The report outlines: the current situation in the Red Sea and the Somali Basin, examining its impact on international maritime transport. Discussed are key principles of international law and organizations involved in combating piracy and armed robbery, detailing incidents occurring from 2019 to 2023. The mission and tasks of Operation “Atalanta”, which is one of the primary anti-piracy operations in the Somali Basin, are described along with the current situation in the Area of Operation (AOO). The report briefly narrates the situation with M/V Ruen. It outlines conditions under which the use of Bulgarian Naval Forces in countering piracy is feasible. The paper proposes some directions for addressing piracy and armed robbery issues.

Essentially, the preventive activity is protection of the inviolability of the person and the property of the Bulgarian citizens. One of the important mechanisms for effective impact is the implementation of appropriate and strictly differentiated measures, through which the appropriate preventive influence can be exerted on a certain group of vulnerable persons who may commit or suffer from crimes. The report presents a new type of administrative measures included in the national legislation – bans on leaving the country for vulnerable adults and minors, as well as the possibility of issuing a temporary identity card to persons with a decreed ban.

Every political-military competition, conflict or war after 2014, already is hybrid. “Hybrid threat” is an umbrella term for the coordinated actions of a coalition of military and nonmilitary, state and nonstate, national and supranational actors in the info-cognitive, diplomatic-political, financial-economic and military spheres, in peace, during the crisis and in war, against the interests of a national state (or a coalition of states). Thestate-backed hybrid threat applies the concept of “smart power” in a destructive manner. “The opposing forces”, through public cognitive manipulations, can achieve a national state deception, can blame another actor/s as a hybrid threat and destabilization source, and to excuse their own actions. The counteraction of a Hybrid threat by disunited societies, societies that difficulty formulate common goals and are not unanimous at threat recognition, is extremely difficult and/or impossible.

The article elucidates the role and significance of NATO activity in the process of the global spread of English as the means of international communication. It highlights the methods and directions of the Alliance activities aimed at the establishment of the global importance of the use of English in the field of international relations. The article analyzes the organization of language training for the military personnel of the Alliance member countries. The author presents the NATO standards of foreign language proficiency STANAG 6001. The main problems of language training in the Armed Forces of the North Atlantic Alliance are listed in the article and the means of their solutions are analyzed. The programs and strategies of military language education are presented as well as the ways of their integration into existing courses of professional military education. The paper analyzes the importance of the Defence Education Enhancement Programme and its interoperability for the allies and partners.

In this paper, the effort is to provide a condensed overview of two distinct U.S. defense cooperation programs (FMF and FMS), each of which, however, has very different functions and purposes. In parallel, to present two different approaches to importing and acquiring U.S. defense products and services (FMS and DCS), and where there are opportunities for further combining and inter-mixing, to consider more elaborated hybrid multi-layered options. The aim is, in a most compact form, to make a comparison of three different tools that have gained international prominence as terms through their abbreviations (FMF, FMS and DCS), clearly outlining and distinguishing the essential differences by relevant features, but at the same time drawing out and highlighting the important complementarities and synergies between them.

In the context of the deteriorating and explosive security environment, an attempt is made to justify the usefulness of building an efficient system for civil defence, through which the stability of the population and the state can be guaranteed in crises and military-political conflicts. The tasks defined in the second Protocol additional to the Geneva conventions are examined and they are related to the specific responsibilities in the Republic of Bulgaria. Finally, additional current tasks are proposed and three approaches to building the system in the country are underlined.

Analyzing the probability of a cybersecurity risk event occurring is essential to reducing the likelihood and severity of cyberattacks. This report examines data to assess the likelihood of a risk event occurring in cybersecurity systems in the Republic and around the world. Although the results are trends rather than exact representations of the total number of attacks, they provide valuable guidance for improving cybersecurity. The deep insights that are gleaned from analyzing the information can be unexpected, helping us see things in new ways or understand connections we hadn‘t noticed before. In the context of cybersecurity, this can help us prevent attacks and improve the protection of information systems.

Corruption is a major factor for causing difficulties in functioning of any country, and the presence of an increased corruption risk forms a negative impact at regional and international level. Bulgaria does not make an exception in that remark, as the county also faces current challenges. This requires certain resultative actions to be applied for dealing with the increase of corruption risk and for providing adequate countermeasures against corruption practices. In response to the indications of a widespread corruption, which could be seen not only via external monitoring and analysis of processes in the Bulgarian society, but also through an internal assessment of public environment, steps towards change of the legal framework have been introduced by series of legislative initiatives and actions. These steps aim to create an adequate mechanism to counteract the corruption. The article identifies present challenges towards introducing new legal approach in counteracting the corruption. It presents the perspectives that have to be supported for achieving higher efficiency of anti-corruption measures.

The report presents the results of the analysis of conceptual approaches and ways to achieve dominance in the Black Sea space and establish a sustainable security environment between NATO and Russia. It examines the directions underlying the development of the Western and Eastern model concepts from the years of the Cold War to Russia‘s invasion of Ukraine. The management of systems is often associated with great difficulties arising from the high degree of uncertainty in the elements influencing the system’s operation. One means of overcoming these difficulties is to automate processes by applying knowledge in artificial intelligence systems. The development of technologies in the field of artificial intelligence contributes to the increase of capabilities in control systems to perceive and interpret reality. The paper presents models of a conventional system with artificial intelligence, as well as a description of the properties and processes involved in the control process in both systems. The report examines the strategic importance of the Black Sea region for NATO and its partners. Emphasis is placed on the stabilizing role of the Alliance in ensuring a reliable, safe and prosperous environment in the Black Sea region. The NATOled policy in the Greater Black Sea region and the preparation of a strategy for the resolution of the problems and conflicts threatening Euro-Atlantic security in the area are justified by means of an analysis of the existing threats and challenges in and around the Black Sea. The report draws the conclusion that the Black Sea region needs the stabilizing influence of NATO and the Alliance must protect its interests in this region.
