The analysis of archived meteorological data from Ukraine ascertained that some clear anomalies have been occurring. The analysis of existing anomalies has led to the conclusion that they have different origins. It is assumed that some of them are the result of the conditions of measurement i.e. subjective data readings being conducted by the observer, particularly with reference to manual measurements, or from errors in the automatic measuring instruments scaling. The changing conditions near the meteorological cage can also be the reasons for the occurrence of anomalies in the data. Buildings near the cage area, shrubs and trees can directly affect the results of conducted measurements.

The paper presents the results of authors' long-term researches aimed at the increase of the agrocoenosis productivity, protection of the natural environment and quality of Ukrainian agricultural produce, particularly in the western region. Modern plant-breeding technological developments of the Ukrainian scientists can enable the production of 80 million tons of common grain within the next 5-6 years. The introduction of other innovations can provide additional 30-40% growth of grain from one hectare. It is all possible thanks to genetic potential of Ukrainian crops and people, Ukrainian crops selection, and modern technology used in agriculture.

Bezpieczeństwo energetyczne w stosunkach Rosja - Unia Europejska w kontekście współzależności eksportowo-importowych

The paper is dealing with the role of energy security questions within EU-Russia relations, particularly in the context of their import-export interdepedence. The article is concentrating on the oil and gas sectors as this two branches play crucial role in EU-Russia energy relations. The paper is also analyzing the importance of Russian oil and gas sectors for the Russian economic security in general. By describing the problems of those two sectors, author is showing on the one hand threats for further Russian economic development and on the other hand risk for EU energetic security. Since EU is the biggest consumer of Russian energy resources and Russia is the biggest supplier of EU energy resources, problems of Russian energy sector strongly influence EU energy security. The article is analyzing this interdependencies.

Rapid growth of China's demand for fuels, especially oil, caused by dynamic economic growth of the PRC, is one of the sources of fundamental changes in international energy policy and in international relations as such. The rate of growth of China's demand for fuels combined with similar trends in other developing countries will influence the level of global prices of these fuels. It can also become the source of political crisis' in international race to secure access to them. A question arises: what are the possible consequences of Chinese energy policy for international environment, particularly in the oil sector? Analysis of China's energy profile and the directions of expansion caused by it, leads to a conclusion that PRC does not express tendencies to participate in conflicts. The possibilities of conflicts are more likely to arise due to actions of China's potential enemies among developed countries that may perceive the growth of PRC international standing as a danger to their own position or to position of other developing states whose demand for fuels increases as fast as China's.

Tailing Disposal System: Indonesia’s Policy and Future Challenges

This research departs from Indonesia’s policy and practice on the submarine tailings disposal system, in which there is a legal vacuum in Indonesia legal system. However, Indonesia is part of UNCLOS 1982, which obliged to conform their rules with the regulation in the convention, especially on the protection of the marine environment. This research aims are to examine the current Indonesia’s policy and compare it with American and Canadian policies. To visualize the above objective, this research applies normative-empiric legal research, which emphasizes its analysis of primary and secondary legal materials. All collected legal materials are classified, categorized, analyzed and constructed as well as developed through analytical prescriptive elaboration. The utilization of the marine area as a medium of submarine tailing disposal system could be categorized as a land-based source of marine pollution. As one of the biggest archipelago states in the world, Indonesia should have a strict regulation on submarine tailings disposal to prevent the past failure of the system in Buyat Bay, North Sulawesi.

Zagrożenia ekologiczne społeczności lokalnych. Straty w województwie pomorskim, po nawałnicy z dnia 11/12 sierpnia 2017 r.

The article presents the effects of the storm of 11th/12th August 2017 in the context of ecological threats to local communities in the affected area in the Pomeranian Voivodeship. The estimated valuation of material losses presented in the article is divided into several categories: losses in forests, network infrastructure, agriculture, residential buildings, public property and companies. The author also refers to the issues of ecosystem services and environmental resilience in the aspect of ecological security and of sustainable development from the perspective of the quality of life of local communities. It has been hypothesised that ecological security on a local scale depends on the condition of the main types of ecosystems occurring in the analysed area – in this case, forests, and especially services generated by these ecosystems.

