The main purpose of the article is to review the latest solutions in the field of IT tools fordata and information processing and to try to determine their suitability in the knowledgemanagement process.Knowledge management is often a key tool in building a competitive advantage and implementinginnovations. Modern enterprises need more and more advanced tools and informationtechnologies. The main reason is that today these are no longer individual companies, but consortia, company networks, holdings or clusters. The last decade is also a dynamicdevelopment in the use of new IT tools for this purpose. They are used at every stage ofknowledge management. The publication presents the results of the analysis of which categoriesof tools and what effect is used at the stage of: (1) acquiring knowledge, (2) sharingknowledge and (3) using knowledge.More and more often, intelligent algorithms are used in the knowledge management stages, which by using selected tools allow for semi-automatic or automatic processing and eventhe use of knowledge. Currently, the work of scientists focuses on the use of methods thatare referred to as machine learning, cognitive systems, or finally artificial intelligence. However,in order to be able to use advanced tools in the coding processes, it is necessary to haveearlier, dedicated data and information processing taking into account the requirements ofmore intelligent algorithms.

In the world of far-reaching globalisation and the rapid development of information technology, digitisation of the public sector seems to be inevitably benefiting both administration as a whole and its customers. At the time of Poland’s accession to the European Union, the process intensified due to the standards set by the EU. A similar action was taken by Estonia which joined the European Union at the same time as Poland. Over the years, there have been significant differences between these countries in the development of digital public administration. Estonia, in a relatively short period and with limited financial resources, has become one of the most digital countries in Europe. Thus, Poland should be inspired by Estonian practice as regards the implementation of eGovernment.

The progress of civilisation and the simultaneous development of modern technology have affected many areas of life, including public life. This development is accompanied by economic changes and even political or social ones. One of the manifestations of social change as a result of the development of modern technology is the emergence of modern society, referred to in the literature of the subject as information, network, digital, telematic, etc. society. At the level of individual countries, including Poland, it is expected that tools will be implemented and applied based on the achievements of modern technologies in various areas of public life. Namely, the above-mentioned technologies have found widespread use in the case of various forms of civic participation in public life, such as elections, referenda, public consultations and the right to public information. Would the “computerisation” of various forms of citizens’ participation in public life change their nature? Would it make it easier for citizens to participate in public life, encourage them to take an active part and thus quell the so-called crisis of democracy? Can the use of information and telecommunication technologies have a real impact on the development of civil society?

In the article, I pose a question about the place and the role of media in teaching foreign languages in time of the language revolution caused by the electronic media expansion. I present experts’ opinions from theoretical works written in English as well as from methodical teacher guides devoted to using ICTs in foreign language pedagogy, both published by acknowledged British and American publishing houses. Important aim of this article is to introduce new theories, definitions and educational media’s classifications, as well as world specialists’ opinions and expectations (some of them quite opposite) on the conditions and dilemmas related to the problem of applying media to foreign language teaching.

In the context of the security environment and the conflicts approach methods, the early study of these techniques and procedures used by the aggressor in the hybrid conflict appears to be a necessity that cannot be ignored. It looks like, using a not that profound analysis method on those hybrid conflict lines of efforts, we came up with the conclusion that this conflict is a living organism, which continuously affects the victim and, even if at the beginning needs various and consistent types of resources, it become a symbiotic one that feeds on the victim’s vital resources. It has limitations, which in general consist of the maturity of the society and the democracy on which the aggressor concentrated his efforts. In the proximity of the Romanian territory the most evident victim of the hybrid conflict is the Republic of Moldova, but the similarities of the analysis results with the actual situation of our own state cannot be ignored.

Modern solutions regarding the use of unstructured information are based on the concept of Content Management (CM), [08] and [09]. This is a good solution for those document contents that will be generated once the CM is in place, but the question remains of what to do with hundreds of millions of documents that have been generated over the course of many years in the public sector. This article analyzes some of the features of the existing document systems in the public sector, and then discusses the needs of business processes reengineering, which are concerned with generating official decisions of relevance for both individual and business end-users. Furthermore, we propose a practically feasible model for the Document Management Systems (DMS) design, based on modern information and communication technologies that can manage and support the use of documents already in the system. In the end, this article takes a look at a general model for the calculation of costs and benefits associated with an introducton of a new DMS.

The purpose of this paper is to present changes associated with multi-level governance in innovation policy in Poland after 1989. The administrative reforms of the 1990s and Poland’s accession to the European Union played a crucial role in this respect. Despite the growing importance of transnational and regional levels, from the perspective of the scale of resources earmarked for research and innovation as well as impact of non-financial (legislative) instruments, the critical role is still played by national actors. The regional innovation policy is strongly dependent on financial support from the European Union. In the coming years, it will be vital for multi-level governance innovation policy in Poland to ensure proper coordination and coherence of the public support system and provide a stable financial framework for initiatives and activities implemented at various levels after 2020, especially at the regional and local levels.

Many agrotourist farms use the potential of websites to distinguish their offer from others to attract as many guests as possible. However, maintaining a website is connected with a range of costs, e.g. registering the domain and the hosting package. Searching for cost savings, the owners of agrotourist farms often face the dilemma of choosing between a payable website and its free equivalent. The aim of this article is to analyse internet addresses as regards their type and potential, both informative and marketing. The surveys were carried out on a set of 1,121 websites. The analysis included domain names (main names) as well as domain extensions, paying special attention to type and indicating sub-domains at the same time. Division into payable and free was looked for as well. In conclusion, it is shown that the owners of agrotourist farms mostly use national domains, choosing addresses in functional, regional or European domains less frequently. Moreover, they relatively rarely use addresses created on free services. In their place, they choose free sub-domains often created in the domain of the provider hosting a regional (informative) portal or another.

The turn of the 20th and 21st c. was marked by the development of experience economy, in which the basic commodities are not specific products, but the customers’ emotions, impressions and experiences. Tourism has always been a particular “holiday experience industry”. In recent years, however, the importance of the conscious creation of emotional tourism products has become even greater; we may observe continuous efforts to multiply and intensify tourism experience. The key activities to achieve this goal include transforming tourism infrastructure into unique tourism attractions, enlarging traditional services/service packages by elements providing additional emotions and satisfaction, using modern technologies in order to add virtual entities to real tourism space (augmented reality), as well as to conveniently record tourism experience and share it with the public.

The paper reflects upon human infosphere, an area that has not been subject to research so far. The pedagogical dimension of infosphere is discussed. The first part defines infosphere as an environment of information. The second part is devoted to the pedagogic aspect of infospehere. The third part provides conclusions and implications for pedagogical practice. The article is aimed at parents and school teachers as well as researchers in the field of pedagogy. The unique educational value of infosphere, understood as a structured environment of information, is emphasized. Experience and observation demonstrate that the upbringing environment can be turned into the pedagogical environment due to the deliberate action of parents. As a result, a new quality emerges in the family environment. Thus, the environment moves from being passive to being active, from being schematic to being innovative, from monologue to dialogue, from being ambivalent in action to being stable. Thus, given appropriate conditions, infosphere can become a highly effective means of upbringing and education in the family.
