The article deals with the role of Czechs in Bulgaria in the decades after its Liberation in 1878. The author argues that the Czech presence in the country was substantial and clearly visible, so it had a significant imprint on the development of Bulgarian society at the time. This might be the explanation for the tens of “places of memory” and objectified “grateful memory” for the “Bulgarian” Czechs, expressed in the names of settlements, streets, schools, mountain peaks, etc. Other examples include monuments and memorial plaques, as well as works of art dedicated to outstanding Czech people such as Konstantin Jireček, the Škorpil brothers, the Prošek brothers, Antonin Kolář, Antonin Novak, Josef Schnitter, Libor Bayer, and many others.

Социокултурни изражения на съвременната трудова миграция от България в Италия

The article investigates contemporary labour migration of Bulgarians to Italy. An important analytical instrument for drawing a complete picture of the Bulgarian presence in the host country are the research perspectives: “from above, generalized” or “close and detailed”. The sociocultural expressions of migration are interpreted on the basis of in-depth interviews, in which sharing personal experience is of major importance. The personal experience of different groups of Bulgarian migrants is viewed as a source of information for the degree of their integration and adaptation. Some comments are suggested on the peculiarities of the communication between the interviewees and the researcher. The author problematizes notions and images of the Bulgarians in Italy through the lens of employment types and through auto and hetero stereotypes that are delineated in interviews and free conversations. Another subject of attention are the questions about the visibility of Bulgarian migrants in Italian society. The results of the study demonstrate that the Bulgarians are well adapted to the living conditions in Italy. At the same time, they do not always feel presented clearly enough in the host society.

Музикални прояви в религиозната практика на турци сунити от Южна България

This contribution explores the music performance during the reading of a barely known and insufficiently studied life of the Prophet Muhammad, İpsala'lı Ebu'l-Hayr Mevlidi, better known as Mustafa Mevlidi. That life is used in the Mevlid rituals in the region of Krumovgrad and in some villages near the town of Haskovo. In order to present in fullness the specific local characteristics of the music connected to religious practice in the studied region, the author describes in detail the peculiarities of the music in the cami practice. The main characteristics of the ritual are delineated: its structure, the occasions on which it takes place, and the way of performing it. In the course of analysis of the musical material, which has been recorded in the region of Krumovgrad, the author also adds musical examples from the Mevlid ritual among Sunni Turks from other parts of Bulgaria. The main fieldwork material utilized in the study has been personally collected by the author between 2010 and 2021.

Транснационални наследства: селският дом и историята в Югоизточна Европа

Paradoxically enough, our present times combine conservation with the destruction of architectural heritage. The preservation of this heritage is closely related to the foundation of the nation state and serves to show the “national genius” embodied by the peasant. Simultaneously, the different disciplines that study the issues of architectural heritage show that there is a tendency of mutual disregard. Nevertheless, the transnational concept of the rural home in Southeast Europe (mainly Romania and former Yugoslavia) which I have studied and documented in the 1970-s, displays similar features in close geographical zones, and also in zones that are marked by the culture and history of imperial colonization: Austrian in the first case and Ottoman in the second. The perspective from the point of view of regional heritage makes possible to apply a trans-border approach in order to reveal connections of kinship between neighboring villages separated by political boundaries. In the article, the differences between certain cultural areas are explained with the support of history.

The paper puts forward the proposition that today’s Bulgarian civic festive calendar may be examined as a system composed not of individual holidays but of corresponding holiday pairs (3 March – 2 June, St. George’s Day – St. Michael the Archangel’s All Soul’s Day, 24 May – 1 November). The holiday pairs have been formed gradually, and in the course of time a ‘strong’ and a ‘weak’ holiday came to exist, the former – honouring a supreme community value, whereas the latter – paying respect to the memory of the heroes who devoted their lives to its achievement. The paper makes an attempt to substantiate the thesis that dualism is the leading trend in the development of the festive calendar, which might be observed in its past historical stages as well.

Празникът „Кюстендилска пролет“ и социалистическата празничност: „Изобретяването“ на празника (Част I)

The article examines and analyses the process of “inventing” Kyustendil Spring Day in the context of socialist festivity. Based on the local tradition of welcoming spring in Kyustendil, which integrates pre-Christian rituals related to the day of spring solstice, the Day of Forty Martyrs of Sebaste in the Orthodox calendar and Mladentsi in the folk calendar, the holiday is gradually “domesticated” by the socialist authorities in the late 1960s, purged of its religious elements and re-invented – engaged with “new, socialist content”. Having combined various festive forms, symbols and rituals and occupying various urban spaces throughout the years, the holiday eventually established itself as a successful “invented tradition” during the socialist period, including several elements: a beauty contest, a ceremony for handing over the symbols of spring, a carnival procession, a public celebration on the Hisarlaka hill above the town, and accompanying cultural and sports events.

