THE LGBTQ ISSUE AS A SUPPLEMENTARY TOOL FOR POLARIZATION IN POST-SOVIET COUNTRIES – THE CASE OF GEORGIA

At present, when pandemic enters a new phase, the geopolitical confrontation between the adherents of unipolar and multipolar international security systems takes its new impetus. Besides the pandemic restrictions used widely as a tool of political pressure, the LGBT issue recently gained new importance. LGBTQ activists that announced pride in the Georgian capital have not taken to the main avenue of Tbilisi out of fears of violence. Instead,anti-LGBTQ groups' representatives used physical violence against media representatives because of their perceived pro-LGBTQ/Western stance. As it is known LGBTQ issue has become quite divisive not only in Georgia but in EU member countries. The present paper discusses developments in Georgia and the post-Soviet area as an example of a small proxy state of the former Soviet Union as an arena of struggle between the West and East on values shared by the most Western democracies.

The aim of this paper is to analyse the personality of a boss in antithesis to the personality of a leader by defining and differentiating them. The methodology of the research carried out is to start from the initial emergence of these terms to the present day. The paper includes both a theoretical comparison of the two types of leadership and a practical comparison of two known historical personalities, and on the basis of the results obtained, leadership styles in emergency management are highlighted. The essential conclusion of this paper is the notion of innate leadership resulting from the analysis as well as the identical result of comparing the two typologies mentioned above regardless of the historical moment in which it takes place.

The Security Dimension of the Czech Foreign Policy

Since the Czech Republic joined the NATO in April 1999, the security agenda of the Czech foreign policy has never been discussed more than between the years 2007 and 2009. Apparently, the major issue at stake was the U.S. plan to build a component of the third pillar of the national missile defense on the Czech territory. The radar debate had signiﬁcantly impacted both the foreign and the internal political agendas. The Czech diplomacy was involved in complicated negotiations with American partners and also became engaged in discussions over the missile defense issue in the EU and NATO and with Russia. Internally, the radar was established as an important topic of the regional and senate elections in 2008 and arguably inﬂuenced the results as the leftist challengers of the American plan swept out their rightist ruling opponents.

West European Countries in the Czech Foreign Policy

The Czech relations with countries covered in this chapter – both EU Member States and others (including microstates) – shared certain general characteristics. Without exception, they involved no issues that would be a subject of major controversy. Secondly, with but a few exceptions, these relations were conducted within a network, or at least through a network, of the EU multilateral frame. The reason for the dominance of the EU framework in the conduct of bilateral relations is primarily the importance of the political process at the EU level both for Member States and their West European neighbours due to a high degree of mutual interdependence and the increasing scope of EU’s allocative and distributive policies. Several government ofﬁcials throughout the period covered in this volume estimated that up to 80% of the relations of Czech Republic with those countries take place at the EU level. However, this does not result in a decline of the bilateral dimension of mutual relations, as could be expected, but rather in their conduct in a new environment of a burgeoning political system, where the need to negotiate issue coalitions increases. Bilateral negotiations remain an important diplomatic means of this ‘permanent congress’. The last shared feature of Czech foreign policy towards the countries covered in this chapter is that it generally took place in conditions of a political pluralism, which was made possible by the countries’ location within the EU framework. The process of Czech foreign policy involved a considerable number of government actors – all of which should theoretically act in the public interest – without the mediation by traditional diplomacy and conduct through its standard channels. This new pluralism represents one of the central challenges for Czech foreign policy, since without proper coordination it leads to a suboptimal use of (necessarily limited) resources in realizing public interest abroad.

