development, and this causes serious tensions within the European Union, at least because of too slow development of renewable energy sources. Continuation of current trends may lead to ecological catastrophe. Europe and the world invest in zero-emission sources not only for ecological reasons. These sources, especially solar and wind energy subject to an inevitable decline in energy costs in the long term, and also mitigate risks related to fuel costs escalations and reduce costs of adjustments of coal fired plants to the environmental regulations. The authors of this article indicate that the efforts should be made towards rapid development of totally emission-free renewable energy sources and gradual displacement of combustion processes in the power industry. This transition cannot be implemented without seasonal heat storages and integration (market coupling) of heat and electricity markets.

The Blue Stream Natural Gas Pipeline: Implications On Energy Security And Foreign Policy

Energy security, is being located at the intersection of all political, military and economic policies, is directly related to foreign policy strategies of the states in an interdependent world order. As the main pillar of this concept, pipeline politics is a very important component of foreign policy making process. Within this context, the Blue Stream pipeline project and its role within the broader framework of energy based emerging Turko-Russian cooperation and implications over foreign policy strategies of the actors in Eurasia is examined. The Blue Stream is both economically and strategically in disadvantage of Turkey, It has shifted the regional balance of power between the Russian Federation and Turkey in favor of the former. Furthermore, to somehow it has under-mined the Western high interests led by US by providing Russia to become a more active player in Eurasian energy game.

Problemy rozwoju elektromobilności w Polsce w kontekście krajowej polityki energetycznej

The article concerns the issue of developing electromobility in Poland against the background ofplans related to shaping the national energy policy. Electric vehicles are an important challenge fortransport policy in the world. Their growing popularity is a response to the problems of environmentalpollution and is associated with activities to ensure sustainable development. Poland is a State thatintends to move towards the development of electromobile transport. An appropriate strategy was preparedfor this purpose, and the law was established and the responsible institutions were identified inthis regard. Unfortunately, the main idea that accompanies electromobility – that is, ecology, does not go handin hand with plans in the field of Polish energy policy. According to official government programs, energyproduction in Poland until 2040 is to be based on the use of coal. This means that electric vehicleswill be powered by the so-called “dirty energy”. The hypothesis of the article is that the development ofelectromobility in Poland is difficult to justify in terms of a positive impact on the natural environmentand climate protection in a situation where energy production is based on coal. Without changes in energypolicy, electromobility “in Polish” is a failed idea, because it does not meet the basic assumptions– that is, it will not contribute to reducing the negative impact of transport on the environment.

Znaczenie gazociągu Nord Stream 2 dla polityki energetycznej Republiki Federalnej Niemiec

The aim of this article is to analyse the strategic role of the Nord Stream 2 pipeline for the German energy policy. The author assumes a geo-economic approach. He hypothesises that Nord Stream 2 will support Germany’s position as a distribution centre of natural gas for the European Union. Therefore, the following research hypotheses are considered. Firstly, the energy cooperation between Germany and the Russian Federation strengthens German’s political position in Central and Eastern Europe. Secondly, the development of energy infrastructure serves a fundamental role in building the political position of Germany. Thirdly, the creation of the gas distribution centre in Germany will weaken the position of Ukraine and Slovakia as transit states.

Achieving the assumed goal and solving the research problem was supported by studying the subject literature and normative documents, as well as the hypothesis that energy security is an important component of state security, and its role is constantly increasing, confirmed in the course of the study.

The article analyzes the current state of energy security in Poland, points out the significant potential of nuclear power engineering, the state of development of power engineering on the basis of renewable energy sources, its economic components, and the impact of energy security on the state of the future and the prospects for the development of this industry. The analysis of this problem led to the use of the following research methods, among which the economic analysis made possible to study the cost of production of kilowatt energy supplied by power plants; the method of theoretical analysis combined with practical calculations made possible to establish the feasibility of building nuclear power plants in Poland, and also the need for further diversification of natural gas supplies to reduce dependence on the Russian Federation.

REFORM OF THE CLEAN VEHICLES DIRECTIVE – FROM PERFORMANCE CRITERIA TO TARGET VALUES

The paper sets the reform of the Clean Vehicles Directive in the broader context of the European environmental policies and inclusion these horizontal policies into public procurement rules. The analysis of effectiveness of that directive is provided from the overall European point of view as well as from the point of view of examples of transposition and different approaches to transposition in the Member States. The Clean Vehicles Directive underwent substantial reform in 2019 which removed case-by-case assessment of environmental impacts of particular vehicles and introduced new approach by setting minimum quantitative criteria for procurement of ‘clean’ vehicles. Limited scope of the directive aligned to the thresholds of application of the public procurement directives, remained.

Poland’s Energy Security Strategy

Poland, as one of the European countries experiencing the most significant economic growth in recent years, permanently relies on coal power. There are plenty of reasons behind this condition, however, wanting to become one of the European leaders Poland ought to diversify its energy sources and lower the share of those harmful to the natural environment. Some changes have already been implemented, nevertheless the Polish government is mostly reluctant to diminish the role of coal mines. Moreover, the current actions taken to diversify sources of natural gas imports are dependent on Polish foreign policy and international alliances. The author analyzes changes in the Polish energy security strategy in recent years and compares them with provisions established during COP24. The article analyzes the Polish energy market with the share of individual sources and examines the possibility to increase the share of those alternative to coal in the near future.

RETHINKING THE POTENCY OF ICAO SARPS ON GLOBAL REDUCTION OF AVIATION EMISSION AND PROTECTION OF GLOBAL ENVIRONMENT

The Standards and Recommended Practices (SARPs) of Annex 16 Vol. II, Chicago Convention 1944, are created and adopted by the International Civil Aviation Organization (ICAO), for the purpose of regulating aircraft emission in the civil aviation sector. The creation of ICAO standard and Recommended Practices on aviation environment came up in 1981, following the declaration in Article 2(2) of Kyoto protocol to UNFCCC that developed countries of (Annex I parties), shall pursue limitation or reduction of emission of greenhouse gases from aviation by working through the international civil aviation organization (ICAO). However, while the SARPS have been recognized by ICAO and the contracting states as the sole international regulations for reduction of aviation emission, the SARPs are also known to have some limitations on reduction of aviation emission. This paper therefore examines the capacity of SARPs Annex 16 Vol II of Chicago Convention 1944 to make effective reduction in international reduction of aviation emission for protection of environment.