Transformacja energetyki (za pomocą reformy ustrojowej rynku energii elektrycznej) do monizmu elektrycznego odnawialnych źródeł energii 2050 – Raport

The report discusses topics related to energy transformation in Poland in 2050 horizon, in a new manner, with the aim of contributing to the debate on this topic. The transformation is not possible without a new, competitive (that means real time) electricity market, and the challenging process of restructuring fossil fuels sectors. Electric monism (2050) based on RES is a comprehensive review of factors that will determine the needed transformation. The proposals presented in the report are based on the following paradigmatic triplet: prosumers, exergy and virtualization (the last one related to the power industry). In practice the transformation to the RES electric monism means: RES re-electrification of the power industry, electrification of heating (heating pumps) – after completing the process of applying passive design concepts to buildings (existing and new) – and electrification of transport (electric vehicles).

The strategy of Polish energy sector should assume systematic change of the roles of individual energy generation sources. We observe the increasing role of the distributed sources of energy. The conventional coal based energy sources should, under Polish conditions, gradually assume the role of a guarantor of electricity supply. In order to implement such this type of strategy, it is necessary to create a fundamental expertise, that could serve as an Energy Constitution. It could be the basic document for all the strategic changes occurring in the Polish energy system.

NANOTECHNOLOGIA A OCHRONA ŚRODOWISKA – PERSPEKTYWA PRAWNA

EU legal regulations address environmental protection in terms of the application of nanotechnology only in a fragmented, piecemeal manner. The assurance of the possibility of placing nanomaterials on the watch list of substances for which the monitoring data for substance serialisation is to be collected for a review of the List of priority substances in the field of water policy (Article 8b section 1 of Directive 2008/105/EC), the possibility of taking into account nanomaterials contained in electrical and electronic equipment under the selective processing of materials and components of waste electrical and electronic equipment (Article 8 section 4 of Directive 2012/19/EU), and the possibility of classifying nanomaterials into restricted substances in electrical and electronic equipment (Article 6 section 1 of Directive 2011/65/EU) serve to reduce the risk of using innovative nanotechnology applications for human health and the environment. As a consequence of the lack of scientific knowledge underpinning environmental regulation, including the techniques for the detection, measurement and characterisation of nanomaterials and their monitoring and the lack of data on their toxicity, nanomaterials continue to be underregulated.

Protecția mediului în reglementări interne. Principii generale

Starting with a careful analysis of the way the Romanian legislation refers to effective means and measures for the protection of the environment, the author details the environment law as a self-standing discipline with the modern systems of domestic law in various countries, the basic principles of this discipline, carefully examined in correlation with domestic and international regulations. If one principle were considered, for instance the one referring to the global approach, the author asserts that this principle involves a unitary, systematic regulation and approach of the entire topic of the environment, starting with the idea that its protection is a complex issue. Whereas, at the same time, the vast topic of environment protection is closely related to each country’s economic and social development, to a sustainable development, whereby meeting the present needs through exploitation of nature should leave room, by means of a rational policy, for the development of the future generations. The natural conclusion is that harmonization of the domestic legislations of the EU countries is imperatively necessary in order to prevent polluters to take advantage of the legislative differences among the member countries, by means of “effective, proportional and discouraging” sanctions, even penal ones. At the same time, an essential condition in this respect is the change of mentalities. Such a change may be achieved through education, awareness raising programmes to the effect of safeguarding the natural environment. Also, civil societies, in partnership with the local authorities can achieve common objectives, viable in terms of the development of environment policies.

Between 2007 and 2013 the cause of Pezinok dump was widely monitored and discussed even in the national mass media. Citizens were even more intensely informed through the local mass media, local magazine Pezinčan and TV Pezinok. We focused on how the local media carried out their commitment and how they appealed to their readers or viewers. We studied selected legal and ethic issues.