Dálný východ v české zahraniční politice

Dálný východ (DV), ke kterému je v této studii pro svůj rostoucí význam přiřazen také Vietnam, představuje kontinuálně oblast bez specifi ckých politických zájmů ČR a jeho relevance spočívá jednoznačně v ekonomické sféře. Ve vládních dokumentech – tj. v Koncepci zahraniční politiky České republiky na léta 2003–2006 a v Programovém prohlášení vlády není DV zmiňován jako specifi cké téma, které by přesahovalo společný rámec rozvojových zemí (Asie, Latinská Amerika, Afrika) a Austrálie. V obou případech je téma DV obsaženo jen velmi obecně a ještě s důrazem na multilaterální rovinu v případě sdružení ASEM (Asia -Europe Meeting), téma vlastní bilaterální agendy se zeměmi DV mimo rámec ASEM a EU není zmíněno.

The Far East in the Czech Foreign Policy

This chapter deals with the region of East Asia, namely the People’s Republic of China (PRC), Japan, the Korean Republic (South Korea), the Democratic Republic of Korea (DPRK, North Korea), the Republic of China on Taiwan (ROC Taiwan), and includes also Mongolia and Vietnam. As East Asia lies far beyond the sphere of the speciﬁc priorities of the Czech foreign policy, the main concern of bilateral and multilateral ties is cooperation with booming Asian economies. However, such a long term prospect, which is parallel with similar prospects of all EU member countries, followed a common development with the former East Central European communist states, which were economically integrated within COMECON and politically dependent on the former Soviet Union’s Asian policies. Since 1989 and after the split of the Eastern bloc, Czechoslovakia, which was divided into the Czech Republic (ČR) and the Slovak Republic in 1993, developed its own autonomous Asian policy, which was no longer ideologically based and dependent on Moscow. Besides continual bilateral relations with East Asian communist states, the post-communist era thus brought new perspectives by establishing new relations with two new economically important partners – South Korea and Taiwan.

The Latin American Dimension of the Czech Foreign Policy

From the point of view of the Czech Foreign Policy (CFP), Latin America is considered as a region of rather marginal importance. Although there is a certain consensus on Latin America’s political signiﬁcance and the opportunity for export, since 1989 the region has not been a priority of the Czech Republic’s foreign policy relations. This view of the Czech diplomacy is connected with the absence of conceptual documents. In fact, only few issues have seriously provoked political discords: namely Cuba and Venezuela (the latter mainly in the last few years). Both countries have been targets of criticism by inﬂuential Czech human right NGOs and the Czech diplomacy for a long time. On the other hand, a part of the Czech left still has the tendency to idealize left-wing governments in Latin America or to express some sympathy with them. These discords evoke the Cold War rhetoric on both sides (criticism in the light of human rights issues by the Czech right and also some left wing parties vs. advocacy of the regimes against U.S. interference on the part of the left). These disputes have referred not only to political issues of Latin America or Cuba, but to the role of identity and the historical experience of the participants or the comparative similarity of dictatorial regimes as well.

The Multilateral Dimension of the Czech Foreign Policy

Taking into account its size, geographical position and historical experiences, it certainly comes as no surprise that the Czech Republic belongs among the proponents of multilateralism in its foreign policy. Yet, its taste for it is largely consumed by its membership in the European Union, the NATO and several international organizations of an economic nature (WTO, IMF, etc.). Other international fora, including the United Nations, the Council of Europe and the OSCE, remain somehow in the back-ground, often overshadowed by the three main topics on the agenda. The same applies to the CR’s relationship to international law. The Czech Republic generally supports respect for and further development of international law without turning it into a truly key topic on its agenda. Despite its attention being primarily oriented elsewhere, the Czech Republic has throughout 2007–2009 continued to take part in the activities of the UN, the Council of Europe, and the OSCE and in initiatives aimed at strengthening international law. Its accomplishments in all these spheres have been generally marked by two dominant trends: europeization and specialization.

