Public procurement is among those spheres in the management of the public sector in Bulgaria which are characterized by the highest corruption risk. Generally speaking, the abuses in this sphere relate to the awarding of the public procurement contract to a pre-selected supplier to the detriment of the public interest through violation of the principles of competition for the purpose of gaining personal benefit. The report examines the corruption in public procurement and assesses the losses from it. It also focuses on big corruption in public procurement with a view to the fine-tuning of the policy tools. This type of corruption covers all transactions and procedures which fall or should fall within the scope of the public procurement legislation. These are most of the supplies whose price or qualitative parameters are subject to negotiation between the contracting authorities in the public sector and the suppliers from the private sector.

Corruption and Trafficking: Monitoring and Prevention titles the new brochure, recently published by the Center for the Study of Democracy of its Reports and Analyses series. It is the first analytical output of the newly founded Expert group on corruption and illegal trafficking as part of Coalition 2000 anti-corruption activities. The phenomenon of illicit trafficking has become one of the most important sources for the “shadow economy” in Bulgaria throughout the 90ies. Its growth was caused by a number of international and internal factors as well; the most crucial of which is the weakening of the post-communist state and the spread of corruption practices among state officials. Hence the emerging of the criminally interwoven corruption/trafficking involve state officials (policemen, customs officers, senior civil servants and politicians) on the one hand, and semi-criminal groups and local mafia on the other. Bulgarian “contraband channels” also constitute a part of the wider network of transnational crime. In the forthcoming brochure, however, the emphasis is on Bulgarian trans-border crime, rather than on its international ramifications. The brochure is composed of three parts: - an analysis of trans-border crime in Bulgaria during the 90ies; - a review of the sociological and statistical methods of measuring illicit trafficking; - practically oriented proposals with the aim of curbing corruption and trafficking. In the second part of the brochure (Monitoring the illegal trafficking) the authors propose two relevant methods of measuring the contraband merchandises imported in the country. One of them is the “mirror statistics” method, which consists of comparing Western and Bulgarian official data about the export/import of the country. It is used to assess the scope of the gray economy as a whole, and for locating the main “contraband markets” in Bulgaria. In addition, an original mechanism is developed, which combines monitoring through sample interviews, with exerting control over contraband goods. This mechanism is oriented towards future cooperation between local NGOs and public authorities (customs and police). The third part of the brochure consists of proposed measures to be undertaken to curb illegal trafficking and corruption in this country. It is coined after the Coilition 2000 Anti-Corruption Action Plan and outlines the synergy of public sector reform and civil society anti-corruption initiatives. It also stresses on the importance of enhancing international cooperation in the framework of Bulgaria’s EU accession.

Problematike naratívnej každodennosti socializmu sme sa začali venovať v grantovom tíme pri príležitosti 15. výročia Nežnej revolúcie. V roku 2004 zorganizoval Ústav etnológie SAV v spolupráci s Ústavom pamäti národa medzinárodnú interdisciplinárnu konferenciu Malé dejiny veľkých udalostí v Česko(a) Slovensku po roku 1948, 1968, 1989, kde sme sa zamerali na aktuálne a mnohé dovtedy tabuizované témy vedeckého výskumu spoločnosti v období totality (dávam prednosť slovu socializmus). Výstupom konferencie bola publikácia s rovnakým názvom Malé dejiny veľkých udalostí v Česko(a) Slovensku po roku 1948, 1968, 1989. L, 11. (Profantová, ed. 2004), a tiež anglicky dopracovaná verzia Small History of Great Events in Czechoslovakia after 1948, 1968 and 1989 (Profantová, ed. 2006). V publikácii sme prevažne metódou oral history a ďalšími kvalitatívnymi metódami poukázali na mnohé problémy minulosti, ale aj transformujúcej sa spoločnosti.

This qualitative research conducted in families and schools of fifteen years old girls and boys is set in the context of contemporary research of gender aspects of educational systems and the paid-work sphere. It deals with the problem of choosing secondary school and future vocation at the end of the elementary school. The findings of the research are grounded both in sociological theories (emphasising the connection between the social structure and the behaviour of individual actors) and in feminist approaches (emphasising the necessity of social change towards a fair and just society).

