Phases of Cost Cutting: Downsizing is Dead; Long Live the Downsizing Phenomenon

This downsizing research article presents a phase typology of job cutting which includes three distinct phases and three levels of argument. Conceptually, the paper draws heavily upon the seminal work of Littler and Gandolfi (2008) seeking to expand and update their 2008 Academy of Management (AOM) Conference paper. The paper culminates with a contemporary discussion of current downsizing practices showcasing that the strategy of downsizing has remained a popular restructuring method on a global scale.

Quadruple Helix of Entrepreneurship and Management Education

This paper discusses the case of the entrepreneurship programme at the Faculty of Business and Economics at the University of Maribor, where academics, entrepreneurs, and managers have joined forces to develop effective entrepreneurship education and training that stimulates creativity and innovation among students. The underlying philosophy of the programme is twofold. First, education for future entrepreneurs and managers of smaller companies, characterized by the despecialization of job tasks, resource scarcity, and self-employment, must differ from management education for larger companies, where task specialization can take place. Second, during their studies, students should improve their creativity, develop ability for recognize opportunity, gain confidence, and acquire practical managerial experience. Classroom experience itself is not sufficient for developing students’ understanding of the value of innovation and creativity; rather, it should be upgraded through direct experience supported by real-life cases and role models. The discussion introduces the term quadruple helix of entrepreneurship education to stress the importance of four main players in such education: students, professors, entrepreneurs, and the supportive infrastructure of the entrepreneurship ecosystem.

Discrimination and Profit

In this paper I analyze the relation between anti-discrimination policies applied by a company and its profit. Some authors argue that the problem of discrimination should not be approached at the company level, because this will negatively affect its profit, but at the public policy level. I try to show that a company can apply anti-discrimination policies with a positive impact on profit. Policies of the first type have as their aim to ensure fairness in the selection process. Other policies give privilege to the members of discriminated groups in the selection process. At last, companies can implement a minimum quota system for members of a discriminated group. I prove that these three types of policies can positively affect the company’s profit.

In a globalizing economy, competitiveness means information and know-how rather than capital and physical assets. The function of knowledge management is therefore to allow organizations to leverage their information resources and knowledge assets by remembering and applying experience. An organization’s ability to compete on the market is increasingly seen as depending on the skills and knowledge of its employees, regarded as intellectual capital, and on its capacity to preserve and use as much as possible of this knowledge in knowledge-bases and expert-systems. However, knowledge evolves rapidly, due to the continuous changes of the business environment, and the useful life span of the organizational skills is decreasing, which means the survival and competitiveness of an organization is linked to its ability to produce and use knowledge as well as to include the results of the learning process in organizational competences and virtual products.

New Venture Creation in the Realm of Practicable Choice

The entrepreneurial event is a contingency from which entrepreneurial behaviour precipitates. It is a temporal confluence among some external cue that implies an extant, potential, or possible opportunity; a perception of the cue implications; and, an entrepreneurial response. It begins with recognizing and evaluating an opportunity and ends with a venture concept and entity to harness that opportunity (Stevenson, Roberts & Grousbeck, 1989). New venture creation is, thus, the product of a decision process. And, these decisions are often fraught with biases (Wickham, 2003). This raises an important question. What conditions dictate practicable reasons for starting a new venture? Heretofore, the corpus of new venture contributions has focused on the variables that seem associated with launch decisions. Conspicuously absent is an examination of the decisions themselves and the conditions that dictate if they reflect objectively sound judgment. This paper explores these decisions through the lenses of reality, feasibility, and desirability.

Relationship between Organisation Culture and Knowledge Management in SME’s

The article is about the way in which the organisation culture influences the knowledge management in the small and medium-sized enterprises. With the increase of the complexity of the environment in which the SMEs exist, they rely more and more on knowledge as assets and development source. Thus, the organisation culture becomes a mediator between personal knowledge and organisational knowledge, as well as one of the most important factors that condition the knowledge management in SMEs. Among the most important cultural barriers for the knowledge management are: the differences between the declarations and the actions of the managers, the use of the principle ‘knowledge is power’, the apathy in the dissemination of knowledge, the syndrome ‘it has not been invented here’, the language, the mechanistic perception of the organisation, the organisation ‘amnesia’, the over appreciation or under appreciation of the technologies, the attitude ‘knowledge is not an advantage and does not increase for ever’.

Linking Job Design and Training in the Romanian Organizations

In this paper the author present an image of the human resources practices used in the Romanian companies. In this way, we conducted a study regarding human resources management practices in the Romanian companies, on 150 organizations from different fields. The main objective of the study was to obtain a relevant volume of real and trustworthy information regarding the degree of knowledge, the implementation and the future directions of human resources management development process in Romanian companies. The author presents a comparative analyze regarding the job design and training activities in the Romanian organizations. He involves in his study different types of organizations such: small and medium enterprises, large companies, public institutions and multinationals. The value of the information regarding the particularities of human resources management in Romania is extremely important, because we undertook a complex analysis of the main human resources management activities in 150 Romanian companies. Knowing the particularities of the human resource management in the Romanian organizations, specially the particularities of the job design and training, it will be more easier to find out more and better solutions to the problems that we are facing on in different organizations, in the context of the economic crisis and of the reform process of the Romanian public institutions.