Mediální kontext české zahraniční politiky

Kapitola zaměřená na mediální reprezentaci zahraniční politiky ČR je stejně jako v minulých letech členěna do dvou částí. V úvodu představujeme čistě popisnou obsahovou analýzu zahraničního zpravodajství tří českých celoplošných televizních stanic zaměřenou na základní kontury mediální agendy, tedy na hlavní témata, přítomné aktéry a nejčastěji zmiňované země. Druhá část analýzy je založena na hloubkové textuální analýze vybraných zahraničněpolitických událostí uplynulého roku. Výsledky deskriptivní analýzy opakovaně potvrzují mechanismy mediální logiky v zahraničněpolitickém zpravodajství, a to především značnou redukci prezentovaných témat a aktérů, kteří dostanou možnost se k tématům vyjádřit. Vzhledem k opakujícím se výsledkům a omezeným interpretačním možnostem kvantitativních dat jsme se rozhodli věnovat více prostoru kvalitativní případové studii tří významných zahraničněpolitických událostí v českém tisku v roce 2011.

Subsaharská Afrika v české zahraniční politice

Kapitolu Subsaharská Afrika v české zahraniční politice s podtitulem Úsporná omezení nebo nekoncepční opuštění? v předchozím svazku této knižní řady uzavřelo konstatování, že subsaharská Afrika se „pokračujícími nekoncepčními kroky stává první obětí chybějící debaty o směřování české zahraniční politiky jako celku, zatímco konkrétní vztahy českých subjektů s africkými se na všech úrovních zintenzivňují“. V souvislosti s mediálním zájmem o šampionát ve fotbale v Jihoafrické republice a s kritikou uzavírání českých ambasád také zmínila, že „ani nové obrazy o subsaharské Africe, ani parlamentní, opoziční, podnikatelská a mediální kritika kroků MZV však neotevřela debatu o českých zájmech v měnícím se regionu“.

Blízký východ, Středomoří a Afghánistán v české zahraniční politice

Rok 2014 přinesl v postoji české diplomacie na Blízkém východě některé dílčí změny. Přestože Česká republika projevuje dlouhodobý zájem o oblast Blízkého východu a to především v kontextu ekonomické spolupráce, možnosti české diplomacie v tomto regionu jsou limitovány. Tento fakt je zapříčiněn nestabilní politickou situací v mnoha zemích blízkovýchodního regionu, která se postupně zhoršovala od Arabského jara v roce 2011. Revoluční dění v mnoha zemích vyústilo v ozbrojené krvavé konflikty a nastolení relativního klidu se prozatím zdá být v nedohlednu. I přes komplikovanou situaci se však ČR podařilo v roce 2014 upevnit své diplomatické vztahy s některými zeměmi regionu a dokonce posílit ekonomickou spolupráci. K posílení vzájemných vztahů s blízkovýchodním regionem přispělo ukončení vleklé politické krize v ČR, když v lednu 2014 byla jmenována nová koaliční vláda ČSSD, ANO a KDU-ČSL.

Rok 2016 nepřinesl žádné zásadní změny a základní principy české zahraniční politiky vůči Blízkému východu tak zůstávají neměnné. Česká diplomacie se i v tomto roce řídila principy stanovenými v koncepci české zahraniční politiky, která byla přijata v roce 2015. Stěžejním cílem vůči blízkovýchodní oblasti zůstává posilování bilaterárních vztahů na ekonomické spolupráci se zaměřením na udržení bezpečnosti oblasti, především pak Státu Izrael. V roce 2016 se však stále výrazněji projevovala snaha České republiky zaujmout vyváženější politiku vůči regionu, což se projevilo především v prohloubení vzájemných vztahů se zeměmi Arabského poloostrova a Íránem.

Česká zahraniční politika na Dálném východě

Do oblasti Dálného východu (DV) – zahrnující Čínu, Japonsko, Korejskou lidově demokratickou republiku (KLDR) a Korejsko republiku – je v návaznosti na předchozí dvě vydání této publikace vřazeno Mongolsko a Vietnam. Česká zahraniční politika tradičně na DV žádné specifické politické cíle nemá, hlavním motivem rozvoje bilaterálních a multilaterálních vztahů s těmito státy je především hospodářská perspektiva v obchodě a v investicích. V tomto směru se český přístup ustálil a i přes mediální střety politických stran existuje dlouhodobě shoda. Česká politika je tak ve vztazích s DV zařaditelná do evropského hlavního proudu, což lze v návaznosti na kontext nasledujícího textu považovat za pozitivní jev.