Градска празничност в епидемична обстановка

The holiday is an essential element in the ideological regulation of public life; it plays an important role in shaping and stabilizing the group celebrating it, in all cases by actualizing the most important unifying values, and very often – by distinguishing examples of exemplary behaviour. The spread of the COVID-19 epidemic at the very beginning of 2020 leads to a number of radical changes in social life. The speed with which processes develop, as well as the search for new forms to continue established practices, leads to experimentation with the possibilities of new technologies, as well as of new conditions – education in an online environment, online shopping, outsourced commercial cash registers for outdoor service, limiting the capacity for public access, reducing programs, etc. Limiting physical access to official celebrations provoked an attempt to compensate for it by broadcasting the festive ceremonies live. However, the transfer of an event to an online environment places local communities in the passive role of spectators of a performance, without the opportunity of participation, and the social function of the celebration is reduced to the possibilities of the social network to communicate through texts and chat with other representatives of the community who observe the broadcast. These restrictions seem to compromise the very idea of a celebration and make visible the fact that its fundamental feature is the possibility of physical presence and participation of citizens.

The analysis focuses on the ways in which representation has been discussed in texts by Roland Barthes, Jacques Derrida, Michel Foucault and others. The emphasis is on problematizing the possibilities of representation by means of language.

RUSSIA’S COMMUNICATION STRATEGIES ABOUT CRIMEA IN SPANISH-LANGUAGE SPUTNIK AND RUSSIA TIMES (2014-2018)

We analyze Russia’s communication strategies in the period leading up to and following the seizure (2014-2018) of the Crimean Peninsula in the Spanish editions of its digital platforms, Sputnik and Russia Times. Drawing from theories of political communication, we show how Russia used storytelling and framing to build an international image and political brand consistent with, and try to justify, its foreign policy actions. Specifically, Russian messages transmit no room for doubt about the legality of any of its strategies in Crimea. We argue that this communication strategy is consistent with the concept of ‘sharp power’ to describe Russian projection in the world. Cultural and emotional appeals designed to generate positive emotions about Russia, i.e., ‘soft power’, were far less common. In recent years, Russian projection of sharp power appears to have increased in the Spanish-speaking world, particularly in South America. In addition to helping explain Russian foreign policy, our findings contribute to broader debates about political branding and truth in a ‘post-truth’, multipolar world.

THE APPLIED STATE OF VIOLATION OF WOMEN'S RIGHTS IN ARMED CONFLICTS: YAZIDI WOMEN DURING THE ISIS WAR IN IRAQ

On 3 August 2014, fighters from the Islamic State in Iraq and al-Sham (ISIS) attacked the Yazidi minority of Sinjar in Kurdistan-Iraq. The Yazidi community was the main target of ISIS fighters, including Yazidi women. The ISIS group has committed violence against Yazidi women in several ways. This study aims to show the crimes committed by the group ISIS against Yazidi women and to highlight the problem of violence against women in war through recent living examples, such as women in the ISIS war between 2014-2017. The second part of this study identifies the legal deficiencies related to the regulations that guarantee the protection of women's rights in Iraq. Through a content analysis approach, qualitative methodologies are used. Also, based on a thematic analysis of semi-structured interviews, this paper found that the Yazidi women and girls have been subjected to the most heinous crimes involving international crimes. Furthermore, despite various legal provisions in Iraqi laws and the constitution relating to protecting women's rights, these laws have several legal deficiencies. The Iraqi legal authority has not attempted to guarantee sufficient protection for women's rights in armed conflicts.

Le patriarche Sylvestre d’Antioche, son disciple spirituel Constantin César Dapóntes et l’histoire de leurs icône.

This study identified the icon of Virgin Moscovita and the icon of the Holy Mandylion, described in Konstantinos Dapontes’ writings, with the icon of the Virgin and the icon of the Holy Mandylion preserved in his family monastery Evangelistria in Skopelos island. We can now retrace the “biography” of these two artefacts, the history of their creation, donation, and multiple “transfers” of the two icons. This study is an important contribution to the history of the early modern period in the Balkans. The icon of the Virgin Moscovite was donated to Konstantinos Dapontes by his benefactor Konstantinos Mavrocordatos in 1741 in Iasi, and the the icon of the Holy Mandylion was donated to Dapontes by his “maître spirituel”, the patriarch of Antioch Sylvester in 1762.

PUBLIC EXPENDITURE ON EDUCATION AND ECONOMIC GROWTH: EVIDENCE FROM NORTH MACEDONIA

In this paper, we studied the impact of public education expenditure on GDP per capita in North Macedonia from 1991 to 2020. The main questions we examined were: 1) What is the relationship between public education expenditure and GDP per capita in the country in the short run?; 2) Does a long-term relationship between the aforementioned variables exist?; and 3) What are the policy implications? This research was based on the Auto-Regressive Distributed Lag (ARDL) model, originally developed by Pesaran et al. (2001). The empirical estimations produced interesting findings. In the short run, the relationship between public spending on education and GDP per capita in North Macedonia was negative and statistically significant. The long-term relationship between the variables remained negative but statistically insignificant. These results were robust and consistent with results from earlier empirical studies. The results suggested that government expenditures on education did not contribute to economic growth in North Macedonia in the analyzed period, ceteris paribus. We concluded that, from a public policy standpoint, intervention in the education system's financing is necessary to facilitate the transformation of education expenditures into productive human capital and enhance the nation's economic development.

