Managing “Mega- Daguos” in the Global Society of XXIst Century

The present paper starts from analyzing the conceptual roots of the “daguo” term, as it is used in the Chinese studies of international relations; we’ll introduce into discussion the new concept of “mega-daguos”, as referring to supra-entities (political or civilization), as a kind of new trans-state and super-state actors, one of them being of continental and trans-continental dimensions and we’ll try to define some of their features and importance for 21st global society. The third part of the paper will be focused on the concrete types of mega-daguo-s, that are in full process of re-composition and emergence, connecting this new reality to concepts as “global governance” or “harmonious governance”.

This article is concentrated on the problematic of the Revolutionary Armed Forces of Colombia – People’s Army (FARC-EP), the oldest and still active guerrilla movement in Latin America. We can observe dynamic development in Colombia in last four years. Negotiations between revolutionaries and the government of President Santos offer chance to end this aged conflict and peace seems to be more realistic than ever. In the context of the conflict resolution a very important role is played by neighbouring Venezuela, mainly the government of President Hugo Chávez who was more or less intervening in the conflict.

This paper gives a short overview of the beginning of diplomacy activities with the special emphasis on Holy See diplomacy. It also shows differences between Holy See or Apostolic See and Vatican City State. The authors explain special position the Catholic Church has, as well as its position in international relations. Holy See, as a legal expression of the Catholic Church, has international and legal subjectivity. We shall see which State Body establishes and maintains relations with different states and international associations through Department for states relations.

EUROPEAN FEDERATION AS A SYSTEMIC RESPONSE TO THE CRISIS OF LEADERSHIP IN EUROPE?

The idea of European federation keeps recurring in politicians’ and intellectuals’ discourses on the future of the European Union. The logic of global rivalry of “large territories” favors this in particular, as it somehow forces Europe’s states to enter into a tighter integration if they want to realize their politics. The biggest challenge which the Union faces is the problem of leadership, understood both in the context of internal policy and relationally towards the surrounding. The problem, however, is the diversity of the member states and the unrelenting tension between particular concern about a national interest and European universalism. European federation sensu stricto, just because of this diversity has still been a utopian project. The future of the European Union most probably lies in a new intermediate model, as unique as the European Commonwealths used to be in the 1950s.

Republika Czeska wobec niepodległości Kosowa

Recognition of Kosovo’s independence was the hot issue of political debate in the Czech Republic. In spite of the opposition party’s objection and President Václav Klaus’s resistance, the government of Mirek Topolánek decided to establish diplomatic relations with Kosovo. The decision was linked to the upcoming Czech Republic’s presidency in the European Union. The Czech wanted to show worldwide that they were ready to act upon the EU challenges and their foreign policy was in accordance with the EU foreign relations. It was not until the end of May 2008 that the Czech Republic recognized Kosovo as an independent state, which was 3 months after Kosovo’s independence had been declared and when most EU countries had already backed that idea. Long-running political dispute over Kosovo in the Czech Republic intensified the internal conflict, which eventually led to the collapse of Topolánek government in March 2009.

The article in question deals with Economic Partnership Agreements that have been negotiated between European Union and African, Caribbean and Pacific countries. There are full and interim EPAs agreements that are fully compatible with WTO rules and give special attention to:– individual ACP country’s geography and structure (especially to vulnerable landlocked and island countries),– the need for ACP countries to take ownership of their development and design their own strategies for achieving growth and prosperity,– the involvement of non-government organizations in EPA negotiations (including civil and business societies),– development level (focusing on the least developed countries – LDCs).The ACP EPA countries group themselves into six regions: four in Africa, one in the Caribbean and one in the Pacific. The article takes a brief look at each of the six regional negotiation groupings and gives an overview of the agreements that have been reached so far.

This article is an attempt to interpret the dominant discourses on Polish foreign policy from the position of the world-system approach. It draws inspiration from works by Immanuel Wallerstein and other researchers that follows his perspective. Following Tomasz Zarycki’s suggestion, the author views the Polish political scene as divided primarily along an axis defined by attitudes to Western Europe. The author draws inspiration from the works of researchers who describe the impact of the semi-peripheral position of Russia on the main directions in its foreign policy. The author also describes and interprets a debate on the impact of EU membership on the peripheral position of Poland and the role and significance of the so-called eastern policy. This analysis provides a picture of the fundamental dispute regarding the importance of and the relationship between the two directions in Polish foreign policy. For the supporters of Western Europe, integration within the EU is a priority and eastern policy is meant to support this process; for its opponents, however, membership in the EU is the basis for building the position of Poland in the eastern neighbourhood.

BETWEEN THE CENTRE AND THE PERIPHERY OF EUROPEAN INTEGRATION?

The major propose for this article is to examine ten years of Polish membership in the European Union. This paper analyzes characteristics of the system of Europe, as well as the process of “Europeanization”. It also covers the depiction of relations between the Centre and the Periphery of European integration and investigates the Polish role in a process of diffusion of norms and procedures within our continent. The main hypothesis of this paper is that nowadays Poland remains suspended somewhere between Centre and Periphery of European integration, without a real capacity of joining the “hard-core” of the EU in the predictable future.

THE KYOTO PROTOCOL AS A DETERMINANT OF INTERNATIONAL COOPERATION

The Kyoto Protocol as the Framework Convention on Climate Change is a milestone in the formation and development of the climate change regime that is aimed at controlling global warming by the international community. But besides that this international agreement also became a factor that created new circumstances and opportunities for international cooperation. These circumstances were created for all the participants of the regime: the states, the non-governmental organizations on behalf of the societies and the business organizations as well as the corporations. The Kyoto Protocol became a catalyst for international cooperation between these international relations’ actors at all stages of its existence: the negotiation process, the ratification of it and its implementation, leading to the establishment of new political, social and especially economic ties.

The author outlines a renowned concept of “soft power” coined by Joseph S. Nye Jr. in the late 1980's as the ability of "getting others to want the outcomes that you want" , but in-depth there is much more to it. And rightly, Nye continued to further explain this concept which today without which many of us would not be able to imagine the entire system of international relations.
