The annual academic forum of National and International Security Department this year is devoted to regional security and reforms in the European Union. Foreign academics and researchers from Poland, Macedonia, Serbia, Russia and other countries are taking part in this broad forum.Why have we chosen this topic?Today, in the first quarter of the 21st century, it appears that the world is on the verge of tolerance of risks and threats. The range of these threats is enormously broad - from the danger of wars between countries and coalitions, to violence among people within states. The world is in a period of devastated global equilibrium and a slowly developing new equilibrium. The temporal distance between these two states opened a place for the manifestation of chaos.In this increasingly difficult to predict world, the European Union has not been so far under such a criticism as the present since its creation. It comes from the ultimate right and the ultimate left, pass through the center and involve more and more ideologists and representatives, even the classical left and center-right political parties. But even a glimpse of their criticism does not show a way out of the crisis. It does not show how to preserve what is valuable in politics, economics and democracy that Europeans have undoubtedly enjoyed and continue to enjoy and how to transfer it into a future European Project.

This book is the result of a two-year journalistic investigation that traces the history of Corporate Commercial Bank from its origin to its bankruptcy (1994-2014). The investigation was conducted on the basis of dozens of meetings with direct participants or witnesses of the events, representatives of state structures, political parties, business, regulators. In the process, hundreds of official and informal documents have been analyzed. Access to information by Bulgarian and international organizations has been requested many times. The collected facts, data, documents, and exclusive testimonies included in this book contain for the first time conclusive evidence of political corruption in Bulgaria. The aim of the KTBfiles project is to show the genesis of the "CCB model" (Corporate Commercial Bank model) and the technology of its expansion to magnitude, which pressed all key state institutions to the wall. The book explores the circumstances that made this vicious model possible, as well as the mechanisms for its eradication. This makes the investigation much more comprehensive, multi-layered and important than the chronology of bank bankruptcy, whether it is the largest in Bulgarian history. This qualitative journalistic investigation answers not only to the question #WHO but also to the questions how, why and especially what follows if we stop asking and live permanently with civil indifference and cynicism.

This study is provoked by one of the most significant cases of abuses over the last two decades in Bulgaria - the bankruptcy of CCB (Corporate Commercial Bank), the fourth largest bank in the country. After the 1996-1997 crisis, when one third of the banks went bankrupt, the country's banking sector collapsed. This is the second case in which huge financial resources "evaporated" and the negative consequences affected a wide range of public institutions and private subjects. The emergence of periodically recurring financial crises, with multiple impacts on public, economic and political life, motivates Transparency International Bulgaria to look for a systematic response to the problem and look beyond the specific case. The present book is based on the analytical approach of the international anti-corruption organization Transparency International "National Integrity System" which assesses clearly defined criteria, the capacity, functioning and management of sectors and institutions with key importance in counteracting corruption. The study is based on an analysis of the legislation and practical actions of the investigated institutions, a wide range of documentary sources, reports, assessments, media publications, and interviews with experts and public figures that have had direct observations and touch with the CCB case. It reflects an attempt to formulate an impartial, objective assessment of the functioning of the banking supervisory system in the 2009-2014 periods but also pursues another objective - to serve as a starting point for policies and strategic actions to give an adequate systemic response to established deficits. Viewed through this prism, this publication expresses the ambition of the Transparency International Bulgaria to not only prevent future crises of this nature, but also to contribute to the institutional strengthening of the system of supervisory institutions in Bulgaria.

This is the second collection of selected essays by the authors who attended the courses and seminars the Helsinki Committee for Human Rights in Serbia organized in 2005. Within the tree-year project “Building up Democracy and Good Governance in Multiethnic Communities” that is being implemented with the assistance of the European Union, twenty-four 5-day “Schools of democracy” and sixteen 3-day seminars under the common title “Life and Living in Multiethnic Environments” were held in 2004 and 2005 in Belgrade, Novi Sad, Kragujevac and Novi Pazar. Over 1000 trainees attended these courses and seminars. The project is aimed at capacitating young people - by the means of attractive courses of training - not only for a life in multiethnic communities that are particularly burdened with the adverse experience of the recent past, mutual distrust and stereotypes, but also for a life in the conditions that mark a modern democracy and reflect its standards. An objective as such implies, among other things, rational perception of notions, developments and trends that are in Serbia still blurred, marginalized and subject to relativism or, moreover, to various and even misguiding interpretations. The Helsinki Committee’s experience testifies this is all about a process that takes time but is worthy of effort - the more so since young people, as evidenced by the selected writings as well, fully perceive it as an imperative need of their own.