This volume is a collection of papers presented at the International conference THE BALKANS AND EUROPE BETWEEN INTEGRATION AND PARTICULARISM: CHALLENGES AND PROSPECTS, organized by the Faculty of International Economics and Politics at UNWE and the Bulgarian Political Science Association and held in Sofia on October 25-26, 2018. The conference invited presentations on a number of issues such as: The integration potential of the EU (28-1) and the “enlargement fatigue”; Ethno-politics and integration: dimensions, patterns and results in the EU and Western Balkans; The Bulgaria’s Presidency and the EU prospects of the Western Balkans; “Fatigued from waiting”: the countries of the Western Balkans; Bilateral relations in the Balkans: between historical mythology and pragmatism; Connectivity and cooperation in the Balkans: projects and realities, etc.Around fifty scholars and researchers – both established and younger ones – participated in the scientific forum representing a number of universities and research institutions from several countries (Bulgaria, Romania, Croatia, Northern Macedonia, Serbia, Kosovo, Russia). What is worth noting is the high rate of participation of doctoral students, as well as the contribution of undergraduate students from universities in Bulgaria and from MGIMO in Russia. Notably, some of the participants took part in the conference in absentia by poster presentations. The present volume contains the texts of those of the conference participants who sent their presentations in written form. The volume is structured in three parts except for the keynote speeches, which are presented separately as they were delivered during the Conference. The first part encompasses research papers dealing with issues pertinent to the whole European Union and various aspects of the integration processes. The focus in the second part is on the Balkans in the context of the EU integration. The papers in the third part deal with the Western Balkans in particular, featuring also case-studies on individual countries.

The roles and functions of non-profit organizations have been transforming in the last few decades; massive change is occurring in the non-profit sector and its organizations. Their position have progressively shifted, their traditional philanthropic and associational roles are being supplemented by other functions, missions and goals. Non-profit organizations are increasingly becoming competitors and collaborators with private firms and government agencies; they also represent important economic forces. The role of non-profit institutions in the modern world is certainly considerable and worthy of study. This book is focused on those above mentioned issues: non-profit organizations behaviour and the way particular theories and definitions reflect the non-profit phenomenon. The basic and favoured theories are being examined and confronted with real manners of the non-profit subjects. The attention is being paid especially to the basic concepts of the non-profit economics. The analysis of the particular theories and concepts serves as a base for the recommendations for the public policies towards the non-profit sector.

Rod i ekonomija

Feminizam i kao teorija i kao pokret obuhvata različite, često čak i suprotstavljene perspektive. Ipak, u savremenim okolnostima, kritika neoliberalizma može se prepoznati kao zajedničko opredjeljenje koje ne zaključuje,već kontinuirano razvija i kontekstualizira debatu o specifičnim problemima. Upravo kroz odabrane rasprave u ovom zborniku, autorice problematiziraju neka od pitanja koja se tiču rodnih dimenzija ekonomskih procesa. Zbornik je strukturisan u tri glavna dijela, a u svakom su objavljena po dva rada jedne autorice. U prvom dijelu zbornika, Tatjana Đurić Kuzmanović kroz dva rada govori o feminističkoj ekonomiji kao posebnoj školi ekonomskog mišljenja. Već na samom početku prvog teksta, autorica naznačava da se raznovrsnost pogleda unutar škole objedinjuje u kritičkom preispitivanju “klasičnih“ ekonomskih koncepata. “Nova“ znanja nude i nove alate neophodne za ekonomsku analizu socio-ekonomskih nejednakosti između žena i muškaraca, a koje izmiču “klasičnim“ teorijama. Postavljeni okvir autorica u drugom tekstu koristi za analizu poluperiferijalne ekonomije Srbije. Svakako da ona, s obzirom na sličnosti socio-ekonomskog konteksta, može biti inspirativna za primjenu alata feminističke ekonomije u ispitivanjima stanja u Bosni i Hercegovini i analizama dominantnih rodnih režima. Iako je rasprava Tatjane Đurić Kuzmanović fokusirana na odabrane teme i probleme, ona daje jezgrovit uvid u nove i drugačije pristupe u razumijevanju socio-ekonomskog položaja žena. Za dalje čitanje i bavljenje feminističkom ekonomijom mogu se preporučiti i drugi radovi ove autorice, a posebno dva teksta. Tekst Feministička ekonomija u post-socijalističkoj Srbiji – metodološki i kontekstualni izazovi objavljen je u publikaciji Feministička teorija je za sve. Podsjećanja radi, riječ je o zborniku radova s konferencije kojom je, između ostalog, obilježeno i deset godina od objavljivanja knjige Neko je rekao feminizam: Kako je feminizam uticao na žene XXI vijeka. Drugi tekst, Feministička ekonomija: mit ili alternativa, objavljen je u časopisu za feminističku teoriju i studije kulture Genero, čija je arhiva dostupna i online (http://generojournal.org/arhiva.html). Možda ovakve digresije nisu uobičajene za predgovore, ali ne čini se suvišnim na ovom mjestu ukazati na radove koji su važni za dalje bavljenje feminističkom ekonomijom, ali i podsjetiti na knjige koje su uticale na razvoj feminističkih teorija na našim prostorima i postale dijelom feminističke lektire.