RETHINKING STRATEGIC AUTONOMY IN TIMES OF NEXT GENERATION EU: NEW DIGITAL AGENDA

The digital transformation of the global economy and society has accelerated after the Covid-19 pandemic. The European Union (EU), compared to China and the United States, is losing its capacity for innovation and control over data and fundamental raw materials and could even lose ground in the regulatory power it has in the digital realm. This paper pays special attention to the situation and progress toward a new European policy to achieve digital strategic autonomy. It also briefly outlines the Recovery Plan for Europe as a possible incentive for its promotion. Both descriptive and analytical methods were employed to gather the data from secondary sources and provide reliable research results. The major findings of this article are that strategic autonomy is an imperative requirement for sustaining and encouraging European integration, forcing the EU to advance faster toward developing critical digital technologies. There is also an urgent need to secure critical parts of supply chains and data protection, intellectual property, and defense against disinformation. Finally, the European Union must improve its resilience to face new crises and lead the digitalization of its economy.

WHAT DOES “BIG DATA” TELL? A NETWORK ANALYSIS APPROACH TO THE JUSTICE AND DEVELOPMENT PARTY’S ROLE PERFORMANCE IN THE MIDDLE EAST BETWEEN 2015 AND 2020

In this paper, we exploited big data (The Global Database Events, Language and Tone - GDELT) by utilizing network analysis to elaborate on the Justice and Development Party’s (JDP) Middle East (ME) policy for 2015 and 2020 - our conceptual framework built on the role theory. We identified two dynamics - the positioning of the “Transatlantic” link in Turkish Foreign Policy’s (TFP) orientation and the shape and politics of the JDP elites’ conception of activism - based on which we developed two hypotheses to conceptualize the JDP’s role performance for the period: 1) There was a mismatch between national role conceptions and systemic role prescriptions for Turkey in the period of analysis; 2) This mismatch led the appeal of partnership with non-Western actors to rise. We utilized network analysis by exploiting the GDELT big dataset to test our hypotheses empirically. The empirical findings proved the validity of our conceptual arguments.

MILITARY SANCTIONS: THE WAR ON TERROR AND THE CASE OF UZBEKISTAN

States frequently find themselves disbursing or receiving military aid, cooperation, and access to military products. Using foreign policy options like "military sanctions" (the suspension of military projects, aid, cooperation, and access) is a desirable, widely publicized way for one state to express its discontent to another while presumably influencing desired policy changes in the client state. However, the small amount of evidence on military sanctions indicates that they are ineffective, short-lived, and may even be counterproductive. This analysis attempted to elucidate this subject by advancing a theory stating that states will impose military sanctions in response to domestic audience pressures shortly after high-profile examples of undesirable behavior by client states. However, military sanctions will be eased as time progresses and public attention has waned. This analysis qualitatively examined Uzbekistan and its relationship with the US, finding support for this theory. It concluded that following high-profile incidents and periods of undesirable behavior by an aid-recipient state, military sanctions would likely be employed by the state providing the military aid and programs. Further, military sanctions are eased or scrapped as time moves from public incidents and attention involving human rights abuses.

Algorithms weighing lives and freedoms: The case of China’s health code

In response to the COVID-19 outbreak in the beginning of 2020, Chinese local governments created a software extension on existing mobile applications to monitor citizens’ movement and collect their health data. Very quickly China’s health code became a key resource for the country’s governments to track and contain COVID-19 cases using time, location, and personal interactions. China’s health code system represents an unprecedented form of “biological” governance, which demonstrates and supports the transformation empowered by digital technologies, enhancing the access to healthcare and fusing together mass surveillance and fundamental public service provision. Digital contact tracing has attracted enormous interest among academics and legislators since the outbreak of COVID-19, which resulted in several policy papers and research works, discussing issues, such as the effectiveness and accuracy of virus detection, as well concerns in regard to discrimination and data privacy. However, most of the articles refers to technologies and its implications in the West, and less to the peculiarities and problems related to the use of Chinese health code. Present research analysis the issues related to difficulties to achieve a balance between China’s “zero-COVID policy” and freedom of movement, as well those regarding multiple health code’s proliferation, health code abuses and misuses by officials who do not want to miss any cases for fear of outbreak or being fired. Since China’s health code system is still far from being centralized and uniform across the country, the mutual recognition system has resulted in considerable problems for those who find themselves in high-risk areas.