This book collects scientific papers and reports presented on the conference ‘The Membership of Bulgaria in the EU: Eight Years Later’ organized by the International Economic Relations and Business Department at University of National and World Economy (UNWE), Sofia, Bulgaria. The conference, held on 2 October 2015, traditionally provided a stage for prominent academics, dedicated PhD students and professionals to discuss contemporary topics related to multiple aspects of the European integration, its effects on the Bulgarian economy, value chain and socio-economic environment, international business and relations, financial markets and banking.The contributors to this edition of the annual conference book reviewed the European integration and development though the perspectives of the fiscal and political measures to tackle the consequences of the financial crisis in both the Euro area and the other EU member states, implications on the banking sector, foreign direct investment, risk mitigation. The financial crisis and the results in the aftermath of it (capital liquidity imbalances, fiscal instability, banking volatility, quantitative easings and Euro area performance indicators, to name a few) are dominating among the majority of authors’ research. This book collects scientific papers and reports presented on the conference ‘The Membership of Bulgaria in the EU: Four Years Later’ organized by the International Economic Relations and Business Department at University of National and World Economy (UNWE), Sofia, Bulgaria. The conference, held on 3 October 2010, traditionally provided a stage for prominent academics, dedicated PhD students and professionals to discuss contemporary topics related to multiple aspects of the European integration, its effects on the Bulgarian economy, socio-economic environment, international business and relations, finance and politics.The conference was opened with a keynote speech by Meglena Kuneva who used to serve in the European Commission and is a prominent figure in the Bulgarian political life associated with the European integration process and accession to the European Union. She highlighted that the Bulgarian membership in the European Union is a rare example of widely shared national consensus in the past 22 years. Meglena Kuneva presented arguments in favour of this membership while noting challenges that remain unsolved years after our accession – we shall understand better the signs given by Brussels as well as put an emphasis on the human factors. Kuneva shared the view that commitment and high ethical and professional standards are required when appointments are made for the EU funds governance on a national level. We shall be more active towards EU in our contribution, she concluded. The participants in the conference presented research about the multiple effects on the Bulgarian economy as a result of the EU membership and access to the Single market. Authors discussed the international competitiveness of the Bulgarian export industry, they dedicated analysis on the Bulgarian trade with the other EU member states as well as industrial concentrations among the countries sharing single market. The liberalization of the telecommunications market in Bulgaria, reforms in the regulations of the pension funds and public procurement is among the topics presented. Another group of academics discussed current trends in the global economy, regional and global challenges to the EU. Those processes would have implications on the entire EU bloc. This could be related to the role of the Euro as an international currency as well as the development of the economic and monetary union (EMU) within EU. Contributors review topics related to the real and nominal convergence of Bulgaria and other countries in the EMU and the Bulgarian contribution and participation in key EU policies. Some authors present research on the challenges and achievements regarding the absorption of the EU funds in Bulgaria and implementation of the operating programs. This anthology book is published on the occasion of the bicentennial of the birth of Friedrich Engels, an exceptional thinker and theorist of the revolution. Editors Maroje Višić and Miroslav Artić gathered renowned domestic and international scientists who tried to reevaluate Engels' works and his scientific contribution. The idea behind the book is to point out the everlasting value and significance of Engels’ revolutionary philosophy. Contributing authors offered analytical reading of Engels' ideas, addressing pressing issues in economics, politics, religion, feminism, ideology and in other segments of contemporary society. The papers in an anthology are organized under the chapters: The Reception of Engel’s Philosophy, Actuality of Engels Today with subchapters on working-class and precariat, peasantry as the subject of change, early Christianity as an inspiration; and the last chapter is Revalorization of Family and State. The first chapter tackles the questions if Engels was more than an interpreter of Marx or simply the first Marxist who contributed to the banalization of Marx. It then investigates reception of Engels’ philosophy in ex-Yugoslavia specifically and in philosophical theory in general. The second chapter demonstrates actuality and relevance of Engels today by discussing the topics of working-class and precariat, by making comparison between early industrial society and contemporary society and by tracking development of socialism from utopia to a science. Chapter also deals on the peasantry whose role as a subject of change is thoroughly problematized. Special part of the chapter is dedicated to the influence of the practice of early Christianity on the formation of Engels’ revolutionary idea and to what extent original Christian community served affected the development of Engels’ thought. Final chapter brings papers that, under new circumstances, re-examine the understanding of the state-family relation and their dynamic. This comprehensive anthology attempted to revalorize and appraise Engels’ own contribution to science and philosophy 200 years after his birth. For this it was necessary to “divorce” Engels from Marx so that the fallacy of statement that Engels was second violin to Marx becomes striking.Chapter one tackle the question of whetherEngels was more than an interpreter of Marx or simply the first Marxist to contribute to the banalization of Marx.= Engels' reception is then examined both in the former Yugoslavia and in philosophical theory in general.Special part of the chapter is dedicated to influence of the practice of early Christianity on the formation of Engels’ revolutionary idea. People across the world are living longer. According to the World Health Organization (2018), the world population that is older than 60 years will reach 22% by 2050, amounting to 2 billion people, which is a significant increase from 900 million in 2015. The number of older persons will outnumber children younger than five years. The pace of population aging is much faster than before, forcing all countries to face challenges that age brings, from health issues to human rights issues, each requiring proper policy response. As societies grow older due to increased longevity and improved health, older people change in terms of expectations they have related to life in the retirement age. There are many inspiring examples of older persons who want to pursue new activities, such as education, engage in a new career that corresponds to their passion neglected earlier, or continue to be a productive family or community member. It is not surprising to see that some older persons do not make a direct transition from employment to retirement but rather self-employment, implying a positively inverted U-shaped relationship between age and entrepreneurship. For example, to prove it, let us remember the founders of McDonald’s, Coca Cola and Kentucky Fried Chicken, were all over 50 years old when they established their business. One can conclude that older persons are heterogeneous, making aging difficult to handle research and policy-wise.

In a classical conceptual discourse, the concept of the state is inseparable from the concept of sovereignty. However, due to globalization processes and influence of global institutions of power, the sovereignty of states is being eroded. The state lost its traditional sovereignty, related to the monopoly of power, stability and safety. Powerful states and their global institutions are using different mechanisms through which they impose their interests and accomplish neoliberal aims that benefit the rich countries, and which contribute not only to impoverishment of states that accept those programs, but also to erosion of their sovereignty. Very strong and intense influence of supranational and transnational instituion calls in question the autonomy, independence, integrity and sovereignty of the states. Sovereignty is eroded and the state is desovereignized.