Studija javnih politika - Unapređenje položaja mladih u FBiH

Odlazak mladih i gubitak intelektualnog i razvojnog kapitala koji mladi predstavljaju ozbiljan je problem koji može ostaviti trajne posljedice na razvoj i budućnost naše zemlje. Konfliktna politička retorika, nedostatak socijalne sigurnosti, nekvalitetno obrazovanje, nekvalitetan sistem zdravstvene zaštite i nedostatak ekonomskih prilika za mlade obeshrabruju mlade da svoju budućnost planiraju u okvirima granica Bosne i Hercegovine. Sporost i tromost institucija da se posvete rješavanju pitanja mladih, ali i općih uslova u kojim a žive i rade njihovi roditelji, demonstriraju i proizvode svojevrstan pesimizam o skorim pozitivnim promjenam a koje bi potakle ostanak mladih. Odlazak mladih kao izuzetno značajan društveni fenomen koji je direktna posljedica društvenih nejednakosti, stigmi, diskriminacije, ekonomskih i političkih prilika, opredijelio je Sarajevski otvoreni centar, kao jednu od vodećih nevladinih organizacija u Bosni i Hercegovini, da ponudi radnu platformu mladim aktivistim a iz BiH za otvaranje dijaloga o ključnim problemima koji čine kontekst u kojem dolazi do masovnog iseljavanja mladih iz BiH, ali i artikulaciju općih preporuka i mjera kojima je, prema mišljenju mladih aktivista, moguće pružiti svrsishodnu podršku naporima da se postojeća situacija prevaziđe i identificirani problemi otklone. Kao rezultat, nastaje dokument koji nudi uvid u percepciju mladih aktivista u odnosu na problem odlaska mladih, kao i njihova promišljanja u pogledu preporuka vlastima za postupanje i preciznih mjera koje mogu doprinijeti unapređenju položaja mladih. Izrada dokumenta započeta je 2019 . godine i nastavljena 2020., kada se Bosna i Hercegovina suočila sa posljedicam a pandemije koronavirusa COVID-1 9. Upravo je pandemija naglasila potrebu za ulaganjem u unapređenja položaja mladih jer je ova populacija od iznimnog značaja za ekonomski i socijalni oporavak naše zemlje. Također, pandemija je negativno utjecala na ekonomske prilike u zemlji, a mladi koji su tokom 2020 . godine bili u procesu traženja posla, mladi koji su planirali porodicu, mladi koji su započeli samostalne biznise ili ih planirali, u ovoj su se godini suočili sa brojnim negativnim faktorim a koji su nepovoljno utjecali na njih i prilike da vode život sukladan vremenu u kojem žive. Istraživanja provedena u našoj zemlji pokazuju da su gubitak posla ili smanjena primanja tokom pandemije značajno zastupljen problem koji je uticao na mlade u našoj zemlji. Policy studija - Unapređenje položaja mladih u Federaciji Bosne i Hercegovine dokument je koji predstavlja strateški okvir razvoja, sa konkretnim preporukam a koje su predložili mladi iz Sarajeva, Tuzle, Zenice i drugih gradova u FBiH. Proces identifikacije razvojnih prioriteta i izrade prijedloga mjera koje su integrirane u dokument trajao je godinu dana. Participativni proces razvoja dokumenta omogućio je da različite kategorije mladih, konsultirajući stručnu literaturu, istraživanja, politike i strateške dokumente, daju vlastiti doprinos u razvoju strateškog okvira za unapređenje položaja i prilika za mlade. Proces je koordinirao i finansijski podržao Sarajevski otvoreni centar. Podijeljen na četiri razvojne oblasti: obrazovanje, ekonomske prilike, zdravlje i učešće mladih, dokument nudi uvid u trenutne okolnosti tj. faktore koji doprinose odlasku mladih, kao i specifične mjere koje adresiraju potrebe mladih i doprinose rješavanju najvažnijih problema koji utječu na motivaciju mladih da napuste Bosnu i Hercegovinu odnosno da u njoj ostanu. Dokument je namijenjen mladim aktivistima kao zagovarački resurs, ali i donosiocima odluka kao otvoren prozor u stavove mladih o ključnim pitanjima koja treba rješavati kako bi se položaj mladih unaprijedio i kako bi se stvorile nove prilike za ovu generaciju i one koje dolaze.

Poprzez wolontariat nabywa się praktycznych umiejętności, poznaje nowe osoby, wzbogaca curriculum vitae. Zarobki tych, którzy pracowali jako wolontariusze, są zwykle nieco wyższe niż zarobki osób nieangażujących się społecznie. Czy jest to jednak efekt doświadczeń nabytych w pracy społecznej? A może wolontariusze mają specyficzne cechy osobowe, które zwiększają szansę odniesienia sukcesu zawodowego? Autor próbuje rozstrzygnąć ten problem, analizując dane o niemieckich i brytyjskich absolwentach wchodzących na rynek pracy.