The Impact of the Cross-Cultural Factors on Getting the Management Performances within AKER Multinational Company

Our paper approaches the aspects connected to the analysis of the values’ system specific to the AKER multinational group, world leader on the market targets represented by cruises and ferryboats, commercial ships and offshore platforms. The case study was developed at Aker Tulcea subsidiary, component of AKER multinational group. We proposed to identify the cultural profile of this firm, on the basis of the organizational cultures pattern elaborated by G. Hofstede. In this way, we conceived a questionnaire addressed to a number of 20 middle managers, in view to analyze the cross-cultural influence upon the performances of this organization. The results obtained during our research revealed that Aker Tulcea subsidiary assumed the values promoted by AKER multinational group, fact which led at the efficient management of the cultural differences and the creation of the premises in order to obtain organizational performances.

Human Resource Management in Public Service – The Orientation Towards the Managerial Models from the Private Sector or the Displacement of Public Service Ethos?

The challenge of motivating employees is becoming significant for the Romanian public organizations in the context of the recent changes in the salary system. Using financial incentive systems, generally in the form of merit base promotion and financial rewards, have introduced in the public system the incentives of the market, aiming to lead towards the efficiency and the effectiveness of the private organizations. Those practices are based on the presumption that the labour force in the public and private systems is substantially the same, avoiding the essential differences between the public and private employees. The public servant does not answer only to financial incentives; a variety of nonfinancial motives affect the behavior: trust, sense of duty, altruism or community reputation. The incidence and consistency of financial motivation in time must be attentively correlated with the impact on the organizational performance as well as the ramifications of the public service ethos.

Human Resources Development. Strategically Approach in the Cross-Border Cooperation Area Between Romania and Bulgaria

The European Union’s Cohesion Policy 2007-2013 intends to strengthen the Community’s economic and social cohesion of the enlarged EU in order to promote the harmonious, balanced and sustainable development of the Community, while reducing the economic and social territorial disparities which have arisen in countries and regions lagging behind, and speeding-up their economic and social restructuring. The new Cohesion policy 2007-2013 recognises the importance of cross-border, transnational and interregional cooperation as one of its key objectives in the enlarged Europe. The European Territorial Cooperation Objective financed by ERDF aims at strengthening cross-border cooperation through joint local and regional initiatives and strengthening transnational and inter-regional cooperation. It will support actions conducive to integrating territorial development linked to Community priorities, strengthening interregional cooperation and promoting the exchange of experience at the appropriate territorial level. The ultimate objective of cross-border cooperation in Europe is to integrate areas divided by national borders that face common problems requiring common solutions.

A New Reporting Management System after 2008 Crises

In the last ten years the management concepts, principles and measures were absorbed with great energy by manager’s mind and were faster developed and applied in most important fields. It was created even a new people community named ”management readers” which could be the future more trained managers or could remain the same readers educated in management. Taking up the research level, I briefly present you a Reporting Management System created for a flexible implementation in medium and large dimension companies, but also could be applied in small firms. I consider this Reporting Management Methodology proves itself very useful in work days after the 2008 crises and could contributed to restructuring the companies, bringing more accuracy in making decision, have an effective impact in solving task, a speedily respond time and highly controlling in operational situation. No more ancient days for managers!

Immigrants’ Labour Market Integration in Romania

This paper analyses the labour immigration trends in Romania in the context of an evolving institutional, social and economic environment. It investigates the access and participation of the immigrant workforce into the Romanian labour market through the main labour market indicators and it provides an overall view on the immigrants’ labour market integration by using different migrant specific data and descriptive statistics. The paper discusses the advantages and possible socio-economic consequences related to filling labour shortages by means of immigration and the how the labour immigration in Romania is taking shape as a result of employment policies and immigration regime. Furthermore, it reflects on the relevant legislative, institutional and policy developments that impact on the immigrants’ labour market integration in Romania. This research highlights how Romania makes use of the immigrant human capital and whether the characteristics and skills of the immigrant workforce represent a competitive resource on the national labour market.

Niche Websites and Online Tools Used in Recruitment

Based on technological evolution and a very large number of users, the Internet plays a key role in attracting talented employees which can generate competitive advantage for the organization. Therefore nowadays niche websites, specialised recruitment sites, become increasingly important. With the creation of such sites also appeared several applications for recruiting. The purpose of this paper is to analyze these sites and applications in order to determine the advantages and disadvantages of specialised recruitment websites (1), career sites of organizations (2) social professional sites (3) . Using these online recruitment tools lead to the development of e-recruitment. Our conclusion is that these websites do not represent yet a universal solution for organizations although the number of users is growing. For being successful in the recruitment process, recruiters have to combine niche websites in recruiting and not use only one type of niche websites.
