This paper introduces the so-called L-PEST model as a proposed tool for better understanding, in a complex and integrated way, the fields that are influenced by the software usage within and by the public sector, including motivation and adaptation policies on FLOSS. The primary objective of the author is to identify and describe the main actors shaping this field. He has made an attempt, based on theoretical consideration and on case studies from abroad, to fill a research gap and place the different actors into one complex model. It is hoped that the proposed model assists better clarifying the intricate relationships between e-governance and public education on the one hand, and software application practices of society as a whole on the other. Nevertheless, much more research is needed in the years to come.

Motivation is one of the most specific and important issues for the explanation and the regulation of any conscious human activity , and in particular for the organization and management of activities. While motivation is one of the most underrated issues in the management of health activities , so it is necessary to clarify the nature and its importance for the effective organization and management of nursing activities. Aim of this study is to establish the level and nature of professional motivation and satisfaction of young nurses using a methodology for benchmarking in the public and private sector, and on this basis to justify the need to be more effective , in full realization and development of nurses . Object of the study hospitals in the Plovdiv region . A pilot survey of 76 randomly selected nurses. The results of her problems require nurses in Bulgaria to analyze complex to be solved effectively in the interest of public health. In this respect, one of the problems that requires special attention is the professional motivation and related satisfaction of nurses and their professional development activities.

Synchronized action at both professional and organization level in the functioning of health establishments is based on interpersonal trust. Trust and the attendant risk are unexplored elements of interpersonal relations between members of the teams within the health care system in Bulgaria. Health managers and their staff operate in an environment that is partly a market, partly a bureaucracy and partly a service network. The market reforms increase efficiency but can not fill in the gaps in the services or create an integrated network for the users of health services. There is a lively ongoing debate about the fact that, despite the politicians’ efforts to synchronize the different units, the required results have not been achieved yet.

Each person is a unique combination of genetic potential , personal and social qualities , needs, values and motives. While motivation is one of the most underrated issues in the management of health activities. The purpose of this article is primarily an overview – through literature review of the problem of professional motivation and satisfaction of the medical staff to analyze the motivation of employees in the healthcare medical professionals as an incentive for education, vocational self-improvement and achieving better financial results. Task of managers is to create suitable conditions such that people recognize and develop these human characteristics in themselves , they can achieve their own goals best by the direction of their own efforts the objectives of the organization in which they work. To improve staff motivation is necessary to reform the system of remuneration – except the actual increase in remuneration should be changed and the system of assessment.

The aim of this article is to undertake a study for awareness of insured patients about the possibilities that provides the voluntary health insurance in Bulgaria. Materials and methods. We used the method of direct individual anonymous survey written on paper. A special questionnaire for evaluating information the respondents have about the thisness and possibilities of this specific type of insurance. Results. The total number of respondents was 490 people. The results show that certain gaps in public awareness of the thisness and possibilities of the voluntary health insurance sector. Very good and relatively well informed are about one quarter (23.9%) and relatively uninformed and misinformed is larger percentage of respondents. Better informed are men (25.8%) than women (21.9%). Conclusion. In order to ensure support from the public opinion, it is necessary to intensify the communication policy of voluntary health insurance companies by expanding activities in public relations.

Nonverbal communication, including gestures, is inherently linked to the use of language in oral communication. Except to verbal communication, the role of gestures has been connected to thinking and culture. Gesturing helps speakers communicate more efficiently, and if people are prevented from gesturing that would hinder the transfer of meaning. The integral relationship speech – gestures is revealed in different ways in specific social contexts. The essential relationship of speech and gestures in oral communication was analysed along Kendon‘s (1982) points and according to McNeill‘s (1992) classification of gestures. McKneill‘s characteristics of gestures and their relation to speech, to linguistic properties, to conventions and to semiosis emphasize the different manners of structuring meaning through gesticulation and speech. Gesticulation expresses meaning synthetically and thus, connects as a whole to the meaning of the speech utterance.

The level of work ethics among General Practitioners (GP) in Bulgaria is about the average. Bioethics teaching is incorporated into the specialization program. Even the highly developed programs in medical ethics in the Faculty of Public Health in Plovdiv, there are room for improvement and strengthening. The individual thematic units are designed by reporting of the versatile features in the activity of the physicians in primary care practice and are consistent with the basic educational requirements during the learning process. The ethical dilemmas in the adduced cases result mainly from the personal clinical experience, they aim to provoke adequate bioethical decisions within specialists in general medicine. Internet is a modern socializing tool, giving alternative options to meet the personality needs. This technology outlines new and unknown challenges facing the personality. Everyday new users enter for the first time on the internet but every day some of them realize that they are difficult to get rid of the negative aspects of problematic Internet use (6). We are concerned by the fact that Internet users of all ages have access to activities that are difficult to be culturally, family or legal controlled. On the other hand, the introduction of e-health in Bulgaria is a strategy requiring Internet use in the daily practice of health professionals. Our research interest is current because in the fifth edition of the Diagnostic and Statistical Manual of Mental Disorders (DSM) of the American Psychiatric Association (APA), for the first time appears diagnostic category disorder associated with Internet games.