Cykle mieszkaniowe. Rola rynku i państwa

Monografia ma na celu wyjaśnienie mechanizmów cykli mieszkaniowych na tle procesów rynkowych i określenie roli państwa w równoważeniu ich konsekwencji. W obszarze rynku zwrócono szczególną uwagę na mechanizmy finansowania inwestycji mieszkaniowych. W obszarze państwa podkreślono znaczenie jego interwencji dla zrównoważenia faz wzrostowych i spadkowych cykli mieszkaniowych. Uzyskane wnioski wzbogacają wiedzę o funkcjonowaniu rynków mieszkaniowych, a także systemów finansowych w części zaangażowanych w sferę mieszkaniową. O wartości praktycznej opracowania decyduje propozycja poprawnej i rzetelnej metody identyfikacji cykli mieszkaniowych, sformułowanie autorskich propozycji doboru różnych rodzajów mechanizmów finansowania inwestycji mieszkaniowych „optymalnych” z punktu widzenia gwałtowności przebiegu cykli mieszkaniowych oraz identyfikacja obszarów możliwej ingerencji państwa stabilizującej cykliczność rynków mieszkaniowych. Autorskie badanie objęło 28 państw członkowskich Unii Europejskiej (UE-28) w okresie od pierwszego kwartału 1990 do drugiego kwartału 2014 r.

Chcąc zidentyfikować czynniki, które determinują alokację czasu, odwołano się do cech społeczno-demograficznych i ekonomicznych osób i gospodarstw domowych, szczególnie zwrócono uwagę na sposoby gospodarowania czasem w zależności od płci.

Economic tendency surveys and economic policy - measuring output gaps and growth potentials

Rukopis respektira pristup orijentiran problemu i politici, koristi najbolje dostupne podatke i odgovarajuće teorijske instrumente u funkciji rasvjetljavanja problema Sarajeva, fokusira se na grad i regiju ne samo kao posebne entitete nego i na njihovo međudjelovanje, prepoznaje potrebu da se problemi grada i regije promatraju s institucionalne i strukturalne, ali i drugih perspektiva i s odgovarajućim modifikacijama politoloških i ekonomskih principa, teorija i politika, te kombiniranjem relevantnih teorija s institucionalnim analizama, zatim pristup međuzavisnosti, kao i potreban koordinirani pristup. Istraživanje je rezultat kontinuiteta u promišljanju grada i regije od strane autora i Akademije nauka i umjetnosti Bosne i Hercegovine tokom posljednje četiri decenije, odnosno od 50-ih godina prošlog stoljeća do danas. Obim I dubina istraživanja je determinirana raspoloživim resursima. Studija, pored predgovora uvodnog društveno-historijskog i teorijsko metodološkog pristupa, te zaključnih stajališta, kao i drugih relevantnih elemenata, kao što su sadržaj, popis skraćenica, tabela, slika i pregled korištenih izvora, sadrži dva osnovna dijela, i to: prvi s fokusom na politološki aspekt teme i drugi koji se fokusira na ekonomski aspekt teme Sarajevo grad i regija u vremenu i prostoru.

DEMOGRAFSKE I ETNIČKE PROMJENE U BIH

Još su prije 4–5 tisuća godina u zapadnoazijskim ratarskim društvima „vođeni spiskovi inventara, stanovnika (da bi se moglo oporezovati i slati u rat), džakova žita, robova i tako dalje“ (Eriksen 2003: 54). Biblija nas upoznaje i s popisom stanovništva u Rimskom carstvu. Što je onda popis stanovništva pa je tako značajan za državu i društvo? Mogli bismo reći kako je popis stanovništva neka vrsta opisa demografskog i ekonomskog stanja društva u određeno vrijeme (broj kućanstava, stambenih objekata, poljoprivrede…). Tako dobiveni podaci služe i za usporedbu s podacima iz ranijih „stanja društva“, kao i za demografske i ekonomske procjene što bi moglo slijediti u danom društvu. Za popis stanovništva se temeljito pripremaju popisni obrasci, obavlja se obuka popisivača kako bi se popis obavio što uspješnije. Kod sastavljanja pitanja u popisnom listu, uvijek se vode debate kakvu tipologiju odgovora ponuditi. Recimo, kod nacionalne pripadnosti nude se odgovori „Bošnjak“, „Hrvat“, „Srbin“ i „Ostali“. Ili kod pitanja o konfesionalnoj pripadnosti nude se modaliteti odgovora „katolik“, „musliman“, „pravoslavni“, „Ostali“.