The media shape our way of looking at the reality in which we live. It can even be said that by several means, which they use to provide information, they create an alternative reality. The aim of this text is to find out what media depiction is currently being formed when informing about Greta Thunberg,who is undoubtedly one of the most important personalities of today. How do the Slovak media approach it? What narratives do they create? The presented text will try to reconstruct the media depiction of G.Thunberg on the basis of articles published about her by Slovak newspapers in 2020 on their websites, in order too reveal the basic principles that work in creating the narratives and shaping public opinion.

Podcasting ako priestor pre environmentálnu žurnalistiku

The study addresses the urgency of tackling the climate crisis and the reflection of this issue in the life of society, politics and media in the current context of the coronavirus pandemic. The subject of our research is podcasting as a form of environmental journalism. In the study, we map the global and Slovak podcast scene, focusing on podcasts addressing topics such as environmental protection, climate protection and climate change, climate crisis, global warming, or long-term sustainability, and offer a brief content analysis. In 2020, two Slovak podcasts dedicated to these topics were created. Based on available and relevant data, we deal with current developments in podcasting, which is an already established form of audio journalism and, last but not least, summarize the reasons why the climate crisis is at the forefront of the public interest despite the pandemic and its consequences.

Are “dirty” industries looking for pollution havens? – an overview of selected studies

The paper aims to present an overview of theoretical and empirical studies dedicated to “dirty” industries that migrate to pollution havens. It consists of three parts. The first one discusses the major determinants that trigger the migration of dirty industries. Next, attention is paid to the results of studies which reject the hypothesis about the existence of pollution havens. Part three addresses the ideas and concepts that validate this hypothesis and confirm that dirty industries move to countries with a more relaxed environmental regulatory regime. The paper finishes with a summary section presenting the main conclusions from the analysis.

THE INFLUENCE OF AIR TRAFFIC ON CLIMATE CHANGE

Growth in the aviation sector has brought great benefits, but also an increased impact on the environment. Air transport has a significant impact on climate change, even to the extent that global climate change dictates the limitations of its development and the areas in which aviation needs to adapt its land and flight operations. The main pollutants emitted by aircraft are carbon dioxide (CO2), nitrogen oxides (NOx), sulfur oxides (SOx), non-flammable hydrocarbons (HC), carbon monoxide (CO), particulate matter (PM) and soot. Some of the key ways to mitigate the environmental impact of aviation are the development of new aircraft technologies and the inclusion of advanced design, the development of alternative fuels for use in aviation, the collection of airport taxes related to environmental protection, which encourages airlines to use quieter aircraft with lower emissions. The introduction of operational measures, in the form of changes in operating procedures, have proven to be very effective in reducing emissions. In addition to minimizing the amount of fuel for service and performance of each flight, in addition to the environmental benefits, they also reduce fuel costs. These changes do not require the introduction of new equipment and expensive technologies, but are based on different ways of operating aircrafts that are already in use.

Poluarea demografică și drepturile omului

A lot of writing and talking were devoted to the classical forms of pollution affecting the environment where people live and work in Romania. Nevertheless, the authors of this work deal with a new form of pollution, called demographic pollution, with rather social implications, which indirectly limits the respect for the human right to a healthy life. This relatively new entity adds one more cause to those responsible for the “degradation” of the physical and the social environment where Romanians live their lives. The unfavourable evolution of the demographic indices characterizing the Romanian society, synthesized in a synoptic table included in the work, justifies taking political, social, medical and legal measures meant to induce, in the near or more distant future, the demographic redress, and the diminution of the discrepancies between the economically active and inactive population. In the end, it is expected to have, on the one hand, a healthy and sustainable economic growth, and on the other hand, a decent living standard for Romania's entire population, now that the unanimous desire of Romanians, namely, that Romania became part of the European Union, has come true. However, we are aware of the fact that for a genuine integration to be achieved, a pretty long period of time is needed.
