KONFEDERALIZAM
This article addresses some specific Yugoslav considerations of the concepts of federation and confederation. The author advocates an inductive approach to this phenomenon rather than the prevailing deductive opinions based upon definitions. He therefore reviews historical forms of confederation in Switzerland, the Netherlands, the United States of America, and Germany. Painting to some general features of historical examples of federation and comparing them to other types of relationships, international organizations, and other forms of associations of states, the author explicates the Draft of the treaty concerning a Yugoslav confederation proposed by the Republic of Croatia.