Multilaterální rozměr české zahraniční politiky

Multilaterální vztahy České republiky mají řadu dimenzí. Kromě členství v EU a NATO tvoří jejich součást zapojení do činnosti OSN, Rady Evropy a OBSE. Pozornost je věnována též prosazování a rozvoji mezinárodního práva. Vzhledem ke své poloze, velikosti a historické zkušenosti přikládá ČR multilateralismu velký význam. Ten je nicméně orientován hlavně na EU, NATO a organizace ekonomické povahy; ostatní složky dlouhodobě stojí v pozadí. Působení na multilaterálních fórech je v posledních letech ovlivňováno trendem europeizace, v rámci něhož státy EU zaujímají k projednávaným otázkám jednotné postoje. Rok 2009 nebyl v tomto směru výjimkou. Naopak, předsednictví v Radě EU v první půli roku postavilo ČR poprvé do pozice toho, kdo měl unijní kompromisy nejen pasivně akceptovat, ale sám aktivně hledat. V této pozici naše země sice neoslnila, obstála ale vcelku se ctí.

Subsaharská Afrika v české zahraniční politice

Loňské vydání této řady analýz afrického rozměru české zahraniční politiky označilo předchozí rok za „nejrušnější od roku 1993“ v historii vzájemných vztahů se subsaharskou Afrikou. Rok 2009 také označilo za „nadějný“ z hlediska naplňování koncepce Příprava strategické debaty o přístupu ČR k Africe. Zároveň ale bylo v kapitole zdůrazněno, že přes mimořádnost předsednictví v Radě Evropské unie zůstává subsaharská Afrika i nadále na okraji české politické scény: „Může se totiž stát, že postupný proces evropeizace zahraničněpolitické agendy povede v rámci dělby práce k dalšímu posílení východního a jihovýchodního rozměru české zahraniční politiky na úkor vztahů se subsaharskou Afrikou.“ Rok 2010 tento trend potvrdil.

Blízký východ, Středomoří a Afghánistán v české zahraniční politice

V roce 2015 zůstaly základní principy zahraniční politiky ČR vůči Blízkému východu v zásadních bodech shodné s předešlými lety. Podle nové Koncepce zahraniční politiky ČR, která byla přijata v červenci roku 2015, se ČR i nadále zaměřovala na posilování bilaterárních ekonomických vztahů se zeměmi regionu, především pak se Státem Izrael, oblastí Zálivu a severní Afriky, s cílem zajistit bezpečnostní stabilitu v oblasti. Přestože bilaterární prioritou zůstává strategické partnerství s Izraelem, v nově přijaté koncepci se ČR zároveň zavazuje k nutnosti posilování spolupráce s Palestinskou samosprávou a přípravě palestinské reprezentace na přijetí plné státnosti. Nová koncepce taktéž vyzdvihuje nutnost standardizace vztahů s Íránem. Oproti předešlým letům se tak v nové koncepci projevuje snaha levicové vlády posilovat nová bilaterární partnerství v oblasti bez prioritního ohledu zájmů Státu Izrael.

The Middle East, the Mediterranean and Afghanistan in Czech foreign policy

In 2015, the general principles of the Czech Republic foreign policy concerning the Middle East remained identical to the former years in the main points. According to the new Concept of the Foreign Policy of the Czech Republic, adopted in June 2015, the Czech Republic continued focusing on strengthening the bilateral economic relations with the countries in the region, particularly Israel, the Gulf countries, and North Africa with the aim to ensure stable security in the area. The bilateral priority remains the strategic partnership with Israel; however, the newly adopted concept binds the Czech Republic to strengthen the cooperation with the Palestinian administration and the preparation of the Palestinian representation to accept statehood. The new concept also highlights the necessity to standardise the relationships with Iran. Unlike those of the former years, the new concept reflects the aim of the left-wing government to support new bilateral partnerships in the region without priority focus on the interests of Israel.
